Learn How Ignition Interlock Devices Work and Cost

What Is an Ignition Interlock Device and How Does It Work

An ignition interlock device (IID) is a machine installed in a vehicle that prevents the car from starting if it detects alcohol on the driver's breath. Think of it as a breathalyzer test built into your car. When you turn the key or push the start button, you must blow into the device's mouthpiece. If the device detects no alcohol or alcohol below the set limit, the car will start normally. If alcohol is detected above the threshold, the engine will not turn on.

The technology uses fuel cell or semiconductor sensors to measure breath alcohol content, similar to roadside breathalyzers used by law enforcement. Most devices are calibrated to trigger a lockout at 0.02 percent blood alcohol content (BAC), though some jurisdictions set different thresholds. The 0.02 percent limit is much lower than the 0.08 percent legal driving limit because these devices are designed as safety tools for people with alcohol-related driving convictions.

Beyond the initial startup test, many IIDs require "rolling retests." This means the device will alert you to provide another breath sample while driving, typically 5 to 15 minutes after the initial start. These rolling retests happen at random intervals and are designed to prevent someone from having a sober person blow into the device at startup and then drinking while driving. If you fail a rolling retest, the device may honk the horn, flash lights, or log the violation, though it typically will not shut off the engine while the vehicle is moving for safety reasons.

The device records all test results, both passes and failures. This data is stored in the IID's memory and can be downloaded by the monitoring company or court-ordered provider. Monthly reports are generated and sent to the court, probation officer, or licensing authority overseeing the requirement. These records become part of your official case file and are reviewed to determine compliance and program progress.

Practical takeaway: Understanding how IIDs function helps you know what to expect during daily use. The device is not punitive in operation—it simply measures and records breath alcohol objectively. Knowing about rolling retests and data recording helps you prepare for the reality of using one.

Why Courts Order Ignition Interlock Installation

Courts order ignition interlock devices as a condition of sentencing or license reinstatement following alcohol-related driving convictions. The primary reason is public safety. Research from the National Highway Traffic Safety Administration (NHTSA) shows that about 37 percent of traffic fatalities involve alcohol. By requiring an IID, courts aim to prevent repeat drunk driving incidents while allowing people to maintain employment and fulfill responsibilities that require driving.

In most U.S. states, an IID is mandated for at least a first-time DUI conviction, and many states require them for longer periods on subsequent offenses. Some states make IID installation mandatory for all DUI convictions, while others give judges discretion. The length of the requirement varies widely—some programs last 3 to 6 months, while others extend for 1 to 3 years or longer depending on the offense severity and the person's prior record.

An IID requirement may be imposed as part of probation, as a condition of license reinstatement after suspension, or as a requirement to reduce jail time. In some cases, courts use it as an alternative to incarceration. The device serves multiple purposes: it prevents impaired driving, it documents compliance with court orders, and it creates accountability. The data showing consistent passing tests can be presented to the court as evidence of behavioral change, which may help in future legal proceedings or license restoration requests.

Some states operate under "underage drinking" provisions that mandate IIDs for drivers under 21 convicted of any alcohol-related offense, not just DUI. Other jurisdictions require IIDs for professional drivers, such as commercial truck drivers or taxi drivers, with any alcohol conviction. The specific mandate depends on state law, local court policies, and the particular circumstances of the conviction.

Practical takeaway: IID requirements are not arbitrary—they reflect court judgment based on DUI laws and public safety data. Understanding why a court imposed the requirement can help you view it as a structured pathway to demonstrate responsible behavior and potentially restore driving privileges more quickly.

Understanding Ignition Interlock Device Costs and Fees

The cost of an ignition interlock device typically includes three main components: installation, monthly monitoring, and removal. Installation costs generally range from $70 to $150, though some providers charge less in certain states. This is a one-time fee charged when the device is first put in your vehicle. The installation process typically takes 30 minutes to 1 hour and is performed by a certified technician at an authorized provider location.

Monthly monitoring fees are where most ongoing costs accumulate. These fees typically range from $60 to $120 per month, depending on your state, the service provider, and whether the device requires cellular connectivity or landline connection. The monitoring fee covers the monthly data download, reports sent to the monitoring authority, customer service, and device maintenance. Some providers charge a flat monthly rate, while others charge per download or per service call.

Removal fees generally range from $50 to $100 when the court-ordered period ends or when you no longer need the device. Some providers include removal at no additional cost if you've paid your monitoring fees on time. Before removal, the device must be brought to an authorized location for proper disconnection and data retrieval. The service provider will provide documentation of removal to the court or licensing authority.

Additional costs may include recalibration fees if your device needs adjustment (typically $15 to $25), retest fees if you fail an initial test and need another appointment ($25 to $50), and potential violation fees in some jurisdictions if you fail breath tests or attempt to circumvent the device. Some states mandate that the driver (not the court) pay all costs, while others allow the state to cover some expenses or require cost-sharing. Payment plans may be available through some providers for people facing financial hardship, though this varies by location and provider policy.

The total cost of an IID program typically ranges from $900 to $2,000 or more depending on the length of the requirement and the provider's rates. For example, a 12-month program at $100 per month ($1,200) plus $100 installation and $75 removal equals $1,375 total. Shopping around among authorized providers in your area can reveal price differences, as providers are required to post their fees publicly.

Practical takeaway: Budget for installation, monthly fees, and removal separately so you understand the full cost picture. Contact multiple authorized providers in your area to compare their specific fees—prices can vary significantly, and comparing options before installation can help you manage expenses more effectively.

What Happens During Daily Use and Common Scenarios

When you first get into your vehicle with an IID, you must blow into the device before starting the engine. The mouthpiece is typically located on your dashboard or steering column. You'll receive instructions from your provider about proper technique—the breath sample needs to be sustained for several seconds, and you cannot gulp or pause mid-breath. Most devices display whether the test was a pass or fail immediately on a small screen. If you pass, the vehicle starts normally. If you fail, the device will not allow the engine to start, and you'll see a message on the display or hear an alert.

If you fail an initial startup test, you typically must wait a set period (often 5 to 10 minutes) before attempting another test. This waiting period prevents frustration but also discourages attempts to "beat" the device. You can attempt multiple retests, and there is no limit to the number of startup tests you can take. However, each failed test is recorded in the device's data log and will appear in your monthly compliance report.

Rolling retests occur unpredictably while you're driving. The device will alert you with a beep or visual signal indicating that you need to provide another breath sample. You must pull over to a safe location and provide the sample within a reasonable timeframe (the device gives you a countdown, typically 5 minutes). If you're unable to provide a sample within the window, it's recorded as a "fail to provide" violation. These violations can be serious and may result in court sanctions, extended monitoring periods, or license suspension, depending on state law and the number of violations.
