Learn How to Send Money to Inmates

Understanding Inmate Commissary Accounts and How Money Transfers Work

When someone is incarcerated, they typically cannot carry cash or make purchases directly. Instead, correctional facilities operate commissary systems where inmates can spend money on approved items. An inmate commissary account functions like a prepaid account within the facility. Money sent from outside goes into this account, and the inmate can then use it to purchase items from the prison or jail store.

The commissary system serves several purposes. It allows inmates to buy personal hygiene products, snacks, clothing items, writing materials, and other approved goods. Without access to commissary funds, many inmates would go without basic necessities. According to the Prison Policy Initiative, commissary costs in some facilities can be quite high—a single bar of soap might cost two to three times what it costs in a regular store. This means having outside support through money transfers can significantly impact an inmate's quality of life and ability to maintain hygiene and basic comfort.

Different facilities operate their commissary systems differently. Some allow inmates to earn small amounts through work programs, but many earn little or nothing. Federal prisons, state prisons, county jails, and private facilities may all have different rules and procedures. The amount an inmate can keep in their account may also have limits—some facilities cap commissary balances at $300 or $500, though others allow higher amounts.

Understanding how your specific facility's system works is the first step. Each correctional facility publishes information about their commissary policies, including what items are allowed, pricing, and how to send money. This information is usually available through the facility's website or by calling their business office directly.

Practical Takeaway: Before sending money, contact the specific facility where the inmate is housed to learn their commissary rules, deposit limits, and approved vendors for money transfers.

Identifying the Correct Facility and Inmate Information

One of the most common problems when sending money to inmates is sending it to the wrong facility or using incorrect inmate information. The United States has over 8,000 correctional facilities, including federal prisons, state prisons, county jails, and private facilities. An inmate may be transferred between facilities, and using outdated location information means your money may be lost or delayed significantly.

To find the correct facility, you can use several resources. The Federal Bureau of Prisons maintains an inmate locator tool at bop.gov where you can search for anyone in federal custody. Most states operate similar databases for state prison inmates. For county jails, the county sheriff's website typically provides inmate search functions. When you locate the inmate, the search results will provide the facility name, address, and usually an inmate number—all essential for sending money correctly.

Inmate numbers are critical. Each facility assigns a unique number to every inmate in their system. When sending money, you must include both the inmate's full legal name and their inmate number. Using only a name without a number can result in the funds being deposited to the wrong person, especially in larger facilities where multiple people may share similar names. Some facilities receive hundreds of money transfers daily, so accuracy is essential for proper processing.

It's also important to verify the inmate's current location before sending money. Inmates are frequently transferred between facilities—sometimes with little notice to family members. If you send money to a facility where the person is no longer housed, the facility may return it, or it may sit in limbo while being transferred. Checking the inmate locator tool within a few days of sending money helps confirm the funds went to the right place.

Practical Takeaway: Always verify the inmate's current facility location and inmate number through official inmate search databases before sending any money, as these details change frequently.

Methods for Sending Money to Inmates

Several legitimate methods exist for sending money to inmates, and the options vary depending on the facility. The most common methods include money transfer services, postal mail, phone transfers, and online platforms. Each method has different processing times, fees, and procedures.

Money transfer services like Western Union and MoneyGram have established partnerships with many correctional facilities. These services allow you to send money through their locations (available at grocery stores, pharmacies, and dedicated storefronts) or online. The inmate can then pick up the funds or have them deposited into their commissary account. Processing times typically range from same-day to 2-3 business days depending on the service and facility. Fees for these services vary but commonly range from $5 to $15 per transaction.

Direct facility deposits represent another option. Many facilities accept money orders or checks sent through postal mail directly to their business office. You would mail the funds with the inmate's name and number to the facility's address. This method is free but slower—typically taking 1-3 weeks for processing. The facility will verify the deposit and credit the inmate's account. Some facilities also accept deposits made over the phone using a credit or debit card, though this method often carries higher fees.

Online money transfer platforms have grown significantly. Companies like GTL (Global Tel Link), Securus, and JPay operate dedicated systems for certain facilities. These platforms allow you to create an account, add the inmate's information, and transfer funds electronically. Processing times vary from instant to several business days. Some platforms charge fees per transaction, while others operate on a subscription model. The platform available depends on which facility houses the inmate.

Several considerations apply when choosing a method. First, verify which methods your specific facility accepts—not all facilities accept all options. Second, compare fees across services. For regular transfers, even small per-transaction fees add up. Third, consider processing speed if the inmate needs funds quickly. Finally, some methods may offer slightly better exchange rates or lower fees if you enroll in loyalty programs.

Practical Takeaway: Contact the facility's business office to learn which money transfer methods they accept, then compare fees and processing times to choose the most cost-effective option for your situation.

Understanding Fees, Limits, and What Money Can Be Used For

When sending money to inmates, multiple types of fees can apply, and understanding them helps you manage costs. Transfer fees charged by the money transfer service represent the most obvious cost. These typically range from $3 to $15 per transaction depending on the method and company. Over a year, if someone sends $50 weekly, fees could total $250 or more—a significant amount for many families.

Some facilities charge their own processing fees when accepting deposits, often called "receiving fees" or "inmate account fees." These might be 2-5% of the amount transferred. A few facilities don't charge fees, but this is less common. Some vendors negotiate lower fees for high-volume users. Understanding the complete fee structure—including both the transfer service fee and any facility fee—helps you calculate the true cost of transfers.

Most facilities impose limits on how much money an inmate can maintain in their commissary account at any given time. These limits vary widely—common ranges are $300 to $500 for general inmates, though maximum limits sometimes reach $1,000 or higher. There may also be limits on how much can be deposited in a single transaction or per day. These limits exist partly to prevent infractions (inmates trading or selling commissary items) and partly to reduce the risk of theft or loss.

Inmates can typically use commissary funds only for approved purchases from the facility's commissary store. Approved items usually include hygiene products (soap, toothpaste, deodorant), snacks and beverages, writing materials, clothing items, and sometimes electronics like radios or MP3 players loaded with approved content. Prohibited uses include paying fines, restitution, or court fees directly from commissary—those payments are typically handled through separate accounts. Additionally, inmates cannot use commissary funds to pay other inmates or for any unofficial transactions.

It's important to understand that sending money to an inmate does not guarantee payment of fines, restitution, or bail. That money goes solely into the commissary account for approved purchases. Separate arrangements must be made for legal fees, bail, fines, or restitution through court systems and official payment methods.

Practical Takeaway: Before sending money regularly, calculate the total fees you'll pay annually, understand your facility's deposit and balance limits, and confirm that commissary money cannot be used for legal fees or restitution.
