Learn How to Report Your Lost or Stolen EBT Card

Understanding Your EBT Card and Why Loss or Theft Happens

An Electronic Benefits Transfer (EBT) card works like a debit card for accessing nutrition assistance benefits. The card contains a magnetic stripe and chip that connect to your state's benefits database. When you swipe or insert your card at a store, the transaction verifies your available funds and processes the purchase. According to the U.S. Department of Agriculture, approximately 42 million people use SNAP benefits monthly, and with that many cards in circulation, losses and thefts occur regularly.

EBT cards can disappear in several common ways. Many people misplace their cards at home, in vehicles, or at stores. Other cards get stolen from wallets, purses, or bags, especially in crowded locations. Some people discover their cards have been used fraudulently without ever losing the physical card—this happens when someone gains access to the card number or PIN. Weather can also damage cards, making them unreadable at checkout registers. The important thing to understand is that regardless of how your card went missing, the same reporting process applies in most situations.

Each state manages its own EBT program, though they follow federal guidelines. This means your reporting process may differ slightly depending on where you live. Some states have streamlined phone systems, while others use online portals or in-person locations. The good news is that most states can stop your card within minutes of your report, which limits unauthorized use of your benefits. Knowing the specific procedures for your state helps you act efficiently if this situation occurs.

Practical Takeaway: Before you need it, find your state's EBT customer service number on your benefits card or your state's SNAP website and save it in your phone. This preparation means you can report a lost or stolen card within minutes rather than searching for contact information when stressed.

Steps to Report Your Lost or Stolen EBT Card

The first action after discovering your card is missing should be to contact your state's EBT customer service line. This number appears on the back of your EBT card, in your welcome materials when you first received benefits, or on your state's official SNAP website. When you call, have your name, date of birth, and case number ready if possible. The customer service representative will verify your identity and then deactivate your card to prevent further unauthorized transactions.

Most states can deactivate your card within minutes of your call. This means any remaining balance on your card becomes inaccessible to anyone who might have it. According to state program data, the average time to deactivate a card is under five minutes. Once deactivated, the card will no longer work at any store or ATM, even if someone else is trying to use it. This protection exists specifically to safeguard your benefits from theft or misuse.

After calling to report your card, the customer service representative will typically explain what happens next. Most states will mail you a replacement card within 7 to 14 business days. Some states offer expedited replacement if you explain an urgent situation. During the waiting period for your replacement card, you may still be able to access your remaining balance through alternative methods. Some states provide a temporary PIN that allows you to use your benefits at certain retailers or through phone orders, though this varies by state.

Documentation matters when reporting your card. While you may not need to submit a formal written report for most lost cards, keeping a record of when you called and who you spoke with can be useful. Write down the date, time, the representative's name if provided, and the confirmation number they give you. If fraud occurred on your account, this documentation becomes more important for any investigation or dispute resolution.

Practical Takeaway: When you call to report your card lost or stolen, ask the representative three specific questions: (1) When will my card be deactivated? (2) When will I receive my replacement card? (3) Can I access my benefits while I wait? Writing down their answers gives you a clear reference for what comes next.

What to Do If Fraud Occurred on Your Account

If your card was used without your permission, you have additional reporting steps beyond simply deactivating the card. Fraudulent use means someone made unauthorized purchases with your benefits. This is different from a card you lost but no one used—fraud involves actual misuse of your account. The federal Food and Nutrition Service reports that fraud represents less than 1% of all SNAP benefits, but when it happens to you, it feels significant because those are your family's food resources.

After deactivating your card, ask the customer service representative to file a fraud report on your account. They will document the unauthorized transactions and begin an investigation. You should provide details about which transactions you did not authorize, including the dates, amounts, and store locations if you know them. Your EBT statement will show these transactions, so having your most recent statement available when you call helps you report specific incidents. Many states allow you to view your transaction history online or by phone to identify suspicious activity.

The fraud investigation process typically takes several weeks. Your state's program will review the flagged transactions and determine whether they were genuinely unauthorized. If fraud is confirmed, your benefits should be restored to your account. The exact timeline varies by state, but most states aim to complete fraud investigations within 30 to 60 days. During this investigation period, you may receive a temporary benefit credit to your account to cover the fraudulent amount, though this depends on your state's specific policies.

In rare cases where large amounts were fraudulently used, you might consider filing a police report. This creates an official record separate from your state's investigation. While police investigations don't directly return your benefits, they document criminal activity and may prevent future fraud. Some states cooperate with law enforcement on SNAP fraud cases, particularly when the amounts are substantial. Having both a state investigation and police report provides multiple levels of documentation.

Practical Takeaway: If you suspect fraudulent use, request a full transaction history from your account. Go through each transaction and mark which ones you did not authorize. When you report the fraud, you can reference these specific amounts and dates, which strengthens the investigation and speeds up the restoration of your benefits.

Finding Your State's EBT Contact Information

Each state operates its SNAP program through a different agency, and contact methods vary significantly. Some states use toll-free numbers, while others prefer online portals or text-based reporting. Finding the correct contact method for your specific state is the first step in reporting your card. The most reliable way to find your state's contact information is through the official FRAC (Food Research & Action Center) website, which maintains links to every state's program, or through your state's SNAP website directly.

Your EBT card itself contains contact information on the back. Most cards print a customer service number specific to your state. If you no longer have your card, you can visit your state's SNAP website by searching "[Your State] SNAP customer service" in any search engine. For example, searching "California SNAP customer service" will direct you to California's official program page. Government websites typically end in .gov, which helps you identify official resources versus third-party sites.

Some states offer multiple reporting methods. For instance, you might be able to report by phone, online, through text message, or in person at a local office. The phone method typically gets the fastest resolution because the representative can deactivate your card while you're on the call. Online reporting may take longer to process because it requires manual review. However, online reporting creates a dated record automatically, which can be useful for documentation purposes.

If you have difficulty finding your state's information, you can contact the national USDA Food and Nutrition Service. They maintain a national directory and can direct you to your state's specific resources. The national line can provide basic information but cannot process your individual report—you still need to contact your state directly. Having backup contact options ensures you can report your card missing regardless of which method is most convenient for you.

Practical Takeaway: Visit your state's official SNAP website today and bookmark it. Screenshot the customer service phone number and save it in your phone contacts. Also write it on a piece of paper and keep it somewhere safe separate from your wallet. This preparation means you won't waste time searching for contact information if you need to report your card.
