Learn How San Francisco's Shelter System Works Today

How San Francisco's Shelter System is Organized

San Francisco's shelter system consists of several different types of facilities that work together to provide temporary housing for people experiencing homelessness. The system operates through a combination of city-run programs, nonprofit organizations, and contracted providers. Understanding this structure helps explain how shelters in San Francisco function and who runs them.

The Department of Homelessness and Supportive Housing (HSH) is the city agency responsible for overseeing most of the shelter system. HSH contracts with nonprofit organizations to operate individual shelters rather than running all facilities directly. This means that while HSH sets policies and standards, many shelters are actually run by organizations like Catholic Charities, Hospitality House, and other community-based providers. These organizations have experience working with homeless populations and managing complex residential facilities.

San Francisco operates several categories of shelter. Navigation centers are low-barrier facilities designed to serve people with complex needs, including those with pets or partners. Congregate shelters house multiple people in shared sleeping areas. Safe parking programs allow people to sleep in their vehicles in designated lots. Interim housing programs provide transitional stays while people work toward permanent solutions. Each type serves different populations and offers varying levels of services.

The city also uses hotel rooms purchased or leased specifically for shelter purposes. During the COVID-19 pandemic, San Francisco expanded shelter capacity significantly by converting hotels into temporary housing. Some of these arrangements have continued as the city maintains higher shelter capacity than it did before 2020.

Practical takeaway: San Francisco's shelter system is managed through a partnership between the city government and nonprofit organizations. The Department of Homelessness and Supportive Housing sets the direction, while community organizations handle day-to-day operations of individual shelters.

Types of Shelters Available in San Francisco

San Francisco offers different shelter options designed to meet varying needs. Navigation centers represent one category and serve as the city's primary low-barrier shelter model. These facilities accept people with minimal restrictions—those experiencing homelessness can typically enter with belongings, pets, and partners. Navigation centers provide onsite services including meals, shower facilities, and connections to supportive services. The city operates multiple navigation centers across different neighborhoods including the Bayview, South of Market, and the Tenderloin districts.

Congregate shelters operate differently. These facilities house many people in shared dormitory-style sleeping areas rather than individual rooms. They typically serve individuals rather than families, and may have more structured rules about entry times, curfews, and length of stay. Some congregate shelters focus on specific populations, such as youth or seniors. These shelters provide basic necessities including beds, meals, and bathrooms, though services vary by location.

Family shelters serve households with children and operate under different standards than shelters for individuals. San Francisco maintains family shelter capacity to house parents with dependent children. These programs often include case management services focused on helping families transition to permanent housing. Family shelters typically provide more private accommodations than congregate facilities, with individual rooms or units for each family.

Safe parking programs represent a distinct approach. These programs designate specific parking lots where people can sleep in their vehicles overnight. Participants must register and follow program rules, but the programs allow people to maintain their vehicles as shelter. Safe parking sites typically operate during nighttime hours and may include onsite security and basic services like restrooms and water.

Interim housing differs from emergency shelters in that it provides longer-term temporary housing, usually ranging from several months to a year. These programs focus on stabilizing people's situations while they work toward permanent housing. Interim housing may include supportive services like job training, mental health counseling, or substance abuse treatment.

Practical takeaway: San Francisco operates multiple shelter types including navigation centers, congregate shelters, family shelters, safe parking, and interim housing programs. Each type serves different populations and offers different levels of amenities and services.

Understanding Shelter Intake and How People Enter the System

San Francisco uses a coordinated entry system for its shelters. This system means that rather than people going directly to individual shelters, the city has centralized processes to assess need and connect people to appropriate programs. The coordinated entry approach aims to match people with shelters that fit their situations and needs rather than having people navigate the system independently.

The Shelter Support Center operates as one key intake point. This facility helps people experiencing homelessness by conducting assessments and discussing available shelter options. Staff at the Shelter Support Center gather information about a person's situation, including housing history, health conditions, family status, and other factors. Based on this information, they can discuss which shelter types might be appropriate. The Shelter Support Center is located at 1651 South Van Ness Avenue and operates during specific hours that have changed over time.

Street outreach teams also connect people to shelters. The city employs outreach workers who work in neighborhoods and encampments to build relationships with people experiencing homelessness. These workers provide information about shelter options and can facilitate introductions to shelters. Outreach teams operate throughout San Francisco, including in areas with high concentrations of unsheltered homelessness.

Walk-in access exists at some shelters as well. Certain navigation centers accept people who arrive without prior arrangements during designated hours. However, capacity is limited, and not all shelters allow walk-ins. Some shelters may require referrals from outreach teams or other service providers before accepting residents.

When people enter shelters, they typically receive an orientation covering facility rules, services available, safety expectations, and how long they can stay. Most shelters conduct basic health screening and may ask about medical conditions or medications. Shelters may also gather information about barriers to housing, employment history, and family connections to help plan next steps.

The intake process generally does not require documentation. People without identification can still access shelters. This low-barrier approach recognizes that documentation is often difficult for people experiencing homelessness to obtain or maintain.

Practical takeaway: San Francisco has centralized intake processes through the Shelter Support Center and street outreach teams. Most shelters don't require extensive documentation, and intake focuses on understanding a person's situation to provide appropriate referrals and services.

Services and Support Offered Within Shelters

San Francisco's shelters provide more than just beds. Most facilities include meals, with breakfast, lunch, and dinner typically served onsite or provided for people to eat elsewhere. Shelters maintain kitchen facilities or partner with food service providers to ensure residents have regular access to food. Many shelters also accommodate specific dietary needs when possible, including vegetarian meals and accommodations for people with allergies.

Hygiene facilities are standard in shelter operations. Residents have access to bathrooms, showers, and often laundry services. These basic services are essential for people's health and dignity. Navigation centers and interim housing programs typically offer shower facilities and towel services. Some shelters have laundry rooms where residents can wash clothing, while others provide laundry services or vouchers for local laundromats.

Supportive services vary by facility type but often include case management. Case managers work with residents to identify barriers to housing and develop plans for finding permanent accommodations. They may help with employment searches, connect people to mental health services, arrange substance abuse treatment, or assist with other services that address underlying factors contributing to homelessness. Not all shelters employ onsite case managers, but many have staff that can connect residents with case management through partner organizations.

Health services are available at many facilities. Navigation centers often have nurses or health coordinators onsite who can address basic health needs, provide medication management, or connect residents to hospital and clinic services. Some shelters partner with federally qualified health centers to provide services at shelter locations.

Mental health and substance abuse treatment services may be available through shelter-based programs or referrals. San Francisco recognizes that many people experiencing homelessness have mental health conditions or substance use disorders. Shelters connect residents with behavioral health treatment options, though the availability varies by facility.

Life skills programming, job readiness training, and educational services are offered at some facilities. These programs help residents develop skills that support transition to employment and housing. Activities might include resume writing, interview practice, financial literacy, or computer skills training.

Pet-friendly services have expanded in recent years. Many navigation centers allow residents to bring pets, recognizing that pets provide emotional support and that lack of pet-friendly shelter was a barrier preventing some people from seeking shelter. Facilities may provide pet food and help with veterinary referrals.
