Learn About Virginia Driver License Requirements

Understanding Virginia Driver License Types and Requirements

Virginia offers several types of driver licenses, each designed for different driving situations and age groups. The standard Class D license is the most common type, allowing drivers to operate passenger vehicles, pickup trucks, and small commercial vehicles. This license is what most people think of when they hear "driver's license." Virginia also issues a Class M license specifically for motorcycle operation, which requires separate testing and training.

The state also offers a Commercial Driver's License (CDL) for individuals who operate large trucks or vehicles used to transport hazardous materials or passengers. A CDL requires more extensive testing and medical certification than a standard license. Additionally, Virginia issues a Provisional License for young drivers between 16 and 18 years old, which comes with restrictions on driving at certain hours and the number of passengers allowed in the vehicle.

For non-citizens and individuals without a Social Security Number, Virginia offers a license that does not establish lawful presence in the United States. This type of license uses a different color and marking system so it cannot be used for federal purposes like boarding an airplane, but it does allow the holder to drive legally in Virginia.

Age requirements vary by license type. A standard Class D license can be obtained at age 16 with parental consent and completion of driver education. A motorcycle license requires the applicant to be at least 16 years old. A CDL requires the applicant to be at least 18 years old for intrastate driving and 21 years old for interstate driving.

Practical Takeaway: Before visiting the Department of Motor Vehicles (DMV), determine which license type you need. Your age, the type of vehicle you'll drive, and your immigration status all affect which license is appropriate for your situation.

Required Documents and Information for Virginia Driver License Applications

Virginia requires specific documentation to process a driver license application. The state uses a points-based system where certain documents are worth different point values, and applicants must submit enough documents to reach 6 points total. This system is designed to verify identity and residency without requiring a single specific document that everyone may not have.

Documents that establish identity include a valid passport (4 points), a certified birth certificate (3 points), a government-issued ID like a military ID (3 points), or a school ID issued by a Virginia public school (1 point). Documents that prove Virginia residency include a utility bill or lease agreement (2 points), a mortgage statement (2 points), a bank statement (1 point), or a pay stub from your employer (1 point). Many people satisfy the point requirement by bringing one identity document worth 3 or 4 points and one residency document worth 2 points.

You will also need to provide your Social Security Number if you have one, or a completed form explaining why you don't have one. A valid signature and proof of your legal name are required. If your name has changed due to marriage, divorce, or other circumstances, you'll need to provide legal documentation of that change, such as a marriage certificate or court order.

Virginia requires applicants to provide their current address and any addresses where they've lived during the past five years. If you've recently moved, you may need to show documentation proving your new address. The DMV also requires information about any previous driver licenses you've held, whether in Virginia or other states.

Practical Takeaway: Gather your documents before visiting the DMV. Create a checklist of one identity document and one residency document that you can provide easily, so you don't make unnecessary trips to the office.

The Written Test, Vision Test, and Driving Exam

Virginia's written test covers traffic laws, road signs, safe driving practices, and vehicle operation. The test contains 35 multiple-choice questions, and you must answer at least 28 correctly to pass (an 80% passing score). The questions are drawn from the Virginia Driver's Manual, which is provided free by the DMV and covers all material that may appear on the test. The manual is available in English and Spanish.

The written test covers topics such as right-of-way rules, speed limits, parking regulations, traffic signals and signs, and the effects of alcohol and drugs on driving. Special sections address driving in bad weather, highway safety, and Virginia-specific laws. For example, Virginia law requires drivers to use headlights between sunset and sunrise and during any period of limited visibility. The test also includes questions about seatbelt use, which is mandatory for all occupants in Virginia.

Before taking the written test, applicants must pass a vision screening. This screening checks your ability to see clearly and identify colors. If you wear glasses or contact lenses, you may wear them during the vision screening. If you fail the vision screening, you may be referred to an eye care professional and will not be allowed to take the written test until you can pass the screening again.

After passing the written test, successful applicants must pass a driving exam. This practical test evaluates your ability to operate a vehicle safely and follow traffic laws. During the exam, a DMV examiner sits in the vehicle with you while you drive on public roads for approximately 15 to 20 minutes. The examiner watches how you handle basic vehicle operations like starting the engine, steering, braking, and parking. They also observe whether you follow traffic signs, maintain safe speeds, and use turn signals appropriately.

Practical Takeaway: Study the Virginia Driver's Manual for at least one week before taking the written test. Take practice tests online (available on the DMV website) to identify weak areas, and focus your studying on those topics.

Costs, Fees, and License Validity Periods

Virginia driver license fees vary depending on the type of license and how long the license is valid. A standard Class D license issued to someone 18 or older costs $24 if the license is valid for 5 years, or $48 if the license is valid for 8 years. Most adults receive an 8-year license. Young drivers under 18 receive a Provisional License, which costs less but has restrictions on when and with whom they can drive.

The cost of a motorcycle license (Class M) is included with a standard license if you add the motorcycle endorsement. Adding an endorsement to your existing license costs less than obtaining a completely new license. A Commercial Driver's License has higher fees because it requires additional testing and medical certification. Fees for a CDL start at around $70 and can be higher depending on the endorsements you need.

Duplicate licenses (replacements if you lose your license) cost $10. A name change on your existing license costs $15. If you need to renew your license before it expires, the cost is the same as the original license fee. Virginia does not offer a prorated fee if you renew early, so renewing a few months before expiration costs the same as renewing when the license has just expired.

Payment methods accepted at the DMV include cash, debit cards, and credit cards. Some DMV locations may have restrictions on payment methods, so it's worth confirming with your local office before you visit. No online payment option is currently available for driver license applications, meaning you must visit a physical DMV location in person.

Practical Takeaway: Budget approximately $24 to $48 for your first driver license, plus an additional $20 to $40 if you need to take the written or driving test at a different location than where you applied. Bring enough cash or a card to cover the fees, plus extra in case you need services you didn't expect.

Restrictions for Young and New Drivers in Virginia

Virginia's Provisional License program applies to drivers under 18 years old and includes several restrictions designed to reduce accidents among this age group. The most significant restriction is a curfew: drivers with a Provisional License cannot drive between midnight and 5 a.m., with some exceptions for work, school, and medical emergencies. This curfew reflects research showing that young drivers are involved in more accidents during late-night hours.

Young drivers with a Provisional License also have passenger restrictions during the first six months of holding the license. During this initial period, the driver can only carry passengers who are immediate family members (parents, siblings, grandparents). After six months, the driver may carry up to three unrelated passengers, but only during daylight hours. These restrictions recognize that distraction from passengers increases accident risk for inexperienced drivers.

Drivers with a Provisional License must also maintain a clean driving record. If they receive a
