Learn How Washington County Housing Authority Works

What Is Washington County Housing Authority and What Does It Do

Washington County Housing Authority (WCHA) is a government agency created to help people in Washington County access affordable housing. It operates independently but follows rules set by the U.S. Department of Housing and Urban Development (HUD). The agency manages several housing programs and owns or oversees hundreds of rental properties throughout the county.

The main purpose of WCHA is to make housing more affordable for people with low to moderate incomes. This includes families, elderly people, people with disabilities, and individuals experiencing homelessness. WCHA does this by managing public housing developments, administering rental vouchers, and partnering with private landlords.

WCHA serves a specific geographic area: Washington County and certain municipalities within it. The exact service area may vary depending on the program. Some programs serve the entire county, while others focus on specific cities or regions. Understanding which WCHA program serves your location is important because different areas may have different rules and availability.

The agency employs staff members who handle applications, inspections, rent calculations, and tenant services. WCHA also maintains the physical properties it owns, performs maintenance and repairs, and enforces lease agreements. Beyond housing, WCHA may offer information about other community resources, though providing those resources is not the agency's main function.

WCHA is governed by a Board of Commissioners, which includes both appointed officials and tenant representatives. This board makes policy decisions about how the agency operates. The agency receives funding from federal, state, and local sources, which means taxpayer money supports these housing programs.

Practical Takeaway: Before contacting WCHA, confirm that you live or want to live in Washington County. Different areas may be served by different housing authorities, so verifying you are in WCHA's service area will save time when gathering information about programs.

Understanding Public Housing and How It Works

Public housing is a program where WCHA owns and manages apartment buildings and housing units. Residents who live in public housing pay rent based on a percentage of their household income, typically 30 percent. This is significantly lower than market rent in many cases. WCHA maintains these buildings and provides certain services to residents.

Public housing units come in different types: apartments in multi-family buildings, townhouses, and sometimes single-family homes. The number of bedrooms varies based on family size and needs. WCHA owns hundreds of such units throughout Washington County. These are not temporary shelters but permanent housing where families can live for as long as they meet program requirements.

Rent in public housing is calculated based on income, family size, and other factors. The standard calculation is 30 percent of your gross monthly household income. However, if your income is very low, there may be a minimum rent requirement (often $25 to $50 per month). WCHA sends residents lease agreements that explain rent amounts, tenant responsibilities, and house rules.

Living in public housing comes with responsibilities. Residents must maintain their units in good condition, follow all lease terms, and allow inspections. Units must be clean and safe, utilities must be paid (in some cases), and residents cannot make major changes without permission. Lease violations can result in warnings, fines, or eviction in serious cases.

Public housing residents have rights as well. They have the right to a safe, habitable unit; notice before eviction; an opportunity to address complaints; and fair treatment regardless of race, color, national origin, religion, sex, familial status, or disability. WCHA must provide written notice of any lease violations and give residents a chance to respond before taking action.

Practical Takeaway: If you are interested in public housing, understand that rent is based on income, not the market. Research what units are available in your area and learn about the lease requirements before reaching out to WCHA for more detailed information.

The Housing Choice Voucher Program Explained

The Housing Choice Voucher Program, often called Section 8, is different from public housing. Instead of living in buildings owned by WCHA, participants receive a voucher that helps pay rent at privately owned apartments or houses. The voucher covers a portion of rent, and the tenant pays the remaining amount. This gives people more freedom to choose where they live compared to public housing.

Here is how the voucher works in practice: WCHA gives a household a voucher stating the maximum rent the program will cover for a unit of that size in that area. This is called the "Payment Standard." If a tenant finds an apartment that rents for less than the payment standard, the difference between the payment standard and the actual rent is split between WCHA and the tenant. Tenants always pay approximately 30 percent of their income toward rent, and WCHA pays the rest directly to the landlord.

For example, if the payment standard for a two-bedroom is $1,200, and a tenant's income means they should pay $350 per month, WCHA would pay $850 to the landlord, and the tenant pays $350. If the tenant finds a unit for $1,100, WCHA still pays based on 30 percent of income ($350), but the landlord receives less total money. The difference between the payment standard and actual rent provides a financial incentive for tenants to find more affordable units.

Not all landlords accept vouchers. Landlords may have concerns about the paperwork involved or may have other preferences. However, WCHA can provide lists of landlords who have agreed to participate in the program. Finding a landlord willing to accept a voucher can be challenging in some areas, especially where rental demand is high. WCHA staff can offer guidance on how to search for participating landlords.

Voucher holders must live in units that meet health and safety standards. WCHA performs inspections to ensure the unit has working plumbing, electrical systems, heating, and no serious maintenance problems. Both the tenant and the landlord must sign a lease. If a tenant moves, they can take their voucher to a different unit, provided they find a landlord who accepts it and the unit passes inspection.

Practical Takeaway: The voucher program offers more housing choice than public housing but requires finding a participating landlord. If you are interested in the voucher program, ask WCHA for information about landlords in your area who accept vouchers and understand the inspection requirements before searching for a unit.

Income Limits, Rent Calculations, and Financial Responsibility

WCHA programs have income limits that determine who can participate. These limits are set by HUD and vary based on family size and area median income. For Washington County, income limits may look like this: a single person might have a limit around $35,000 annually, while a family of four might have a limit around $55,000. These numbers change yearly and vary by program type. WCHA publishes current income limits on its website or staff can provide this information over the phone.

Income includes wages, social security, unemployment benefits, child support, retirement income, and most other money sources. Not all income counts: some temporary assistance, education grants, and certain child support may be excluded depending on program rules. WCHA requires documentation of income, such as pay stubs, tax returns, or benefit letters. Self-employed people must provide business tax returns and profit/loss statements.

Rent calculation in both public housing and voucher programs uses the same basic formula: 30 percent of gross monthly household income becomes the rent payment. "Gross" means before taxes. If a household earns $2,000 per month, the rent would be approximately $600. However, HUD allows some deductions for elderly people, disabled people, and dependents. These deductions can lower the calculated rent.

Households must report income changes to WCHA. If income increases, rent increases. If income decreases, rent may decrease. WCHA requires annual recertification of income and household composition. This means residents must provide updated documentation each year to verify that income and family size have not changed significantly. Failure to report changes or provide required documentation can result in loss of housing assistance.

Beyond rent, tenants are responsible for utilities in most cases. In public housing, tenants typically pay for electricity, gas, water, and sewer, though some utilities may be covered by the landlord depending on the lease. In voucher housing, utilities are almost always the tenant's responsibility. Utility costs can be substantial, so budgeting for these expenses is important. Some utility companies offer assistance programs for low-income households, which WCHA staff may be able to
