Learn How EBT Works in California

What Is EBT and How It Functions in California

The Electronic Benefits Transfer (EBT) system is California's way of delivering food and cash assistance to people and families who meet certain income requirements. Instead of paper vouchers or checks, the state loads benefits directly onto a plastic card that works like a debit card at stores and ATMs across California.

California's EBT program connects three main benefit programs: CalFresh (the state's food assistance program, formerly known as food stamps), CalWORKs (a cash assistance program for families with children), and CAPI (Cash Assistance Program for Immigrants). All three use the same EBT card, though each program has different rules about what you can purchase and how much you might receive.

The California Department of Social Services manages the overall EBT system, while county welfare departments handle individual cases and determine who can receive benefits based on income, household size, and other factors. When you use your EBT card, the transaction happens instantly, and your balance updates right away. You can check your balance online, through a mobile app, or by calling a customer service number on the back of your card.

According to the California Department of Social Services, over 8 million people in California use EBT benefits through CalFresh alone. The system processes thousands of transactions every day across the state. Understanding how EBT works helps you manage your benefits more effectively and know what options are available to you.

Practical Takeaway: The EBT card is the main tool for accessing benefits in California. Learning how to use it properly, check your balance, and understand what you can purchase with each benefit type will help you manage your money throughout the month.

CalFresh: Food Assistance Benefits Through EBT

CalFresh is California's food assistance program, and it's the largest benefit program delivered through EBT cards. In 2023, CalFresh served approximately 3.9 million Californians per month. The program provides monthly benefits that can be used to purchase food items at participating retailers, including grocery stores, farmers markets (in some locations), and other food vendors.

CalFresh benefits can be used to buy fruits, vegetables, meat, fish, poultry, dairy products, breads, cereals, canned foods, and many other staple food items. However, there are specific restrictions on what you can purchase. You cannot use CalFresh benefits to buy hot or prepared foods, alcohol, tobacco, vitamins, medicines, pet food, or household supplies. Some restaurants in California do participate in a Restaurant Meals Program that allows seniors, disabled people, and homeless individuals to use CalFresh benefits for prepared meals, but this is limited to certain locations.

The amount of CalFresh benefits you receive each month depends on your household size and income level. For example, a single person with no income might receive around $291 per month in 2024, while a family of four with no income might receive around $1,039 per month. These amounts adjust yearly based on inflation and cost-of-living increases. Your county welfare department calculates your specific benefit amount based on your actual household size and income.

CalFresh benefits are deposited onto your EBT card on the same day each month, usually between the 1st and 10th depending on your case number. You can use your benefits any time after the deposit until they expire at the end of the benefit month. If you don't use your benefits by the end of the month, they roll over to the next month for up to 12 months in most cases.

Practical Takeaway: Know the deposit date for your CalFresh benefits and plan your grocery shopping accordingly. Keep track of what items are allowed under CalFresh rules to avoid attempted purchases that won't go through at checkout.

CalWORKs: Cash Assistance and How It Works Through EBT

CalWORKs stands for California Work Opportunity and Responsibility to Kids. It's a cash assistance program that provides monthly payments to families with children who have low incomes. Unlike CalFresh, which is specifically for food, CalWORKs benefits are cash that you can use for any expenses—rent, utilities, transportation, childcare, or other needs.

CalWORKs is administered by county welfare departments, and benefit amounts vary by county. In 2024, the maximum monthly payment for a family of three is around $714 in most counties, though some counties with higher costs of living provide more. The payment goes directly onto your EBT card, and you can withdraw the cash at ATMs or use the card to make purchases just like you would with your own debit card.

To receive CalWORKs benefits, your family must meet income limits based on family size. Generally, a family's monthly income must be at or below 50% of the state median income. Additionally, if you receive CalWORKs, you typically must participate in work-related activities unless you have a hardship exemption. These activities can include job training, education, job search programs, or actual employment. The goal of CalWORKs is to help people transition to self-sufficiency through work.

CalWORKs is a time-limited program. Most adults can receive benefits for a maximum of 60 months (five years) in their lifetime, though there are some exceptions for people over 50 or people with disabilities. If you're receiving CalWORKs, your county welfare department will schedule regular appointments to discuss your work plan and progress toward employment goals.

Practical Takeaway: If you receive CalWORKs, stay in contact with your county welfare department and participate in any required work activities. Understanding the time limits and work requirements helps you plan for becoming self-sufficient.

Using Your EBT Card: Where It Works and Transaction Details

Your EBT card can be used at thousands of retailers throughout California. All major grocery store chains participate, including Safeway, Lucky, Albertsons, Ralphs, Food 4 Less, and Trader Joe's. Smaller grocery stores, food markets, and specialty shops also accept EBT. The California Department of Social Services maintains a list of authorized retailers on its website, and you can also search for participating locations using the EBT card company's website or mobile app.

When you use your EBT card at a store, the process is similar to using a debit card. At checkout, you tell the cashier you're using EBT. If you're using CalFresh benefits, the cashier will separate your eligible food items from any ineligible items. You'll need to enter your PIN (Personal Identification Number) into a keypad to complete the transaction. Your CalFresh benefits will pay for the eligible food items, and you'll need to pay with another payment method for any ineligible items.

If you're using CalWORKs or CAPI cash benefits, you can use your card anywhere that accepts debit cards—at stores, gas stations, restaurants, or any other business. You can also withdraw cash from ATMs using your EBT card, though some ATMs may charge a fee (this varies by which ATM you use). Your PIN is your security protection, so never share it with anyone else.

Transaction receipts are important to keep. They show what you purchased, how much you spent, and your remaining balance. Most retailers provide a receipt at the register, and you can also check your balance and recent transactions online through the state's EBT system or by calling the customer service number on the back of your card. If you ever notice unauthorized transactions or have questions about your account, contact customer service immediately.

Practical Takeaway: Save your PIN safely and keep receipts from your EBT purchases. Regularly check your balance online or by phone to catch any problems early and track your spending throughout the month.

Managing Your EBT Account: Balance Checks and Problem Resolution

California provides multiple ways to check your EBT balance and transaction history. The easiest method is to use the official state EBT website or mobile app, which show your current balance, recent transactions, and deposit dates. You can access this information 24 hours a day from any device with internet access. Simply log in with your case number or EBT card number and your PIN.
