Learn How The Housing Authority Works

What Is a Housing Authority and What Do They Do

A Housing Authority is a government agency that manages affordable housing programs in cities and counties across the United States. These organizations work with federal money to provide housing options for people with lower incomes. The U.S. Department of Housing and Urban Development (HUD) oversees these agencies, but Housing Authorities operate independently in their local communities.

Housing Authorities serve a specific purpose: they own and manage public housing properties and administer voucher programs that help people rent private apartments. As of 2023, Housing Authorities serve over 4 million people living in public housing or using rental vouchers. The largest Housing Authority in the United States is the New York City Housing Authority (NYCHA), which manages over 170,000 apartments. Other major Housing Authorities include those in Los Angeles, Chicago, and Philadelphia.

The day-to-day work of a Housing Authority includes collecting rent, maintaining buildings, processing paperwork, and determining who can use their programs. Staff members inspect apartments for safety and quality, handle maintenance requests, and manage waiting lists. Most Housing Authorities employ hundreds of people, from maintenance workers to administrators. They answer to a Board of Commissioners, which sets policies and makes decisions about how the agency operates.

Housing Authorities get their funding from several sources. The federal government provides the majority of money through HUD. Local governments sometimes add funding. Housing Authorities also collect rent from residents. This money must be used to keep buildings in good condition, pay staff, and cover operating costs. Unlike private landlords, Housing Authorities cannot keep profits—all money goes back into the program.

Practical takeaway: Understanding that Housing Authorities are local government agencies, not private companies, helps explain why they follow strict federal rules and may move slowly. Each city or county has its own Housing Authority with different properties, programs, and waiting lists. If you want information about housing programs in your area, you need to contact your local Housing Authority specifically.

How Public Housing Works

Public housing refers to apartments that a Housing Authority owns and operates directly. These properties are built, maintained, and managed by the Housing Authority staff. Residents pay rent based on what they earn rather than the typical market rate. The amount of rent is usually 30 percent of a household's monthly income, though the exact percentage varies by Housing Authority and program type.

The process for public housing involves several steps. First, a person requests information from their local Housing Authority about available public housing. The Housing Authority maintains a waiting list because demand for public housing far exceeds availability. In many major cities, the waiting list is closed, meaning new people cannot be added. In other areas, waiting times range from several months to several years. For example, the Baltimore Housing Authority has over 20,000 people on its waiting list for apartments.

Once on the waiting list, a person's application moves through a priority system. Some Housing Authorities give priority to people experiencing homelessness, people with disabilities, or families with very low incomes. Other Housing Authorities use a first-come, first-served approach. When a unit becomes available, the Housing Authority contacts the next person on the list. They request documents like proof of income, identification, and references. A Housing Authority staff member may visit the person's current home to verify living conditions.

Public housing comes with rules that residents must follow. Leases typically require that residents report increases in income, maintain the apartment in good condition, and not engage in criminal activity. The Housing Authority can evict residents who violate lease terms. This is different from private rental housing, where the landlord-tenant relationship is based purely on market rent. Public housing rules exist because the Housing Authority is spending public money and must ensure programs serve people who truly need assistance.

Public housing units vary widely in condition. Some properties are well-maintained with recent renovations, while others face maintenance challenges due to aging buildings and limited budgets. The Freddie Mac Foundation reported that public housing stock is aging, with 67 percent of public housing units built before 1980. Many Housing Authorities struggle to keep up with repairs, and residents sometimes experience ongoing maintenance issues. However, Housing Authorities must inspect units regularly and address health and safety concerns.

Practical takeaway: Public housing is a direct relationship between a Housing Authority and a resident, where rent is based on income. This differs from private apartments where landlords set market prices. Getting into public housing typically involves joining a waiting list, which can take years in competitive areas. Understanding your local Housing Authority's waiting list policies and priorities helps set realistic expectations about timing.

Understanding Housing Vouchers and Rental Assistance Programs

A Housing Voucher, formally called a Section 8 voucher, is a document that allows a person to rent a private apartment while the Housing Authority pays part of the rent directly to the landlord. This is different from public housing because the resident chooses the apartment, and private landlords own the buildings. The Housing Authority covers the difference between what the resident can afford and the actual rent. Vouchers serve approximately 2.2 million people nationally, making them a significant part of affordable housing.

The voucher system works through a straightforward formula. A resident typically pays 30 percent of their income toward rent, and the Housing Authority pays the remainder up to a maximum amount called the payment standard. Payment standards vary by location based on average market rents in that area. For example, a one-bedroom apartment in San Francisco has a higher payment standard than a one-bedroom in rural Iowa. The resident then searches for a private apartment that accepts vouchers and that the landlord will rent at a price within the payment standard.

Getting a voucher starts with contacting the local Housing Authority and requesting to join the waiting list. Like public housing, voucher waiting lists are often very long or closed. Some Housing Authorities have waiting lists with over 30,000 names. When a voucher becomes available, the Housing Authority contacts the next person on the list. The person must then complete paperwork and attend an orientation about how vouchers work. This process typically takes several weeks.

Once someone receives a voucher, they have a set period—usually 60 to 120 days—to find an apartment. The apartment must meet Housing Authority standards for safety and quality, which means it undergoes an inspection. Not all landlords accept vouchers, and some charge higher prices for voucher-holding tenants, which limits choice. The resident, landlord, and Housing Authority must all sign the lease. The voucher remains active as long as the resident continues meeting program requirements and pays their portion of rent on time.

Other rental assistance programs work similarly to vouchers but may have different rules. Project-based vouchers are tied to specific apartment buildings rather than to residents, so the benefit stays with the apartment, not the person. Some Housing Authorities administer Emergency Rental Assistance Programs, which may provide one-time payments for back rent or deposits. The Emergency Rental Assistance Program distributed billions of dollars during the COVID-19 pandemic to help people avoid eviction.

Practical takeaway: Housing Vouchers give residents more freedom to choose where to live compared to public housing, but they still involve Housing Authority involvement and inspection requirements. Understand that landlord participation varies—not every apartment owner accepts vouchers. If your local Housing Authority offers vouchers, joining the waiting list and learning about payment standards in your area provides concrete information about what housing options might cost and where you might search.

The Housing Authority Application and Waiting List Process

Contacting your local Housing Authority is the starting point for learning about programs. Housing Authorities maintain websites, phone numbers, and sometimes physical offices where people can get information. Finding your Housing Authority requires knowing which city or county you live in, as each area has its own separate agency. For example, someone in Memphis, Tennessee, contacts the Memphis Housing Authority, while someone in a nearby suburb contacts a different Housing Authority. The HUD website contains a directory linking to every Housing Authority in the country.

When you contact a Housing Authority, staff members can provide information about their specific programs, current waiting list status, and what documents you might need. Many Housing Authorities offer this information by phone or through their websites without requiring an in-person visit. Some Housing Authorities have online portals where you can view waiting list information and download documents. This informational phase costs nothing and involves no commitment—you are simply gathering facts about available programs.

If you decide to request to be placed on a waiting list, you will typically complete an application form. The form asks for basic information like name, address, income, family size, and contact information. Housing Authorities require proof of identity, such as a driver's license or passport. They ask for income documentation like tax returns, pay stubs, or
