Learn How Biweekly Unemployment Filing Works

What Biweekly Unemployment Filing Means

Biweekly unemployment filing is a process where people who are receiving unemployment insurance benefits report their work and income information every two weeks to their state's unemployment office. The word "biweekly" means every fourteen days, or twice per month. This reporting requirement exists in most U.S. states and serves as a way for state unemployment agencies to verify that people still meet the conditions for receiving benefits.

When someone first receives unemployment insurance, they typically receive information about when their biweekly filing period begins. The filing period usually aligns with the calendar week and runs from Sunday through Saturday. For example, if a person's filing period is Week 1 (Sunday to Saturday, January 1-7) and Week 2 (Sunday to Saturday, January 8-14), they would file once during the second week covering both weeks of information.

The biweekly filing process requires people to report specific information about their activities during those two weeks. This includes reporting any work they performed, how many hours they worked, and how much money they earned. People also report whether they actively looked for work, attended job training programs, or had any other activities that relate to their unemployment status. Some states ask yes-or-no questions about job search activities, while others require more detailed information.

According to the U.S. Department of Labor, approximately 7.8 million people received unemployment insurance benefits during a typical week in 2023. These individuals across all states were required to file biweekly reports to continue receiving their payments. The consistency of this reporting helps state agencies process benefit payments accurately and on schedule.

Practical Takeaway: Biweekly filing is a standard part of receiving unemployment benefits in most states. Understanding what information you need to report and when your filing periods occur helps you stay on track with your reporting requirements.

How to File Your Biweekly Report

Most states offer multiple ways to file biweekly unemployment reports. The most common method is filing online through your state's unemployment insurance website or portal. To file online, you typically need to create an account with your state's unemployment office using your Social Security number, email address, and other identifying information. Once your account is set up, you can log in during your filing week to complete your report.

The online filing process usually takes between 10 and 20 minutes, depending on how much information you need to report. You will be asked to answer questions about the two-week period, such as whether you worked, how many hours you worked each day, how much you earned, and whether you conducted job searches. Some states use a simple yes-or-no format, while others have dropdown menus or text boxes where you enter specific details.

If you prefer not to file online, many states still offer telephone filing through an automated system. You call a dedicated unemployment phone number and follow voice prompts to enter your information using your phone keypad. This method is slower than online filing but works if you do not have reliable internet access. A few states also allow people to mail in paper forms, though this method can delay your report and payment processing.

Some states have implemented text message filing or mobile applications that allow you to file from your smartphone. For example, certain state unemployment offices send you a text message during your filing week with a link to a mobile form. These newer methods are faster and more convenient than traditional phone filing.

To file successfully, have the following information ready: your Social Security number, your unemployment insurance claim number (found on your approval letter), details about any work you performed during the two weeks, the dates and hours you worked, and the amount you earned. If you conducted job searches, have notes about the companies you contacted and the dates of your searches.

Practical Takeaway: Online filing through your state's website is usually the fastest option. Gather your work and income information before you start filing to complete your report quickly and accurately.

Understanding Income Reporting and Work Limits

One of the most important parts of biweekly filing is reporting any income you earned during the two-week period. Most unemployment insurance programs have a rule called a "work allowance" or "earnings disregard," which permits you to earn a certain amount of money without losing all of your benefits. The specific amount varies by state, but many states allow you to earn between $50 and $150 per week without affecting your benefit payment.

Here is how the calculation typically works: if your weekly unemployment benefit is $400 and your state has a $75 weekly work allowance, you can earn up to $75 per week without any reduction to your benefits. If you earn $150 in a week, meaning you earned $75 over your allowance, your benefit payment for that week might be reduced by 50 cents for every dollar over the limit. So you would lose $37.50 from your $400 benefit that week.

According to the National Association of State Workforce Agencies, the average weekly unemployment benefit across all states in 2023 was approximately $385. However, this varies significantly from state to state, ranging from about $200 per week to over $600 per week depending on your previous earnings and your state's laws.

When you file biweekly, you must report the total hours you worked and the total amount you earned during the two-week period. Be precise with these numbers because they directly affect your payment. If you worked part-time hours at multiple jobs, add up all hours and all earnings. If you are self-employed, report your net earnings after business expenses.

Some states have different rules for people who are partially unemployed versus those who are temporarily laid off but expect to return to work. Temporarily laid off workers may have different reporting requirements or benefit calculations. Check your state's specific rules when you receive your approval paperwork.

Practical Takeaway: Accurately report all work and earnings during your biweekly filing period. Know your state's work allowance amount so you understand how your earnings affect your benefits, and keep records of your hours and pay stubs to support the information you report.

Job Search Requirements and Documentation

Most states require people receiving unemployment benefits to actively search for work and report these efforts during biweekly filing. Job search requirements vary by state, but common expectations include contacting employers directly, applying for positions online, attending job interviews, or registering with job search websites. Some states require a minimum number of job search contacts per week, such as three to five employer contacts, while others simply require that you show you made efforts to find work.

When you file biweekly, you may be asked to report your job search activities. Some states ask simple yes-or-no questions: "Did you look for work this week?" If you answer yes, you may need to provide brief details such as the type of work you sought or the number of employers you contacted. Other states require more detailed information about each company you contacted, the date of contact, and how you made contact (phone call, email, online application, or in-person visit).

It is a good practice to keep written records of your job search activities. Create a simple spreadsheet or notebook where you write down the company name, position title, date of contact, method of contact, and the job title. This documentation helps you remember what you did during the two-week period and provides evidence if your state's unemployment office requests proof of job search efforts.

Some states conduct periodic audits where they contact unemployment recipients and ask them to provide documentation of their job searches. If you cannot provide proof of your job search activities, you may be found to have violated the job search requirement, which could result in a delay or denial of your benefits. According to the Government Accountability Office, improper payments due to failure to meet job search requirements represent a significant portion of unemployment insurance overpayments.

Certain people may be exempt from job search requirements, such as those who are temporarily laid off and expected to return to work within a specific timeframe, those attending approved job training programs, or those with temporary medical restrictions. When you file, you will be asked whether you are exempt, and you may need to provide documentation of your exemption status.

Practical Takeaway: Keep detailed records of your job search activities throughout the two-week filing period. Document company names, dates, and how you contacted each employer so you have proof of your efforts if needed.
