Learn About Gas Tax Rates Across States

Understanding State Gas Tax Rates and How They Work

Gas taxes are a major source of funding for road maintenance, construction, and transportation infrastructure in every state. When you fill up at a gas station, a portion of what you pay goes directly to state and federal taxes. These taxes are built into the pump price you see displayed, so you're already paying them with each purchase. Understanding how much tax you're actually paying can help you grasp why gas prices vary so significantly from state to state.

Gas taxes consist of two main components: the federal excise tax and state excise taxes. The federal gas tax has been 18.4 cents per gallon for gasoline and 24.4 cents per gallon for diesel since 1993. This federal rate applies uniformly across all states. On top of this federal tax, each state adds its own tax rate, which is where the significant variation occurs. Some states add as little as 14 cents per gallon, while others add more than 60 cents per gallon. This means the total tax burden at the pump can range from about 32 cents per gallon in states with the lowest rates to over 80 cents per gallon in states with the highest rates.

States set their own gas tax rates through legislative decisions, and these rates can change over time. Some states have adjusted their rates to account for inflation or to fund specific transportation projects. A few states have experimented with different taxation models, such as indexing their gas tax to inflation so the rate increases automatically each year. Understanding these differences matters if you drive across state lines regularly or live near a state border, as the total cost of fuel can be substantially different just a few miles away.

Practical Takeaway: Gas taxes vary significantly by state, ranging from around 32 cents to over 80 cents per gallon when combined with federal taxes. The federal portion remains constant at 18.4 cents for gasoline, but state rates create the variation you see in pump prices.

The Lowest and Highest Gas Tax States

As of recent data, Alaska has one of the lowest state gas tax rates at approximately 14.43 cents per gallon, followed by Hawaii at 16 cents, and Wyoming at 14.8 cents per gallon. These lower rates mean residents and visitors in these states pay less total tax per gallon compared to other regions. However, it's important to note that Alaska and Hawaii have other economic factors affecting their fuel prices—Alaska's remote location and Hawaii's island status mean fuel often costs more overall despite lower taxes, due to transportation and supply chain costs.

On the opposite end of the spectrum, California leads most states with a gas tax rate of around 68.34 cents per gallon, which includes their base tax plus additional fees and sales taxes on fuel. Pennsylvania follows closely at 58.7 cents per gallon, and Washington state has a rate around 49.4 cents per gallon. These higher-tax states typically fund more extensive road maintenance programs, transit systems, and infrastructure projects through their gas tax revenues. For example, California uses its gas tax to fund various transportation initiatives and highway maintenance throughout the state.

The difference between the lowest and highest tax states is substantial. A driver filling a 15-gallon tank in Alaska might pay roughly $2.16 in state gas tax, while the same purchase in California could result in approximately $10.25 in state gas tax alone—a difference of over $8 per tank. Over a year, if someone fills up twice weekly, this difference can amount to hundreds of dollars. These variations are why people living near state borders sometimes find it economically advantageous to purchase fuel in lower-tax states, though the savings must be weighed against driving distance.

Practical Takeaway: Alaska, Hawaii, and Wyoming have the lowest state gas tax rates, while California, Pennsylvania, and Washington have the highest. The difference between lowest and highest tax states can mean several dollars in savings or costs per tank of fuel.

How States Use Gas Tax Revenue

Gas tax revenue represents one of the largest dedicated funding sources for state transportation budgets. Most states direct their gas tax collections into dedicated transportation funds that can only be used for specific purposes. These purposes typically include highway construction, road maintenance and repair, bridge infrastructure, and public transportation systems. When you pay gas tax, you're essentially paying a "user fee" based on how much you drive—the more you drive, the more tax you contribute to road upkeep.

The specific uses of gas tax revenue vary by state. Many states allocate a significant portion to maintaining existing roads and highways, patching potholes, repaving worn surfaces, and addressing safety concerns. Other states dedicate funds to new highway construction projects or expansion of road networks. Some states have established special programs funded through gas taxes, such as environmental initiatives to reduce emissions, safety improvement programs, or transit system development. For instance, some states use portions of their gas tax revenue to support public bus systems, light rail projects, or commuter rail networks in urban areas.

The funding adequacy of gas taxes has become an ongoing debate in many states. Because the federal gas tax has remained unchanged since 1993, and many state rates haven't been adjusted for inflation, some transportation advocates argue that current revenues fall short of what's needed to maintain roads in good condition. The American Society of Civil Engineers has noted that many roads across the country show signs of deferred maintenance. Some states have responded by raising their gas tax rates, sometimes significantly, to generate additional revenue for infrastructure needs. Other states have explored alternative funding mechanisms or have sought federal funding to supplement gas tax revenues.

Practical Takeaway: Gas tax revenue funds road maintenance, highway construction, bridge repairs, and sometimes public transportation. Most states direct these funds into dedicated transportation budgets that cannot be used for other government purposes.

Regional Variations and Neighboring State Comparisons

Gas tax rates vary considerably based on geographic region. The Northeast generally has higher gas tax rates than the South and Mountain West regions. For example, in the Northeast, states like Pennsylvania, New York, and Massachusetts all have gas tax rates above 40 cents per gallon. Moving to the South, states like Mississippi, Georgia, and South Carolina have rates ranging from roughly 18 to 27 cents per gallon. The Midwest shows mixed rates, with some states like Illinois and Minnesota having higher rates around 38-40 cents, while others like South Dakota and Missouri are lower at around 27-31 cents.

Neighboring state comparisons reveal some striking differences. The Texas-Oklahoma border represents an interesting case study: Texas has a gas tax rate of around 20 cents per gallon, while Oklahoma's rate is approximately 17 cents per gallon. While not a huge difference, residents near the border might notice. More dramatically, the Pennsylvania-West Virginia border shows Pennsylvania at 58.7 cents compared to West Virginia at 35.85 cents—a difference of over 22 cents per gallon. Similarly, California at 68.34 cents borders Nevada at 35.84 cents, creating a significant incentive for border-area residents to shop for fuel strategically.

These regional and border variations have practical implications for people who cross state lines for work or commerce. Long-haul truckers and delivery drivers must factor gas tax differences into their operational costs. Residents of border towns often know which state offers better fuel prices and may plan their fuel purchases accordingly. Some states with higher gas taxes have fewer stations near their borders, as cross-border fuel shopping affects local gas station revenues. Understanding these regional patterns can help you anticipate fuel costs if you're traveling or relocating to a new area.

Practical Takeaway: Gas tax rates vary significantly by region, with the Northeast generally higher and the South generally lower. Neighboring states can differ by over 20 cents per gallon, which matters if you live near or travel across state borders.

Recent Changes and State Tax Rate Adjustments

Gas tax rates have undergone numerous adjustments in recent years as states seek to balance infrastructure needs with public concerns about fuel costs. Between 2020 and 2024, approximately 30 states made changes to their gas tax rates. Some states increased their rates to fund infrastructure improvements, while others implemented temporary reductions to help residents cope with elevated fuel prices during periods of high inflation. These adjustments reflect ongoing policy debates about how to fund transportation infrastructure sustainably.

Several states have implemented indexing mechanisms that automatically adjust gas tax rates based on inflation. Georgia, for example, indexed its fuel tax to inflation starting in 2015, meaning the rate increases annually without requiring new legislation each time. This approach attempts to maintain the purchasing power of gas tax revenues without requiring politicians to regularly vote on visible tax
