Free Guide to Recognizing DMV Scam Messages

What DMV Scam Messages Look Like

The Department of Motor Vehicles (DMV) does not contact people through text messages, email, or social media to request personal information or payment. Yet millions of Americans receive messages claiming to be from their state DMV every year. Understanding what these fraudulent messages actually look like is your first line of defense.

Real scam messages typically contain several red flags. They often claim your license has expired, your registration is about to be suspended, or your vehicle has a violation that needs immediate attention. The messages frequently include a link or phone number and suggest that you need to take action within hours or your driving privileges will be revoked. One common example reads: "Your DMV license has expired. Click here to renew or your license will be suspended." Another variation states: "Your vehicle registration violation requires immediate payment. Respond to avoid legal consequences."

According to the Federal Trade Commission (FTC), scam text messages targeting DMV customers increased by over 60% between 2021 and 2023. The messages are designed to create panic because they touch on something many people worry about—losing their ability to drive legally.

These messages typically originate from numbers that may look somewhat official but are not actually connected to any government agency. They may use numbers with area codes matching your state or display names that seem government-related. However, the actual sender is a scammer using spoofing technology to mask their true phone number or email address.

One particularly deceptive trend involves messages that reference specific details about your vehicle, such as your license plate number or vehicle identification number (VIN). Scammers obtain this information from data breaches or purchase it from illegal databases. This personalization makes the message feel more authentic and trustworthy, even though legitimate DMV agencies would already have this information on file and would not need you to "verify" it.

Practical Takeaway: Any unsolicited message from the DMV asking you to click a link, call a number, or provide personal information is a scam. The real DMV contacts people through official mail sent to their address on file, not through text, email, or social media.

Common Types of DMV Text Scams

DMV scams come in several distinct varieties, each designed to manipulate people in different ways. Learning to recognize these patterns helps you spot scams before you fall victim to them.

The "renewal" scam is one of the most common. These messages claim your driver's license or vehicle registration needs to be renewed and direct you to a fake website or phone number. The message might say something like "Renew your registration now to avoid penalties" and include a link. When you click the link, you arrive at a website that looks almost identical to your state's real DMV site. However, when you enter your driver's license number, date of birth, or credit card information, the scammers capture all of it. The FTC reports that over 35% of DMV scam complaints involve fake renewal websites.

The "violation" or "ticket" scam claims you have outstanding traffic violations or unpaid tickets. These messages state that you must pay a fine immediately or face license suspension or arrest. They often include official-sounding language like "Court-Ordered Fine" or "Legal Notice." In reality, actual traffic citations and court fines are handled through official court systems and DMV channels, never through random text messages.

The "vehicle verification" scam asks you to confirm or verify information about your vehicle. Messages might say "Verify your vehicle information to prevent registration suspension" or "Confirm your VIN to maintain compliance." These scams collect personal details that can be used for identity theft or sold to other criminals.

The "points or suspension" scam targets people who have had driving issues in the past. These messages reference DMV points systems or license suspensions and create urgency around clearing these issues. They might offer a fake way to "clear your record" or "remove points from your license" in exchange for payment.

The "vehicle inspection" scam claims you are overdue for a vehicle inspection or emissions test. It directs you to schedule an inspection through a fake website or to pay an inspection fee. Some versions claim your vehicle has failed inspection and needs immediate repair.

The "toll violation" or "parking fine" scam targets drivers in areas with toll roads or automated parking systems. These messages claim you owe money for unpaid tolls or parking violations and must pay through a provided link.

Practical Takeaway: Each type of scam exploits a different fear—fear of legal consequences, loss of driving privileges, or financial penalties. Recognizing that you received an unsolicited message is the key distinction; legitimate DMV communications arrive through official mail channels or through secure portals on verified government websites.

How Scammers Obtain Your Information

One reason DMV scams feel so believable is that scammers often know real details about you—your name, address, phone number, or even your vehicle information. Understanding how criminals get this information can help you understand why you might have been targeted and what steps to take next.

Data breaches are a primary source. When large companies, government agencies, insurance companies, or vehicle registration databases are hacked, criminals gain access to millions of people's personal information. For example, in 2021, a major breach exposed vehicle registration data for millions of Americans, including names, addresses, driver's license numbers, and vehicle information. These breached records are then sold on the dark web or used directly by scammers to send convincing messages.

Public records are another source. Vehicle registration information, driver's license details, and vehicle ownership records are often publicly available through state DMV databases or county records offices. While this information is meant for legitimate use, scammers can search these public databases to build lists of targets.

Third-party data brokers collect and sell personal information legally. These companies gather data from public sources, previous data breaches, online activity, and other channels. Scammers purchase lists from these brokers targeting specific groups, such as people with recent vehicle registrations or in particular states.

Social engineering involves scammers tricking organizations into providing information. They might call a vehicle rental company, insurance agency, or dealership pretending to be a customer and gather details. They also monitor social media posts where people sometimes share information like new car photos or location tags.

Weak security on your own accounts puts information at risk. If your email account, social media account, or online banking password is weak or reused across multiple sites, hackers can compromise your accounts and access personal information stored there.

Previous scams create cascading problems. If you have been a victim of a scam before, your information may be on a "verified victims" list that criminals share. These lists are valuable to scammers because they identify people they have successfully deceived once.

Practical Takeaway: The fact that a message contains your real name or vehicle information does not make it legitimate. Scammers obtain this information through data breaches and public records. Do not be swayed into trusting a message simply because it includes accurate personal details.

If you click a link in a scam message, you may be taken to a fake website designed to steal information. These websites look nearly identical to real DMV sites. When you enter your driver's license number, Social Security number, date of birth, or other personal details, the scammers capture this information. They can then use it to commit identity theft, open accounts in your name, apply for credit, or sell the information to other criminals. The FTC reports that people who fall for DMV scams face an average of $800 in fraudulent charges, though some cases involve much larger amounts.

If you call a number provided in the scam message, you will reach a scammer posing as a DMV representative. They will ask you for personal information, payment information, or both. Some scammers are skilled at social engineering and may spend 30 minutes or more building your trust before requesting sensitive details. They might ask you to remain on the line while you access your bank account to "verify" funds or pay a fake fine. They may request gift cards, wire transfers, or direct bank transfers. Unlike credit card charges, wire transfers and gift card payments are nearly impossible to reverse.
