Understanding Emergency Food Programs in the United States

When people face food insecurity—meaning they lack reliable access to enough food for an active, healthy life—several government and nonprofit programs exist to help. This guide provides information about the main emergency food programs available across the country, how they work, and what you might learn about them.

The U.S. Department of Agriculture (USDA) reports that in 2022, approximately 10.5 million households experienced food insecurity at some point during the year. This represents about 7.9% of American households. Food insecurity affects people across all demographics—working families, seniors, people with disabilities, and others experiencing temporary hardship.

Emergency food programs fall into several categories. Some provide direct food distribution through food banks and pantries. Others issue benefits that can be used to purchase food at stores. Still others offer meal programs in schools or community settings. Many communities combine multiple programs to reach people in need.

Understanding these programs matters because they operate differently. A food bank might distribute groceries directly, while another program might provide a card you use at a store. Knowing how each program works helps you understand what information you might need and what to expect when you reach out to a program in your area.

The programs described in this guide include both USDA-funded federal initiatives and locally-based nonprofit organizations. Many communities have both available. This guide focuses on the major programs with broad reach, though many regions have additional local resources worth exploring.

Practical Takeaway: Food programs in your area may include multiple options. Learning how different programs work helps you understand which resources might serve your situation, rather than assuming all programs operate the same way.

SNAP: The Supplemental Nutrition Assistance Program

SNAP, formerly known as Food Stamps, is the nation's largest nutrition program. According to the USDA, SNAP served approximately 42 million people per month in 2023, with an average benefit of about $190 per person per month. The program is administered by state agencies and funded through a combination of federal and state resources.

SNAP provides monthly benefits loaded onto a card called an EBT card (Electronic Benefits Transfer card). People use this card like a debit card to purchase food items at authorized retailers. The program covers fruits, vegetables, grains, proteins, and dairy products. It does not cover hot or prepared foods, non-food items, or restaurant meals.

Benefit amounts vary by household size and income. In 2024, the maximum monthly benefit for a single person was $292, for a family of three was $627, and for a family of four was $839. However, actual benefits depend on household income, resources, and other factors. States may set their own income limits within federal guidelines, so limits vary geographically.

To receive SNAP, you generally provide information about your household, income, and resources to your state's SNAP office. The process involves submitting documentation and sometimes attending an interview. Processing times vary by state but typically take 30 days or less. Some states offer expedited processing that can provide benefits within seven days in certain situations.

SNAP applications can be submitted through state websites, in person at local SNAP offices, or sometimes by mail or phone. Many states partner with nonprofit organizations to help people understand the program and gather needed documents. The benefits continue monthly as long as you remain part of the program.

Practical Takeaway: SNAP is a regular monthly program, not emergency-only assistance. Learning about SNAP's specific income limits and benefit amounts in your state helps you understand what to expect if you decide to explore this program.

The Emergency Food Assistance Program (TEFAP) and Food Banks

TEFAP, also called "The Emergency Food Assistance Program," is a federal program that purchases food and distributes it to states. States then distribute food to local food banks, food pantries, and meal programs. According to recent data, TEFAP reaches millions of people annually through these local distribution points.

Food banks serve as warehouses that store and distribute food. They typically do not serve the public directly. Instead, they provide food to partner agencies like food pantries, soup kitchens, shelters, and community meal programs. A typical food bank might distribute millions of pounds of food annually across a region.

Food pantries are the local organizations where individuals and families actually receive food. These may be operated by nonprofits, religious organizations, community centers, or social service agencies. People visit a pantry, and staff or volunteers provide groceries or prepared food packages. Some pantries operate on a walk-in basis, while others require scheduling an appointment.

The food available through pantries includes fresh produce (when available), canned goods, grains, proteins, and dairy products. Food banks work to provide nutritious options, though availability depends on donations and TEFAP allocations. Some pantries focus on specific populations like seniors or families with children.

Finding a local food pantry or meal program is often the first step. Websites like FeedingAmerica.org maintain directories of food banks and pantries by location. You can also contact your local social services department, call 211 (a community helpline in most areas), or search online for "food pantry near me."

Practical Takeaway: Food pantries are typically free, require no documentation, and operate on a local, immediate basis. Knowing the location, hours, and contact information for pantries near you provides an immediate resource during food emergencies.

Programs for Children: School Meals and Summer Food Service

School meal programs serve breakfast and lunch to students, with free or reduced-price meals available to children from lower-income households. The USDA reports that about 30 million children per day participate in the National School Lunch Program, with approximately 20 million receiving free or reduced-price meals.

Students do not directly "apply" for school meals. Instead, families complete a form providing household income and size information to their child's school. Schools use this information to determine meal pricing. Schools use a simplified eligibility process, meaning a single form covers all children in a household. Approved families receive a meal benefit card or code their children use at school.

School breakfast programs operate similarly to lunch programs and are available in many schools. Breakfast typically includes items like cereal, toast, fruit, milk, and juice. This program specifically helps address food insecurity before the school day begins.

When school is not in session, the Summer Food Service Program operates at community sites, often in lower-income neighborhoods. The program provides free meals (and sometimes snacks) to children during summer break. The USDA found that summer meal programs reached about 3.8 million children daily in 2022, though demand often exceeds available sites.

Summer programs operate through schools, recreation centers, parks departments, libraries, and nonprofit organizations. Sites typically serve breakfast and lunch on weekdays. To find summer meal sites in your area, you can visit SummerMeals.org or call 1-866-3-HUNGRY. Many sites also post schedules on community bulletin boards or social media.

Practical Takeaway: School meal programs operate throughout the year for students and during summer months for community sites. Knowing where these programs operate in your area ensures children can access consistent meals during school and non-school periods.

Support for Seniors and People with Disabilities

Seniors and people with disabilities often face unique barriers to food access. They may have limited mobility, fixed incomes, or special dietary needs. Several programs specifically target these populations, though many also use SNAP or general food pantries.

The Commodity Supplemental Food Program (CSFP) specifically serves low-income seniors age 60 and older, as well as low-income pregnant women, new mothers, and children under age 6. The program provides packages of nutritious foods like canned fruits and vegetables, grains, and protein sources. Participants typically receive a package monthly.

Senior Farmers Market Nutrition Programs operate in many states, allowing seniors to receive coupons they can use at farmers markets to purchase fresh produce directly from farmers. This program combines nutrition support with access to fresh foods and community engagement.

Many food pantries operate meal delivery programs for homebound seniors and people with disabilities. These programs bring prepared meals or groceries directly to someone's home, typically once or several times per week. Some are run by nonprofits, others by local aging agencies
