Learn How Social Security and SSI Differ

Understanding Social Security and SSI: Two Different Programs

Social Security and Supplemental Security Income (SSI) are two separate federal programs that sometimes confuse people because both are run by the Social Security Administration (SSA). However, they work very differently and serve different populations. Social Security is an insurance program that people pay into through payroll taxes during their working years. SSI is a needs-based program that provides cash to people with limited income and resources. Understanding how these programs differ helps you grasp how the social safety net works and may inform conversations with SSA representatives about what programs might be relevant to your situation.

Many people assume that everyone receives the same type of benefit from SSA, but that is not accurate. A person might receive Social Security based on their own work history, or they might receive SSI because they have limited income, or in some cases, they might receive both programs at the same time. The rules for each program—including how much money people receive, what counts as income, and what assets are allowed—differ substantially. Learning these distinctions can help you understand your own situation or that of someone you know who receives benefits.

This guide walks through the key differences between Social Security and SSI across several important areas. By reading about how these programs operate, you will have a clearer picture of the American benefits landscape and how these two major programs function independently from one another.

Practical Takeaway: Remember that Social Security and SSI are not the same program. Social Security is earned through work; SSI is needs-based. Knowing which program applies to you or someone else requires understanding the program rules, not just hearing the program names.

How Social Security Works: An Earned Benefit Program

Social Security operates as a social insurance program, which means it functions similarly to insurance that workers pay for during their careers. When people work, they and their employers contribute a portion of wages to Social Security through the Federal Insurance Contributions Act (FICA) tax. As of 2024, workers pay 6.2 percent of their earnings, and employers match that amount. Self-employed individuals pay the full 12.4 percent themselves. These contributions build up as "credits" in a person's Social Security account over time.

To receive Social Security retirement benefits, a person generally must have earned at least 40 credits during their lifetime. One credit is earned for each $1,730 of wages or self-employment income in 2024 (the credit amount changes yearly). Since a person can earn up to four credits per year, most people who work full-time for at least 10 years will have enough credits to receive benefits when they retire. This is why Social Security is often called an "earned" benefit—people must have worked and paid into the system to receive it.

Social Security provides benefits to three main groups: retired workers, disabled workers (through Social Security Disability Insurance, or SSDI), and family members of workers who have retired, died, or become disabled. As of 2024, approximately 67 million people received Social Security benefits. The average monthly benefit for a retired worker was around $1,907, though the actual amount depends on a person's work history and the age at which they claim benefits. Someone who waits until age 70 to claim will receive a higher monthly payment than someone who claims at age 62, because the program assumes a longer benefit period.

The amount of Social Security someone receives is based on their earnings record. The Social Security Administration calculates benefits using the 35 highest-earning years of a person's work history. This means that someone who worked consistently at higher wages will receive more per month than someone with lower lifetime earnings. It also means that years with no earnings or low earnings reduce the average, which is why breaks in employment can lower benefits.

Practical Takeaway: Social Security is built on a simple concept: you work and pay in, and later you receive benefits based on what you paid and how long you worked. Your benefits amount depends on your earnings record and when you claim, not on your current financial need.

How SSI Works: A Needs-Based Program for Limited Resources

Supplemental Security Income takes a very different approach from Social Security. SSI is a needs-based program, meaning it is designed to help people who have very limited income and very few resources. Instead of basing benefits on a work history, SSI bases them on financial need. The program serves three main groups: elderly people (age 65 and older), blind individuals, and disabled individuals under age 65. As of 2024, approximately 7.5 million people received SSI benefits.

To receive SSI, a person must have countable resources below a certain limit. In 2024, that limit is $2,000 for an individual and $3,000 for a couple. "Countable resources" includes cash, savings, stocks, and certain other assets. However, some resources do not count, such as a primary home (regardless of value), one car, household goods, and certain personal items. This is very different from Social Security, where resources are never checked—someone could have a million dollars in savings and still receive their full Social Security benefit.

SSI also limits how much monthly income a person can have and still receive the full benefit. In 2024, the federal SSI benefit amount is $943 per month for an individual and $1,415 for a couple. However, this is not the amount everyone receives—it is the maximum federal amount. When someone has other income (such as wages, Social Security benefits, or family support), their SSI benefit is reduced. For every dollar of unearned income (like interest or gifts), SSI reduces the benefit by a dollar. For earned income from work, the first $65 per month plus half of remaining earnings do not count against the benefit.

SSI is funded through general federal tax revenue, not through payroll taxes like Social Security. This means SSI is supported by current taxpayers' income taxes, not by a dedicated insurance fund built from workers' contributions. SSI is a relatively recent program, created in 1972, whereas Social Security was established in 1935. Because SSI is needs-based, it serves as a safety net for people who may never have worked or who did not work long enough to qualify for Social Security.

Practical Takeaway: SSI is about financial need, not work history. To receive SSI, you must have very limited income and resources. Your benefit amount depends on how much other income and resources you have, and the program will reduce your benefit if your circumstances improve financially.

Income and Resource Limits: How the Programs Count Money Differently

One of the most significant differences between Social Security and SSI involves how each program treats income and resources. Social Security has no limits on income or resources. Someone receiving Social Security retirement or disability benefits can earn as much money as they want, own property worth millions of dollars, have savings accounts with six figures, and still receive their full Social Security benefit. The only exception is the "earnings test," which applies to people under age 67 who claim retirement benefits early. In 2024, if someone under full retirement age earns more than $23,400 per year, their benefit is reduced by $1 for every $2 over the limit. However, once someone reaches full retirement age, there is no earnings reduction at all, regardless of income.

SSI, by contrast, is very sensitive to both income and resources. As mentioned, the resource limit is $2,000 for individuals ($3,000 for couples in 2024). When someone's resources exceed this limit, they become ineligible for SSI benefits entirely. Additionally, SSI counts most types of income. Earned income from work, unearned income like interest or gifts, and even in-kind support (such as someone paying your rent or buying you food) all reduce your SSI benefit. In-kind support is particularly strict under SSI rules—if someone else pays for food or shelter, SSI may reduce your benefit as a penalty.

Let's look at concrete examples to illustrate these differences. Sarah is a 72-year-old receiving Social Security retirement benefits of $2,000 per month. She inherits $500,000 and deposits it in a savings account. Her Social Security benefit does not change at all—she still receives $2,000 per month. In contrast, Marcus is a 35-year-old receiving SSI because he is disabled and has very limited income. If Marcus receives a $500 gift from a family member, that counts as income and could reduce or even eliminate his SSI benefit for that month.
