Learn How SSI Payments and Recipients Work

What Supplemental Security Income (SSI) Is and Who Receives It

Supplemental Security Income, known as SSI, is a federal cash payment program run by the Social Security Administration. SSI provides monthly payments to people who have very limited income and resources. Unlike Social Security retirement benefits, which people earn through work history, SSI is needs-based. This means the program looks at how much money a person has and earns, not their work record.

The program serves three main groups of people. First, it helps adults age 65 and older with limited income. Second, it serves working-age adults (18 to 64) with disabilities that prevent them from working. Third, it provides payments to children under 18 who have disabilities or blindness. As of 2024, approximately 7.3 million people receive SSI payments each month.

SSI payments are different from other Social Security programs. Regular Social Security retirement benefits depend on how much a person paid into the system through payroll taxes during their working years. SSI, by contrast, does not require any work history. Instead, it focuses on financial need. A person might receive both SSI and Social Security retirement benefits at the same time, though the total amount is typically reduced.

The federal government sets a base payment amount each year, called the Federal Benefit Rate (FBR). In 2024, the monthly FBR is $943 for an individual and $1,415 for a couple. However, many states add extra money on top of the federal payment, so the actual amount varies by location. Some states provide no additional funds, while others add $50 to $100 or more per month.

SSI operates under strict rules about income and resources. The program counts most money coming in as income, including wages, unemployment benefits, and food assistance. Resources—things a person owns like cash, bank accounts, and property—have limits too. For SSI, a person can have no more than $2,000 in countable resources as an individual, or $3,000 as a couple (these limits have stayed the same since 1989).

Practical Takeaway: Understanding SSI basics helps people recognize whether the program might apply to their situation. SSI is specifically for people with very low income and limited resources—not for everyone who receives Social Security benefits. Knowing the difference between SSI and other Social Security programs prevents confusion about what type of assistance might be available.

Income Rules and How SSI Counts What You Earn

SSI has detailed rules about what counts as income and how much income a person can have while still receiving payments. Income includes money from work, but it also includes many other sources. Understanding these rules matters because too much income can reduce or stop SSI payments. The Social Security Administration reviews income regularly to determine payment amounts.

Earned income comes from work—wages, self-employment income, and tips all count. However, SSI includes a special rule called the Student Earned Income Exclusion that allows students under 22 to exclude up to $2,110 per month in work income (as of 2024). There is also a general earned income exclusion of $65 per month plus one-half of remaining earnings. This means a working person can earn some money without losing all their SSI payment. For example, if someone earns $1,000 per month, SSI excludes the first $65 plus half of the remaining $935 (which equals $467.50). So $532.50 of their earnings would count against SSI.

Unearned income includes money that does not come from work. This covers Social Security benefits, pensions, unemployment benefits, child support, gifts of money, and rental income. Unearned income has only a $20 monthly exclusion, meaning nearly all of it reduces SSI payments dollar-for-dollar. If a person receives $500 in monthly Social Security retirement benefits, only $20 is excluded, so $480 counts as income and reduces their SSI payment by that amount.

In-kind support and maintenance (ISM) is a special category that includes food and shelter provided by others. If someone's family gives them food or lets them live rent-free, SSI treats this as a form of income. The rules around ISM are complex. Generally, SSI counts the value of the food or shelter (up to a maximum amount) as income. If parents provide housing and food to an adult child who receives SSI, this reduces the SSI payment. However, certain living arrangements, like receiving meals in an institution or food from food banks, may not count the same way.

Some income sources are excluded completely and do not affect SSI at all. These include Supplemental Nutrition Assistance Program (SNAP) benefits, housing assistance vouchers, energy assistance benefits, home-delivered meals, and certain scholarships or educational grants used for school expenses. Additionally, the first $2,000 of a person's work incentive plan (PASS) does not count. PASS is a special program that allows people to set aside income and resources for work-related goals.

SSI also has rules about irregular income and lump-sum payments. If someone receives a large, one-time payment like an inheritance, tax refund, or legal settlement, SSI counts it as a resource rather than income. This affects the $2,000 resource limit. If the lump sum pushes someone over the resource limit, SSI payments stop until the person spends the money down below the limit.

Practical Takeaway: People receiving or considering SSI should track all income sources carefully. Earned income from work receives better treatment than unearned income, and certain types of income are excluded entirely. Keeping records of what counts and what does not helps prevent overpayments and unexpected benefit reductions. Working with the Social Security Administration to understand personal income situations can clarify how much income is safe to earn.

Resource Limits and What SSI Counts as Assets

SSI has strict rules about how much money and property a person can own. These are called resource limits, and they are very different from income limits. While income is money coming in each month, resources are things a person already owns. Understanding resources matters because having too many resources makes someone ineligible for SSI, even if they have no income at all.

The current resource limits are $2,000 for an individual and $3,000 for a couple (as of 2024). These limits have not increased since 1989. Resources include cash on hand, money in bank accounts (checking and savings), stocks, bonds, and vehicles. However, not everything a person owns counts as a resource. The first vehicle a person owns, used for transportation, does not count. A home that someone lives in also does not count as a resource—only the home itself, not money spent to improve it or the land it sits on. Personal items like clothing, household goods, and jewelry worn for adornment are excluded.

Life insurance policies have special rules. If the total face value (the amount paid out when someone dies) is $1,500 or less per policy, it does not count as a resource. If it is more than $1,500, the cash surrender value—the amount the insurance company would pay if the policy were canceled—counts as a resource. Burial plots and funds set aside specifically for burial (up to $1,500 per person) are excluded. Similarly, someone can set aside up to $1,500 in burial space and up to $1,500 in a burial fund without it counting.

Gifts of money create a particular situation. When someone receives a gift, it counts as a resource immediately. If someone gives an SSI recipient a $500 gift, that $500 becomes part of their countable resources. If the person is already near the $2,000 limit, this gift could push them over and cause SSI to stop. People receiving SSI need to be careful about accepting large gifts, or they need to spend the money quickly to stay under the limit.

Plan to Achieve Self-Support (PASS) is a work incentive that allows people to set aside income and resources for a specific work goal. Money in a PASS does not count toward the resource limit. For example, someone might use PASS to save money for job training or to buy equipment needed for self-employment. The money must be earmarked for the specific goal and tracked carefully. PASS requires a written plan and Social Security's approval. When set up correctly, PASS allows people to build savings for work-related purposes without losing SSI.

Vehicles have special treatment. One vehicle, regardless of value, is completely excluded if it is used for
