Free Guide to Low Income Housing Programs in Florida

Overview of Low-Income Housing Programs in Florida

Florida offers a range of housing programs designed to help people with lower incomes find and maintain affordable housing. These programs work through federal funding, state funding, and local partnerships. Understanding what programs exist in your area is an important first step in exploring housing options.

The programs covered in this guide include public housing, housing vouchers, rental assistance, down payment help for homebuyers, and programs for people experiencing homelessness. Each program has different rules about income limits, where you can live, and what paperwork you'll need to provide. No single program works for everyone, which is why learning about multiple options helps you understand what might work for your situation.

Florida's housing landscape has specific challenges. The state has seen rapid population growth, rising housing costs, and natural disaster impacts that affect housing availability. According to the U.S. Census Bureau, approximately 1.3 million Floridians live below the poverty line. Meanwhile, median rent in Florida increased by over 20% between 2020 and 2022, making affordable housing harder to find across the state.

These programs are managed through local housing authorities, nonprofit organizations, and government departments at the city, county, and state levels. The specific programs available to you depend on where you live in Florida—some are statewide, while others operate only in certain counties or cities.

Practical Takeaway: Write down your county and nearest city. Many housing programs have different availability and rules by location. Knowing your specific area helps you focus on programs that actually serve your neighborhood.

Public Housing and Housing Authorities in Florida

Public housing is a program where the government owns or manages apartment buildings that rent to people with low incomes. In Florida, local housing authorities run these buildings. These are real apartments in real neighborhoods—not temporary shelters. Public housing exists in most Florida counties, though the number of buildings and available units varies widely.

To live in public housing, your household income must fall below certain limits set by your local housing authority. These income limits change each year and vary by family size and county. For example, in 2024, a single person might need to earn less than $25,000 to $30,000 yearly to be considered, though this varies. Families of four might have limits around $40,000 to $50,000. Your local housing authority sets the exact numbers based on federal guidelines and local area median income.

The rent you pay in public housing is typically calculated as 30% of your household's monthly income, or the base rent for that unit, whichever is lower. This means if your income increases, your rent may increase too. Utilities are often included in the rent, which reduces your total housing costs compared to private rentals.

Finding public housing involves contacting your local housing authority to learn about their waitlist. Most housing authorities in Florida maintain waiting lists because demand exceeds available units. Some authorities have waitlists of thousands of people, with wait times ranging from one to five years or longer. A few authorities periodically close their waitlists when the waiting list becomes very long.

Major housing authorities in Florida include Miami-Dade Housing Authority, Broward Housing Authority, Hillsborough County Housing Authority, Orange County Housing Authority, and Duval County Housing Authority. Each manages thousands of units across their regions. Smaller counties have smaller housing authorities managing fewer units.

Practical Takeaway: Contact your local housing authority's office directly to ask about waitlist status, income limits for your household size, and what documents you'll need to provide. Get the phone number by searching "[Your County Name] Florida Housing Authority."

Housing Choice Vouchers (Section 8) Explained

The Housing Choice Voucher program, commonly known as Section 8, works differently than public housing. Instead of living in government-owned buildings, you receive a voucher that subsidizes your rent at a privately-owned apartment of your choice. You find your own place and the program helps pay the difference between what you can afford and the market rent.

Here's how the money works: The program calculates a payment standard based on local fair-market rents for your area. Let's say the payment standard for a two-bedroom apartment in your county is $1,200. If you find an apartment renting for $1,200 or less, the program pays the landlord directly, and you typically pay 30% of your household income toward rent (usually $0-$300 depending on your income). If you find an apartment for $1,500, you'd pay $300 and the program pays $1,200. You pay the difference yourself. The program will not cover apartments that exceed the payment standard by more than 110%.

Getting a Housing Choice Voucher involves going on a waiting list with your local housing authority, similar to public housing. Once you receive a voucher, you have about 120 days to find a landlord who accepts the voucher. This is a real challenge in some Florida markets because not all landlords participate in the program. Some landlords are unfamiliar with the program, while others have concerns about program requirements.

The Florida Housing Finance Corporation reports that approximately 40,000 Housing Choice Vouchers are in use across Florida. However, many housing authorities have closed their waitlists because demand far exceeds available vouchers. Some authorities haven't opened their waitlists in over a decade. When waitlists do open, they typically fill within weeks or days.

Requirements for the voucher program include income limits (typically very similar to public housing limits), background checks, and rental history verification. You must be a U.S. citizen or have eligible immigration status. Once you have a voucher, you must recertify your income and living situation annually.

Practical Takeaway: Ask your housing authority whether they're currently accepting new voucher applicants. If not, ask when they expect to open their waitlist. Call back occasionally—sometimes authorities reopen waitlists without major public announcement.

Rental Assistance and Emergency Programs

Rental assistance programs provide money to help pay rent directly to landlords. Unlike vouchers that provide ongoing subsidies, rental assistance typically covers a specific period—often three to twelve months. These programs exist for people facing housing instability or homelessness.

During the COVID-19 pandemic, the federal government provided substantial emergency rental assistance funding. Florida received over $1 billion in federal Emergency Rental Assistance Program funds. Local governments and nonprofits distributed this money to renters behind on payments. While some of this emergency funding has ended, rental assistance programs continue through a combination of state and federal funding.

Types of rental assistance include: emergency rental assistance for people behind on payments, transitional rental assistance to help people move out of homelessness, rapid rehousing programs that combine short-term rent assistance with case management services, and homeless prevention assistance for people at immediate risk of losing housing.

The organizations providing rental assistance vary by location. Some programs are run directly by county governments, others by cities, and many by nonprofit organizations. In Miami-Dade County, organizations like Lotus House Women's Foundation and Community Action Agency distribute assistance. In Broward County, programs are coordinated through the Broward County homeless services network. In Central Florida, organizations like Homeless Services Network of Central Florida manage programs. Each region has different programs with different rules.

To access rental assistance, you typically need to provide proof of income, proof of residence, rent payment documentation, and sometimes proof of hardship. The process is faster than housing vouchers—many programs can process applications within weeks. However, funding is limited and applications are often processed first-come, first-served. Some programs prioritize people experiencing homelessness or facing immediate eviction.

Information about current rental assistance programs in your area can be found through your local government's website, your county's homeless services coordinator, or the 211 hotline (dial 2-1-1 from any phone in Florida to speak with an information specialist).

Practical Takeaway: Call 211 and say you're looking for rental assistance. The specialist can tell you what programs currently have funding in your county and help you understand what documentation each program requires.

Down Payment Assistance and Homeownership Programs

For people interested in buying a home rather than renting, Florida offers several programs that help with down payments, closing costs, and home repair. These programs serve people with low to moderate incomes who have stable housing situations and some income, but lack savings for a down
