Understanding Film Rating Systems and Why They Matter

Film rating systems exist to give viewers information about the content they might watch. Different countries use different systems, but they all serve the same basic purpose: to describe what audiences might see and hear in a movie. In the United States, the Motion Picture Association (MPA) runs the rating system that most people know. This system includes ratings like G, PG, PG-13, R, and NC-17. Each rating communicates something specific about language, violence, sexual content, and other elements in a film.

The rating a film receives can affect where and how it gets shown. Theaters may have policies about which ages can watch certain ratings without an adult present. Some streaming services use these ratings to control what content appears in different user accounts. Parents and guardians often use ratings to make choices about what their children watch. Understanding how these systems work helps filmmakers, distributors, and audiences communicate clearly about content.

The MPA's system has been in place since 1968 and has evolved over time. The ratings reflect community standards and what content creators choose to include in their work. The system is voluntary—filmmakers can choose to submit their films for rating or release them unrated. However, most films go through the rating process because theaters typically only show rated films, and ratings affect marketing and distribution options.

Different rating systems exist around the world. The British Board of Film Classification uses U, PG, 12A, 15, and 18. Canada uses G, PG, 14A, 18A, and R. Australia uses G, PG, M, MA15+, R18+, and X18+. Each system reflects the values and regulations of its country. Understanding these variations matters if you work in film internationally or if you want to know what a film's rating means in a specific region.

Practical Takeaway: Before submitting a film for rating, research which rating system applies to your situation. If you're releasing in the United States, the MPA system is standard. International releases may require ratings from multiple organizations. Knowing the system helps you understand what information raters will consider and what the final rating might communicate to audiences.

The MPA Rating Process: What Happens Step by Step

The film submission process with the Motion Picture Association begins when a filmmaker or distributor decides to request a rating. The first step involves contacting the MPA's Classification and Rating Administration (CARA), which oversees the rating process. Filmmakers provide the film in its final or near-final form. The film can be submitted as a digital file or physical copy, depending on current procedures and technical requirements.

Once submitted, the film goes to a panel of raters. These are not film critics or industry experts—they are regular people from various backgrounds who represent the general public. The panel typically includes parents, grandparents, teachers, and other community members. Their role is to watch the film and discuss what rating it should receive based on content guidelines. The panel considers language, violence, sexual content, drug use, and any other elements that might affect different age groups.

After the screening and discussion, the panel votes on a rating. Most panels include about ten to thirteen members. A simple majority vote determines the rating. If the filmmaker disagrees with the rating given, they have options. They can accept the rating, request that the CARA explain the reasoning behind it, edit the film and resubmit it, or release the film unrated. If they request an explanation, a formal appeals process exists where they can challenge the rating decision.

The entire process typically takes about one to two weeks from submission to receiving a rating decision. The timeframe can vary depending on panel availability and whether the film needs to be edited and resubmitted. Distributors planning a theatrical or streaming release should plan for this timeline when scheduling their release date. The rating itself is valid indefinitely—films don't need to be re-rated unless significant content changes occur.

Throughout the process, the MPA maintains confidentiality about which panel members watched the film and how they individually voted. Panel members sign agreements protecting this information. This confidentiality protects the integrity of the process by preventing outside pressure on individual raters. However, the filmmaker does receive information about why their film received its rating, which can guide decisions about editing or appeals.

Practical Takeaway: Plan for one to two weeks of waiting time when you submit a film for rating. Have your film in final or near-final form before submission to avoid delays. Understand that you'll receive feedback about content that prompted the rating, which can help you decide whether to edit and resubmit or accept the rating and move forward with distribution.

Preparing Your Film for Submission

Before submitting a film for rating, several preparation steps help ensure the process runs smoothly. First, the film should be as complete as possible. This means all editing is finished, color correction is done, sound mixing is finalized, and any visual effects are complete. Submitting an incomplete film can result in delays because the raters need to see and hear everything exactly as audiences will experience it. If significant changes occur after submission, filmmakers may need to resubmit the film.

Technical specifications matter for submission. The film should meet the MPA's current technical standards for format and delivery. This typically includes specifications about video resolution, frame rate, audio channels, and file format. Checking the MPA's website or contacting CARA directly provides the most current technical requirements. Using the wrong format can cause submission delays or rejection, requiring resubmission in the correct format.

Filmmakers should also prepare a written description of their film's content. This summary helps the rating panel understand the context of what they're watching. Include information about the plot, setting, and tone. Note any particularly strong content that appears in the film—for example, if there's a scene with violence, sexual content, or language, describing it helps the panel understand the filmmaker's artistic choices. This context doesn't change the rating, but it helps raters evaluate content within its narrative context.

Consider consulting with a rating advisor before submission. The MPA offers consultation services where filmmakers can discuss specific scenes or content with people familiar with the rating system. These consultations don't guarantee a particular rating—only the panel decides that—but they provide information about how certain content might be evaluated. Some independent consultants also offer advice based on their knowledge of the rating system.

Having proper documentation is also important. Keep records of your film's final cut, submission date, and any communications with the MPA. If you need to appeal a rating or resubmit the film, these records help track the process. Some filmmakers maintain multiple versions of their film—one submitted version and additional versions with different content—which requires clear documentation to avoid confusion.

Practical Takeaway: Finalize all aspects of your film before submission. Check current technical requirements with the MPA to avoid format problems. Write a content description that gives raters context about what they'll see. Consider pre-submission consultation if you're uncertain about how specific content might be rated.

Understanding Rating Decisions and Content Categories

The MPA rating system uses five primary ratings, each describing what audiences might encounter. A G rating means General Audiences—the film contains nothing that would be inappropriate for children of any age. These films typically have no violence, no offensive language, and no sexual content. G-rated films are relatively rare in theatrical releases but common in children's animated features and family entertainment.

PG ratings mean Parental Guidance suggested. Parents may find some material inappropriate for children, but the film doesn't have content restricted to children over a certain age. PG films might include mild language, some violence that isn't graphic, or mild thematic elements. A PG film might have one or two instances of moderate language, action violence without blood, or situations that might concern some parents but not rise to the level of restricting attendance.

PG-13 indicates that parents should be strongly cautioned—some material may be inappropriate for children under thirteen. This is the most common rating for mainstream theatrical releases. PG-13 films can include moderate violence, some crude humor, minor drug references, and language that's more frequent than in PG films but not as strong as R-rated language. The PG-13 rating suggests content that's mostly acceptable for teenagers and older children but that parents might want to review for younger children.

R ratings restrict viewers under seventeen from attending without a parent or guardian present. These films contain content that's too strong for children. R-rated films might have frequent strong language, graphic violence, sexual content, drug use, or other mature themes. The R rating doesn't mean children can't watch—it
