Understanding Hearing Aid Costs and Discount Sources

Hearing aids represent a significant out-of-pocket cost for many seniors. The average price for a single hearing aid ranges from $1,000 to $6,000, with many people needing two devices. According to the National Institute on Deafness and Other Communication Disorders, approximately 1 in 3 people over age 65 experience hearing loss, yet only about 1 in 5 who could benefit from hearing aids actually use them—often due to cost concerns.

Multiple pathways exist for seniors to reduce hearing aid expenses. These include programs offered through Medicare, Veterans Affairs, state vocational rehabilitation services, nonprofit organizations, manufacturers, and private retailers. Each source has different requirements and coverage amounts. Understanding where these discounts originate helps seniors make informed decisions about which options may suit their circumstances.

The hearing aid marketplace has changed significantly in recent years. Over-the-counter hearing aids became available in 2022, with some models costing under $500. Traditional prescription hearing aids remain more expensive but offer custom fitting and ongoing adjustments. Seniors may find they have more options than they realize when they investigate various discount pathways.

This guide describes information about discount sources and programs that may help reduce hearing aid costs. It does not determine financial assistance amounts or process benefit requests. Seniors should contact program administrators directly to learn specific details about their individual situations.

Practical Takeaway: Create a list of your current prescriptions, income level, and military service history (if applicable) before researching discount programs. Having this information ready will help you understand which programs might align with your circumstances.

How Medicare Coverage Works for Hearing Aids

Medicare's coverage of hearing aids has evolved. Original Medicare (Parts A and B) does not cover routine hearing aid purchases or fittings, though this has been a long-standing limitation that affects millions of seniors. However, coverage rules began changing in 2023 with new provisions under the Inflation Reduction Act and subsequent policy updates that have expanded what Medicare may cover.

Some Medicare Advantage plans (Part C) now offer hearing aid benefits as part of their supplemental coverage. The amount of coverage varies significantly by plan. Some plans cover $0 toward hearing aids annually, while others cover up to $1,500 or more per ear per year. Plans differ in whether they cover devices, fitting and programming services, or both. Seniors should review their specific plan's coverage documents or contact their plan directly to understand what hearing-related services are included.

Starting in 2024, Medicare began covering hearing aids under a new OTC hearing aid category for beneficiaries with mild to moderate hearing loss. This coverage applies to FDA-approved over-the-counter devices and represents the first time Medicare has covered hearing aids. The specifics of coverage amounts and which devices qualify continue to be clarified by Medicare, and seniors should contact Medicare directly at 1-800-MEDICARE for the most current information about coverage available to them.

To explore what Medicare offers, seniors can review their plan documents or contact their plan's customer service line. Those with Original Medicare should ask about any upcoming expansions to coverage. Those with Medicare Advantage should request a summary of benefits that specifically addresses hearing aids and hearing services.

Practical Takeaway: Review your Medicare plan's Summary of Benefits and Coverage document, or call your plan directly to ask: "What hearing aid or hearing device benefits are included in my coverage?" Document the response, including any dollar limits and whether fitting services are covered.

Veterans Administration and Military-Related Programs

Veterans may have access to hearing aid services through the Department of Veterans Affairs (VA). The VA operates one of the nation's largest hearing aid programs and serves approximately 1.8 million veterans annually. VA hearing aid services are available to veterans with service-connected hearing loss, with coverage typically involving little to no out-of-pocket cost for those deemed service-connected. The VA provides not only devices but also fitting, programming, adjustments, repairs, and follow-up care.

The process for VA hearing aid services involves obtaining a referral through a VA medical center, undergoing a hearing evaluation, and receiving devices if indicated. Veterans do not need to pay for the initial evaluation. The VA uses advanced technology and regularly updates its inventory of hearing aid options. Veterans may choose from multiple devices that the VA supplies. The VA also covers replacement of devices that malfunction or are lost.

Military service members, reserve members, and National Guard members may also have hearing protection and hearing aid benefits through their service branches. TRICARE, the health insurance program for active-duty service members and their families, offers varying levels of coverage for hearing aids depending on the TRICARE plan selected. Some TRICARE plans include hearing aid benefits, while others may cover only hearing evaluations.

For those who do not meet service-connected criteria, the VA offers hearing aids on a fee basis. These services have a cost, but fees may be lower than private sector rates. Veterans may also explore TRICARE coverage if they remain eligible. Additionally, some state veterans programs provide hearing aid assistance independent of federal VA programs.

Practical Takeaway: If you served in the military, contact your regional VA Medical Center's audiology clinic to schedule a hearing evaluation. You can locate your nearest facility at va.gov. Ask specifically whether your hearing loss qualifies as service-connected or what fee-based options exist if it does not.

State and Nonprofit Assistance Programs

Many states operate programs that help seniors and individuals with disabilities obtain hearing aids at reduced cost or no cost. State vocational rehabilitation agencies, often called Departments of Vocational Rehabilitation or similar names, may provide hearing aids to individuals whose hearing loss creates an employment barrier or vocational barrier. These programs typically serve working-age adults but some states extend services to older adults. Requirements and availability vary by state.

The Hearing Loss Association of America (HLAA) maintains a directory of state-specific resources and programs. Local HLAA chapters often know about regional discount programs and can point seniors toward available options. The organization also provides information about hearing aid financial assistance programs, some of which are specific to particular states or geographic regions.

Several nonprofit organizations focus specifically on hearing aid assistance. The Miracle-Ear Foundation provides free or reduced-cost hearing aids to seniors with low incomes. Starkey Hearing Foundation runs audiologist-supported clinics across the country offering free or low-cost services. The Lions Club International, a global service organization, has a long history of supporting hearing aid access. Many local Lions Club chapters provide hearing aid assistance through donation programs or fundraising efforts.

Additionally, some hearing aid manufacturers offer patient assistance programs. These programs may provide reduced-cost or donated devices to individuals meeting income criteria. Manufacturers including Phonak, Widex, Sivantos, and others have such programs. Information about manufacturer assistance is often available through the manufacturer websites or through local hearing aid dispensers who work with these companies.

Practical Takeaway: Search for "[your state] hearing aid assistance program" or visit the Hearing Loss Association of America website (hearingloss.org) to find state-specific resources. Also contact your local Lions Club chapter to ask about hearing aid programs in your area—many people do not know their local club offers such services.

Over-the-Counter and Discounted Retail Options

The landscape of hearing aid purchasing changed significantly when the FDA approved over-the-counter (OTC) hearing aids in 2022. These devices, designed for people with mild to moderate hearing loss, can be purchased without a prescription or professional fitting. Prices for OTC hearing aids typically range from $300 to $1,500 per pair, substantially lower than traditional prescription devices. Major retailers including Costco, Best Buy, Walmart, and Amazon now sell OTC hearing aids.

OTC hearing aids work through apps that allow users to self-adjust settings, or they offer preset programs that users can modify. Some models include remote support where a company representative guides adjustment over video. While these devices do not require a prescription, many manufacturers encourage users to have a hearing test first to understand their hearing levels and confirm that OTC devices are appropriate for their degree of hearing loss.

Costco operates a hearing aid program offering both prescription and OTC devices at prices that members report are typically 20-40% lower than other retailers. Costco membership is required, with membership fees starting at $65 annually. For those who plan hearing aid purchases, the savings on devices sometimes offset the membership cost. Costco also provides fitting services, adjustments, and warranties included with purchases.
