Understanding the 2020 Social Security Cost of Living Adjustment

The 2020 Social Security Cost of Living Adjustment (COLA) was an annual increase applied to Social Security benefits. In 2020, this COLA was 1.7 percent, which meant that beneficiaries who received monthly checks in January 2020 saw an increase in their payment amounts. To put this in perspective, if someone received $1,000 per month in December 2019, their January 2020 payment would have increased to $1,017.

The COLA is calculated using a specific formula based on the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). This index tracks price changes for goods and services that Americans purchase regularly, including food, transportation, housing, and medical care. The Social Security Administration compares the average CPI-W for the third quarter of the current year to the average CPI-W for the third quarter of the previous year. If there is an increase, that percentage becomes the COLA for the following year.

The 2020 COLA of 1.7 percent was relatively modest compared to some previous years. For example, in 2009, there was no COLA at all because prices had actually decreased during the financial crisis. In contrast, 2008 saw a COLA of 5.8 percent. The 1.7 percent increase in 2020 reflected moderate inflation in the economy during 2019.

It is important to understand that the COLA applies automatically to all Social Security beneficiaries. There is no action required on the part of recipients to receive this increase. The Social Security Administration processes the adjustment and updates payment amounts each January. This automatic process has been in place since 1975, when COLAs were first introduced.

Practical Takeaway: The COLA is a yearly adjustment that helps Social Security payments keep pace with inflation. Learning how this adjustment is calculated provides insight into how your benefits may change over time and why the amounts you receive may differ from year to year.

How the COLA Formula Works

The COLA calculation follows a detailed process that begins well before the announcement in October. Social Security Administration officials start gathering price data from the Consumer Price Index throughout the year. Specifically, they focus on the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W), which tracks approximately 211 goods and services across the United States. This index includes items like groceries, gasoline, rent, utilities, medical services, and clothing.

The calculation process involves taking the average CPI-W for July, August, and September of the current year and comparing it to the average CPI-W for July, August, and September of the previous year. For the 2020 COLA, this meant comparing the average of the third quarter of 2019 to the average of the third quarter of 2018. If the 2019 average was higher than the 2018 average, the percentage difference would be the COLA.

Once this calculation is complete, it is rounded to the nearest tenth of a percent. This rounding can make a difference in the final COLA amount. For instance, if the calculation results in 1.74 percent, it would be rounded to 1.7 percent. If it had been 1.75 percent or higher, it would have been rounded to 1.8 percent. This rounding rule is set by law and applies to all COLA calculations.

The announcement of the COLA typically occurs in mid-October each year. For 2020, the announcement came on October 11, 2019, giving beneficiaries several months to prepare for the changes that would take effect in January. The Social Security Administration releases detailed information about the COLA along with examples showing how the increase will affect different benefit amounts. This transparency allows people to understand exactly what changes to expect in their payments.

Practical Takeaway: Understanding the COLA formula shows that your benefit increases are based on real economic data about inflation and the cost of living. This knowledge can help you anticipate and plan for changes in your monthly income from Social Security.

Which Beneficiaries Received the 2020 COLA

The 2020 COLA of 1.7 percent applied to nearly all Social Security beneficiaries. This included retired workers, disabled workers, and surviving family members of deceased workers. If you were receiving a Social Security benefit check in January 2020, your payment would have included this increase unless you fell into a very small category of exceptions.

Retired workers made up the largest group receiving the 2020 COLA. These are people who had worked long enough in jobs covered by Social Security and had reached full retirement age or chosen to begin receiving benefits. In 2020, the average monthly benefit for a retired worker was approximately $1,503 before the COLA adjustment. With the 1.7 percent increase, this would have risen to approximately $1,528.

Disabled workers also received the 2020 COLA. These individuals were receiving Social Security Disability Insurance (SSDI) because they had a medical condition that prevented them from working. In 2020, the average monthly benefit for a disabled worker was approximately $1,257 before the COLA adjustment. The 1.7 percent increase meant their benefits would have risen to approximately $1,278.

Surviving family members, including spouses and children of deceased workers, also received the 2020 COLA. For example, a surviving spouse caring for children of a deceased worker, or an adult child who became disabled before age 22 and was still receiving benefits, would have seen this increase applied to their monthly payments.

There were minimal exceptions to the COLA application. For instance, Supplemental Security Income (SSI) recipients, who receive benefits based on financial need rather than work history, also received a COLA increase, though it was calculated using a different index (the Federal Benefit Rate). Additionally, certain individuals who had specific government pensions might have been subject to the Government Pension Offset (GPO) or the Windfall Elimination Provision (WEP), which could affect how the COLA was applied to their benefits, but they still received some form of adjustment.

Practical Takeaway: If you were receiving any type of Social Security benefit in January 2020, you almost certainly received the 1.7 percent increase to your monthly payment. Understanding which beneficiary groups received the COLA can help you confirm whether your own benefits were adjusted appropriately.

Economic Context Behind the 2020 COLA Rate

The 2020 COLA of 1.7 percent reflected economic conditions during 2019, the year used to calculate the adjustment. To understand why this rate was chosen, it helps to look at what was happening in the American economy during that period. Inflation in 2019 was relatively moderate, with the Consumer Price Index rising at a measured pace across most categories of goods and services.

During the third quarter of 2019, energy prices were relatively stable. Gasoline prices, which can have a significant impact on the CPI-W calculation, remained moderate and did not spike dramatically. This stability helped keep the overall inflation rate from rising sharply. Additionally, food prices were generally stable during this period, which also contributed to the moderate COLA calculation.

Healthcare costs, which represent a significant portion of the CPI-W for seniors, showed modest increases in 2019. While medical expenses have historically grown faster than overall inflation, the rate of increase in 2019 was relatively controlled. This included increases in health insurance premiums, prescription drug costs, and medical services, but at a pace that did not dramatically accelerate the overall COLA calculation.

Housing costs, another major component of the CPI-W, also showed moderate growth in 2019. Rent and home prices were rising in many parts of the country, but this growth was not dramatic enough to significantly boost the overall inflation rate. The housing market was relatively stable compared to periods of rapid appreciation or depreciation.

The 1.7 percent COLA in 2020 was notably higher than the COLA of 1.6 percent in 2019 but lower than rates seen in prior years when inflation was higher. For comparison, 2018 saw a COLA of 2.0 percent, and 2017 saw a COLA of 2.0 percent as well. The year 2020 itself would eventually bring significant economic changes due to the COVID-19 pandemic, but the COLA was based on
