How Social Security Programs Work

Social Security is a federal insurance program that has operated for over 85 years. The program works by collecting payroll taxes from workers and employers, then distributing money to people in specific situations. Understanding how these programs function can help someone determine what kinds of questions to ask at the Hilo office or what information might be relevant to their circumstances.

The main Social Security programs include retirement benefits, disability benefits, and survivor benefits. Retirement benefits go to workers who have reached a certain age and have paid into Social Security through taxes. Disability benefits may be available to workers who cannot work due to a serious medical condition that is expected to last at least 12 months. Survivor benefits go to family members of workers who have passed away, including spouses and children.

Social Security benefits are calculated based on a worker's earning history. The system looks at the 35 years in which someone earned the most money. If someone has fewer than 35 years of earnings, zeros are counted for the missing years, which lowers the benefit amount. Someone can see their earnings history by creating a my Social Security account online. This account shows the years worked and the estimated benefits a person might receive.

The age at which someone can receive full retirement benefits depends on when they were born. For people born in 1943 through 1954, the full retirement age is 66. For people born between 1955 and 1959, the age gradually increases to 66 and 8 months. For people born in 1960 or later, the full retirement age is 67. People can start receiving benefits earlier at age 62, but the amount will be reduced. People can also delay benefits past full retirement age, and the amount increases by about 8 percent for each year of delay, up to age 70.

Practical takeaway: Create a my Social Security account online to review your earnings history and see an estimate of your future benefits. This information can help you have a more focused conversation if you visit the Hilo office or contact Social Security through other methods.

Information About Retirement Benefits

Retirement benefits represent the largest Social Security program, affecting millions of people nationwide. Learning about how retirement benefits work can help someone understand their options as they plan for their future. The Hilo Social Security Office can discuss this information with people who want to understand their situation.

To be considered for Social Security retirement benefits, a worker generally needs to have worked and paid Social Security taxes for at least 10 years (40 quarters of coverage). Someone born in 1929 or later who has 30 to 39 years of coverage will receive a reduced benefit. The exact rules vary based on birth year. Once someone has 40 quarters of coverage, they are considered "insured" for retirement benefits, meaning they could receive benefits once they reach the required age.

The amount of the monthly retirement benefit depends on three main factors: how much someone earned over their working years, when they decide to start receiving benefits, and other rules about family member benefits. The Social Security Administration calculates benefits using a formula based on the highest 35 years of earnings adjusted for inflation. Someone can check their estimated benefit amount through their my Social Security account. The 2024 average retirement benefit for someone who retired at full retirement age is about $1,907 per month, though individual amounts vary widely.

Deciding when to start receiving retirement benefits is an important choice. Starting at 62 gives immediate income but results in a lower monthly amount. For example, someone born in 1960 who starts at 62 receives about 70 percent of their full retirement age benefit. Starting at age 70 means waiting longer but results in a higher monthly payment—about 124 percent of the full retirement age benefit. The "break-even" point, where delayed benefits add up to the same total as earlier benefits, typically occurs around age 80 or 81.

Married couples may have additional options. A spouse who did not work, or who worked but had lower earnings, may be able to receive a benefit based on their spouse's earnings history. This spouse benefit is typically up to 50 percent of the worker's full retirement age benefit. Children and ex-spouses in certain situations may also receive family benefits based on someone's work record. These rules are complex and vary based on individual circumstances.

Practical takeaway: Review your my Social Security account for your earnings history and benefit estimate well before you plan to retire. This gives you time to understand your options and answer questions you may have. If you find errors in your earnings record, you can report them; correcting errors early is important since benefits are calculated from this history.

Understanding Disability and Survivor Benefits

Beyond retirement, Social Security provides benefits to workers who become disabled and to family members when a worker passes away. These programs operate based on the same insurance principle as retirement benefits—workers and employers pay taxes during working years, and benefits are paid when certain events occur. The Hilo Social Security Office can provide information about how these programs work for people in those situations.

Social Security Disability Insurance (SSDI) is available to workers of any age who have a medical condition that prevents them from working. The condition must be serious enough to last at least 12 months or to result in death. To receive SSDI, someone must have worked long enough and recently enough to have paid Social Security taxes. The number of years required depends on the person's age, but young workers need relatively few years of work history. In 2023, approximately 8 million people received SSDI benefits, with an average monthly benefit of about $1,550.

The process of learning about SSDI involves understanding the Social Security Administration's definition of disability, which is strict and specific. Social Security looks at whether someone can do their past work and whether they can adjust to other work. Being unable to work due to pain or other symptoms is not enough by itself. The condition must be supported by medical evidence, and the disability determination is made by state disability examiners working with the Social Security Administration.

Survivor benefits are paid to family members of workers who have passed away. These benefits go to a widow or widower at age 60 (or age 50 if disabled), to children until age 19 (or 19 if in high school full-time), and to dependent parents age 62 or older. A widow or widower can also receive a one-time death benefit of $255. In 2023, approximately 6 million people received survivor benefits. The average family benefit for survivors of a worker who passed away at full retirement age was about $3,822 per month for the entire family.
