Your Free Guide to Arizona Public Service Billing and Service

Understanding Arizona Public Service Company and Your Bill

Arizona Public Service Company, commonly known as APS, is the largest electric utility in Arizona. The company serves more than 1.5 million customers across central and northern Arizona, including the Phoenix metropolitan area, Flagstaff, and surrounding communities. APS generates, transmits, and distributes electricity to residential customers, businesses, and industrial users. Understanding how APS operates and structures its services can help you make sense of your monthly bill and the charges you see.

APS operates under regulation by the Arizona Corporation Commission, which oversees rates, service standards, and customer protections. This means APS cannot simply charge whatever it wants—rates must be justified and approved through a public process. The company maintains power generation facilities, transmission lines, and local distribution networks that bring electricity to your home or business. All of these systems require maintenance, upgrades, and staffing, which factors into how APS calculates rates.

Your APS bill represents payment for the electricity you use, plus various charges related to delivering that power. APS measures your usage in kilowatt-hours, which represents the amount of electricity consumed. The bill also includes charges for maintaining the infrastructure that delivers power to your location, customer service, billing systems, and other operational costs. Different rate structures apply depending on whether you are a residential customer, small business, or large industrial user.

APS offers different service options and programs that may change how you pay for electricity. These include time-of-use rates, which charge different prices depending on when you use electricity; budget billing plans that spread costs evenly throughout the year; and options for customers with low incomes or special circumstances. Learning about these options can help you understand what choices may be available for your specific situation.

Practical Takeaway: Review your APS bill to locate the usage section, which shows kilowatt-hours consumed, and the rate section, which shows the price per kilowatt-hour. These two numbers multiplied together form the core of your bill. Looking for other line items can help you understand additional charges beyond basic usage costs.

How to Read Your APS Bill and Identify Charges

Your APS bill contains several sections, each providing different information about your account and charges. Learning to navigate your bill helps you understand what you are paying for and identify any unusual charges. Most APS bills include an account summary at the top, showing your account number, service address, and billing period. This section confirms the bill is for the correct address and time period.

The usage section of your bill shows how many kilowatt-hours you consumed during the billing period. APS reads your meter monthly, though some customers have advanced meters that allow remote reading. Your bill displays this month's usage compared to the same month last year, which can help you spot seasonal trends. Summer months typically show higher usage due to air conditioning, while winter usage varies depending on your heating method and climate zone.

The charges section breaks down individual line items that make up your total bill. Common charges include:

• Energy charge: The cost of electricity based on kilowatt-hours used, calculated by multiplying your usage by the rate per kilowatt-hour
• Demand charge: Applies to some customers, based on the highest amount of power used during a specific time window rather than total usage
• Customer charge: A fixed monthly fee for maintaining your account and connection to the grid
• Transmission and delivery charge: Covers the cost of maintaining poles, wires, and equipment that bring power to your location
• Public benefits charge: Supports energy efficiency and renewable energy programs in Arizona
• Nuclear regulatory charge: Relates to APS's nuclear generation facilities and regulatory compliance

Your bill may also show taxes and any adjustments related to rate changes or billing corrections. Some customers see credits if they participate in programs such as solar buyback arrangements or demand response initiatives. Reading through each line item helps you understand where your payment goes and whether charges match your expectations based on usage.

Practical Takeaway: Locate the graph on your bill that compares this month's usage to last year's same month. A significant increase might indicate a meter problem or change in usage habits. A significant decrease might reflect successful energy conservation efforts or a change in occupancy.

APS Rate Structures and How They Affect Your Payment

APS offers several different rate structures, and your bill's total amount depends partly on which rate schedule applies to your account. Residential customers typically use one of several available rate options, each with different pricing structures. Understanding which rate you currently use and how other rates work can help you determine whether another option might better match your usage patterns.

The standard residential rate structure is often called the "tiered" or "inclining block" rate. Under this structure, your first block of usage—perhaps the first 400 kilowatt-hours per month—costs one price per kilowatt-hour. Usage above that level costs more per kilowatt-hour. This structure encourages conservation by charging higher rates for excessive usage, though it means heavy users pay more per kilowatt-hour overall. Some customers with lower usage may find this structure advantageous.

Time-of-use rates charge different prices depending on when you use electricity. APS divides the day into periods—typically peak hours, off-peak hours, and sometimes super-off-peak hours—and charges different rates for each period. Peak hours, usually late afternoon and early evening when many customers use air conditioning, carry the highest rates. Off-peak hours, typically late night and early morning, carry lower rates. Customers whose usage can shift to off-peak times may see lower overall bills. However, those who use most electricity during peak hours might pay more under this structure.

Budget billing is an option that calculates an average monthly payment based on your typical annual usage. Rather than paying more in summer and less in winter, you pay roughly the same amount each month. At the end of the year, APS reconciles actual usage against your payments. This program helps customers manage cash flow and makes budgeting easier, though you may owe a balance if you used more than the average or receive a credit if you used less.

APS also offers rate schedules for small businesses, large commercial customers, and industrial users. These schedules often include demand charges based on peak usage rather than total kilowatt-hours, reflecting the different way businesses use electricity and the different costs to serve them.

Practical Takeaway: Review which rate schedule applies to your account by checking your bill or APS account online. Then compare your average monthly usage and timing to the terms of alternative rate schedules. Some online calculators show estimated bills under different rate options, helping you determine whether switching might reduce your annual costs.

Managing Your APS Account and Payment Options

APS provides multiple ways to manage your account, view bills, and make payments. Most customers can access their account online through the APS website, which allows you to view current and past bills, see detailed usage information, update contact information, and manage payment preferences. Creating an online account takes a few minutes and requires your account number and service address. This account typically provides more detailed usage information than your paper bill, including daily consumption graphs and comparisons to previous periods.

Payment options include online payment through the APS website or mobile app, automatic payments from a bank account or credit card, phone payment, and in-person payment at authorized payment centers. Online and automatic payments typically process immediately or within one business day. Paper checks can be mailed to APS at an address shown on your bill, though mail processing takes longer. Some customers prefer automatic payments set up for the bill's due date, which prevents missed payments and late fees.

APS offers paperless billing, where you receive notification by email instead of a paper bill mailed to your address. Paperless billing typically is free and reduces paper use. Customers who choose this option still access the full bill and all information online, and can print or save copies if needed for records.

If you experience a change in circumstances affecting your ability to pay your bill, APS has programs and arrangements that may be available. These include options for temporary payment plans, account maintenance for customers with low income, and information about energy efficiency improvements that may reduce usage. Contacting APS customer service to discuss your situation can provide information about what options might be relevant to your circumstances.

The APS website also provides tools for estimating usage and costs for different appliances and behaviors.
