Learn How Section 8 Housing Works and What It Covers

What Section 8 Housing Is and How the Program Works

Section 8 is a federal housing program that helps low-income families, elderly people, and people with disabilities pay rent. The program gets its name from Section 8 of the Housing Act of 1937. Instead of the government building and managing housing directly, Section 8 provides money to help people rent homes from private landlords.

The program works through a voucher system. When someone participates in Section 8, they receive a voucher that covers part of their rent. The tenant pays the remaining portion based on their income level. For example, if a rental unit costs $1,200 per month and a family's portion is $300, the Section 8 program pays the landlord $900. This structure allows people to live in regular rental homes rather than government-owned buildings.

The U.S. Department of Housing and Urban Development (HUD) runs Section 8 at the federal level, but local Public Housing Authorities (PHAs) manage the program in individual communities. There are approximately 2,000 different PHAs across the United States, each serving specific geographic areas. These local agencies handle intake, inspections, rent calculations, and ongoing support for program participants.

As of recent years, Section 8 serves roughly 2.3 million households nationwide. The program has been in operation for decades, making it one of the largest rental assistance programs in the country. However, demand far exceeds availability—many communities have waiting lists with thousands of people.

The program operates on a simple principle: housing stability improves people's ability to work, attend school, and maintain health. By reducing the amount families spend on rent, Section 8 frees up money for food, medical care, transportation, and other necessities.

Practical Takeaway: Section 8 is a rent-payment program managed locally by housing authorities. Understanding how your local PHA operates is the first step toward learning whether this program might help your housing situation.

Who Can Participate in Section 8 Housing

Section 8 has specific income limits that determine who may participate. These limits vary by location and family size because housing costs differ across the country. Income limits are typically set at 50% to 80% of the area median income (AMI). For example, in a high-cost area like San Francisco, the income limit for a family of four might be around $80,000 annually, while in a lower-cost area, it could be $35,000.

The program considers "income" broadly. This includes wages from employment, self-employment earnings, Social Security benefits, pension payments, child support, unemployment benefits, and other regular income sources. Most people must report all household income. However, certain income is excluded from calculations, such as income of children under 18 who attend school, and some education-related aid.

Family composition matters for Section 8 purposes. A "family" can include a single individual, a married couple, or any group of people (related or unrelated) who will live together. This flexibility means elderly people living alone, young adults, single parents, multi-generational families, and people with disabilities can all potentially participate.

Citizenship and immigration status requirements apply. U.S. citizens and certain immigrants may participate. Legal permanent residents (green card holders) are generally eligible. Undocumented immigrants typically cannot participate in Section 8. Mixed-status families (where some members have documentation and others don't) have complex situations that vary by PHA policies.

Background requirements exist but are not absolute barriers. PHAs review criminal history, eviction records, and payment history. Having previous evictions or criminal convictions does not automatically disqualify someone, though serious crimes or drug-related convictions may. Each PHA sets its own policies regarding background standards.

People must be homeless, at risk of homelessness, or living in substandard housing to be prioritized in many communities. However, some PHAs accept people in stable housing situations. Priority categories vary by locality and may include people experiencing homelessness, those fleeing domestic violence, people with disabilities, and families with young children.

Practical Takeaway: Check with your local PHA about specific income limits, citizenship requirements, and priority categories in your area. These rules vary significantly by location.

How to Access Section 8 Through Your Local Public Housing Authority

Finding your local PHA is the starting point. HUD maintains a directory of all 2,000 PHAs on its website. You can search by city or state to find contact information for the authority serving your area. Some states have single statewide authorities, while larger states have multiple PHAs covering different regions.

Contact methods differ by PHA. Most PHAs have websites with information about their programs, current waitlist status, and contact phone numbers. During high-demand periods, many PHAs close their waitlists to new people because demand is so high. When a waitlist closes, new people cannot join until the PHA opens it again, which might not happen for years. Before taking any steps, check whether your local PHA is currently accepting new participants.

If the waitlist is open, the next step is to learn about the intake process for your specific PHA. Most authorities require people to provide documents showing income, family composition, and immigration status. Common documents include pay stubs, tax returns, birth certificates, Social Security cards, and immigration paperwork. Requirements vary, so ask your PHA specifically which documents they need.

Many PHAs now offer online intake systems where people can submit information through a website portal. Others still require in-person visits or mail-in applications. Some conduct intake remotely by phone or video. Your local PHA will explain their specific process. The intake staff can answer questions about required documents and procedures.

Waitlist management is important to understand. When someone joins a Section 8 waitlist, they wait until a voucher becomes available. This waiting period can range from months to many years, depending on the community. Some PHAs use preference systems where certain groups (homeless people, people with disabilities, families with young children) move toward the front of the list. Others maintain straight chronological order.

After joining the waitlist, people should stay in contact with their PHA. It's important to update the PHA if contact information changes, as the authority will attempt to reach you when a voucher becomes available. If the PHA cannot locate you, they may remove you from the waitlist.

Practical Takeaway: Locate your local PHA, determine if they're accepting new people, and understand their specific intake process and waitlist policies.

What Section 8 Covers and What It Doesn't

Section 8 covers the difference between a family's required rent contribution and the actual rent amount for an approved rental unit. The family pays 30% of their adjusted gross income toward rent (or sometimes less in special circumstances). The Section 8 voucher covers the remaining rent, up to the payment standard set by the local PHA.

Payment standards are geographic limits on how much the program will pay for different unit sizes. A PHA might set the payment standard for a two-bedroom apartment at $1,300 per month. If a family finds a two-bedroom unit renting for $1,500, the PHA still only pays up to $1,300, and the family must cover the extra $200. This encourages people to find affordable units while allowing them to live in communities of their choice.

Rent is not the only housing cost. Section 8 vouchers typically cover base rent only. Utilities are handled separately. Some landlords include utilities in the rent; in those cases, the PHA deducts a standard utility allowance from the payment standard to avoid overpaying. If the tenant pays utilities separately, they pay from their own income. Renters typically pay for electricity, gas, water, and sometimes internet and phone service.

Maintenance and repairs are the landlord's responsibility, not the tenant's or Section 8's. The program requires landlords to maintain units to housing quality standards. If something breaks—a roof, heating system, or plumbing—the landlord must fix it. The Section 8 voucher does not cover maintenance costs.

Deposits, application fees, and move-in costs are the responsibility of the tenant. The Section 8 program does not pay security deposits, application fees, or first month's rent beyond what the voucher covers. Some PHAs offer security deposit assistance programs, but this is not guaranteed across all programs. Tenants
