What Marin Housing Authority Does and Who Runs It

The Marin Housing Authority (MHA) is a public agency that manages affordable housing programs across Marin County, California. It was created to address housing shortages and help lower-income residents find stable places to live. The agency operates under state and federal regulations, meaning it must follow specific rules about how it runs programs and spends money.

The MHA is governed by a Board of Commissioners, which includes representatives from different parts of Marin County. These commissioners make major decisions about the agency's direction and budget. The Executive Director, who is hired by the board, oversees day-to-day operations and manages staff members who work on various programs.

Marin Housing Authority manages several types of properties and programs. It owns and operates public housing units—these are apartments and homes owned directly by the agency and rented to residents. The agency also administers the Housing Choice Voucher Program (formerly known as Section 8), which provides rental assistance to help people pay for housing in the private market. Additionally, MHA works on supportive housing programs that combine affordable housing with social services for people experiencing homelessness or other challenges.

The agency receives funding from multiple sources. Federal grants from the U.S. Department of Housing and Urban Development (HUD) make up a large portion of the budget. The state of California also provides funding for certain programs. Local contributions and rental income from properties help fill gaps. For the 2023-2024 fiscal year, MHA's operating budget was approximately $28 million, though this amount changes yearly based on funding availability and program needs.

MHA coordinates with other organizations in Marin County, including the Department of Health and Human Services, nonprofits that provide social services, and local government agencies. This partnership approach helps ensure that people looking for housing support can connect to services beyond just housing—like job training, mental health care, or substance abuse treatment.

Practical takeaway: Understanding that MHA is a public agency with government oversight helps explain why the organization has rules and procedures. The agency answers to a board of commissioners and must follow state and federal laws, which is why processes sometimes take time and require documentation.

Public Housing Programs and How They Function

Marin Housing Authority owns and operates public housing developments in several communities throughout Marin County. Public housing consists of apartments and homes that the agency owns directly and rents to residents at below-market rates. As of recent data, MHA manages approximately 1,200 public housing units across the county. These units are located in places like San Rafael, Novato, Fairfield, and other areas, providing housing in both urban and suburban settings.

Public housing units come in different sizes and types. The agency maintains one-bedroom, two-bedroom, three-bedroom, and larger units to accommodate families of various sizes. Some developments focus on housing for seniors or people with disabilities. MHA operates both traditional apartment buildings and scattered-site housing, where individual units are purchased or leased in regular neighborhoods rather than concentrated in one location. This scattered approach helps integrate residents into existing communities and provides more housing choices.

The rent structure in public housing is based on resident income. Households typically pay approximately 30 percent of their gross monthly income as rent, though this amount can vary depending on the specific program and circumstances. If a household's income is very low, they may pay the minimum rent, which varies but is often around $50 to $100 per month. This income-based system means that as a resident's earnings increase, rent may increase proportionally—though rents are capped at a maximum amount set by the program rules.

MHA is responsible for maintaining these properties in good condition. The agency employs maintenance staff who perform routine repairs, respond to maintenance requests, and conduct inspections to ensure units meet health and safety standards. Residents are expected to keep their units in good condition and follow lease terms, which typically include rules about noise levels, guest policies, and property care. When maintenance issues arise, residents can submit work orders, and MHA aims to address urgent repairs—like plumbing leaks or heating problems—within a certain timeframe, usually within a few days for emergency situations.

Living in public housing comes with both rights and responsibilities. Residents have the right to safe, sanitary housing and to fair treatment regarding lease enforcement. Residents also have the responsibility to pay rent on time, maintain their units, follow community rules, and report maintenance problems promptly. MHA conducts regular lease reviews and may terminate leases if residents violate terms, though the agency must follow legal procedures before doing so.

Practical takeaway: Public housing offers below-market rents based on income, making it an option for lower-income households. Understanding the rent calculation and maintenance request process helps residents navigate their housing situation effectively.

The Housing Choice Voucher Program and Rental Assistance

The Housing Choice Voucher Program is one of the largest programs MHA administers. This federal program, funded by the U.S. Department of Housing and Urban Development, provides rental assistance to help low-income households afford housing in the private rental market. Rather than living in agency-owned properties, voucher holders rent from private landlords and MHA pays a portion of the rent directly to the landlord. As of recent counts, MHA administers approximately 2,100 Housing Choice Vouchers in Marin County.

How the voucher program works is relatively straightforward in concept, though the process involves multiple steps. A household receives a voucher amount—called a "payment standard"—based on the size of unit they need and the local rental market. For example, in 2024, the payment standard for a two-bedroom unit in most of Marin County was approximately $2,300 per month. The household then searches for a rental property on the private market. Once they find a unit, the landlord must consent to participate in the program. MHA inspects the unit to ensure it meets housing quality standards, and if it passes, the agency begins subsidizing the rent.

Under the voucher program, the household pays approximately 30 percent of its gross monthly income toward rent. MHA pays the difference between the household's contribution and the actual rent (up to the payment standard), provided the rent is reasonable for the area. For example, if a household earns $2,000 per month, they would pay $600 toward rent (30 percent). If the actual rent is $1,800 and the payment standard is $2,300, MHA would pay $1,200 to the landlord, and the household pays $600. If the rent exceeds the payment standard, the household must pay the difference out of pocket, which is called "rent burden."

The voucher program has some important rules. Vouchers are typically issued for two-year periods, after which they can be renewed if the household still meets program requirements and the voucher program has funding. Households must report income changes, which can affect the amount they pay toward rent. If a household's income increases significantly, their rent contribution increases. Conversely, if income decreases, their rent contribution may decrease. The program also requires inspections—both initial inspections when a unit is first rented and annual inspections to ensure the property continues to meet housing quality standards.

Landlord participation is voluntary, and MHA must maintain good relationships with property owners to keep the program functioning. The agency pays landlords relatively quickly, usually within 15 days of receiving an invoice. However, some landlords are reluctant to participate because they must follow fair housing laws strictly, maintain properties to program standards, and accept the payment standard as the maximum rent they can charge voucher holders. This creates a challenge in high-rent areas like Marin County, where some landlords prefer to rent to non-voucher households at higher rates.

Practical takeaway: The Housing Choice Voucher Program allows flexibility in choosing housing, but success depends on finding landlords willing to participate. Understanding the payment standard, income calculation, and inspection process helps households navigate the program effectively.

Supportive Housing and Services for Vulnerable Populations

Beyond traditional public housing and vouchers, Marin Housing Authority participates in supportive housing programs designed for people facing significant challenges. Supportive housing combines affordable housing with on-site or coordinated social services such as mental health counseling, substance abuse treatment, job training, case management, or assistance with benefits enrollment. These programs recognize that stable housing alone is sometimes insufficient; people recovering from homelessness or managing chronic illness often benefit from integrated services.
