Learn About U.S. Passport Requirements and Process

What a U.S. Passport Is and Who Needs One

A U.S. passport is an official government document that proves you are a citizen of the United States and allows you to travel internationally. The U.S. Department of State issues passports to Americans who meet certain requirements. When you travel outside the U.S. to most countries, you will need to show your passport to enter and leave the country. Some countries may have additional travel documents, but the passport is the primary document recognized worldwide.

There are different types of passports for different purposes. A regular passport book is the most common type and works for all international travel by air, sea, or land. A passport card is a smaller, wallet-sized version that works for travel by land or sea to Canada, Mexico, the Caribbean, and Bermuda, but not for air travel. A passport book costs more but offers more flexibility for where you can travel. If you plan to travel internationally by plane, you need the passport book.

Not every trip requires a passport. If you are traveling within the United States—for example, flying from New York to California or driving to Florida—you do not need a passport. You only need a passport to leave the country. However, some U.S. territories like Puerto Rico and the U.S. Virgin Islands do not require a passport for U.S. citizens, though one is still useful to have. People who travel frequently, work internationally, or want the option to travel abroad should consider getting a passport.

According to the U.S. State Department, approximately 144 million Americans held valid passports as of recent data, though the total U.S. population is over 330 million. This means that many Americans do not yet have passports. Getting one early is practical if you think you might travel internationally in the future, since the process can take several weeks or longer during busy seasons.

Practical Takeaway: Determine whether you need a passport by considering your travel plans. If you plan to travel outside the United States by air, a passport book is necessary. If you only travel within the U.S., a passport is not required, but having one provides flexibility for future international trips.

Basic Requirements to Obtain a U.S. Passport

To obtain a U.S. passport, you must meet several basic requirements set by the U.S. Department of State. First and most importantly, you must be a U.S. citizen. This means you were born in the United States, one of its territories, or to U.S. citizen parents, or you have been naturalized as a citizen through the immigration process. You will need to prove your citizenship with documents like a birth certificate, naturalization certificate, or certificate of citizenship. If you were born outside the U.S. to American parents, you may still be a citizen, but you will need documentation proving this.

Second, you must be a resident of the United States or be a U.S. citizen currently living abroad. You do not need to have lived in the U.S. for a certain length of time; even recent citizens can obtain a passport. However, you must provide an address where you can receive mail related to your passport.

Third, you must have a valid form of identification. For adults, this typically means a government-issued photo ID such as a driver's license, state ID card, or military ID. The ID must not be expired at the time you submit your application. Minors (people under 16) may use a school ID or passport card along with a birth certificate.

Fourth, you will need a passport photo that meets specific requirements. The photo must be 2x2 inches in size, taken within the last six months, and show your face clearly without sunglasses or hats (unless worn for religious purposes). The background must be plain white or off-white. Many CVS, Walgreens, and post offices offer passport photo services for around $10 to $20. You cannot use a selfie or a photo from social media; it must meet government standards.

Fifth, you must pay the required fees. As of 2024, a passport book for an adult costs $130 (execution fee of $35 plus book fee of $95). A passport card costs $30 (execution fee of $35, but no additional book fee). Fees may change, so it is wise to check the official State Department website before paying. You can pay by check, money order, or credit/debit card depending on where you submit your application.

Practical Takeaway: Gather these documents before starting the process: proof of citizenship (birth certificate or naturalization papers), valid government photo ID, a passport photo meeting size and quality standards, and payment for fees. Having these items ready will make the submission process smoother.

The Step-by-Step Application Process

The process to obtain a passport involves several steps, and the exact method depends on whether you are getting your first passport, renewing an existing one, or replacing a lost or damaged passport. For first-time passport holders, you generally must appear in person at a passport acceptance facility or a passport agency office. You cannot submit your first application by mail.

Passport acceptance facilities include post offices, libraries, and some county clerk offices across the country. You can search for the nearest location using the State Department's facility finder on their website. When you go to the facility, you will bring your documents, photo, and payment. A staff member will review your documents to make sure everything is correct, ask you questions about your citizenship and travel plans, and scan or make copies of your documents. They will take your signature and photograph in front of you as part of the security process. This visit typically takes 15 to 30 minutes, though wait times vary by location and season.

If you need a passport more quickly, you can submit your application directly to a passport agency office instead of a local facility. There are 27 passport agency offices located in major cities throughout the United States. These offices handle applications and can process them faster than local facilities. However, it is generally recommended to use a local facility first, since passport agencies are busier and may have longer wait times for walk-in visits.

After you submit your application in person, the State Department will process it at a regional passport production facility. During processing, your documents are reviewed, your citizenship is verified, background checks may be performed, and your passport is printed and mailed to you. Standard processing typically takes 6 to 8 weeks. Expedited processing, which costs an additional $60, reduces this to 2 to 3 weeks. During peak travel seasons (spring and summer), processing times may be longer.

Once your passport arrives by mail, check it carefully to ensure all information is correct, including your name, date of birth, and passport number. If there are errors, you will need to contact the State Department to have them corrected. Your new passport will be valid for 10 years if you are an adult, or 5 years if you are under 16 years old.

Practical Takeaway: For a first passport, visit a local passport acceptance facility with all required documents rather than attempting to mail an application. Plan to apply at least 2 to 3 months before any international travel to account for standard processing times, or pay extra for expedited service if you need one sooner.

Special Situations and Additional Requirements

Certain situations require additional steps or documentation beyond the basic passport process. If you are a minor under 16, both parents or legal guardians must consent to the passport and may need to be present at the application. This is a safety measure to prevent parental abduction. If one parent is not present, that parent may need to provide written consent, and in some cases, a court order may be required if custody is shared or disputed. Minors' passports are valid for only 5 years instead of 10 years.

If you are applying for a passport with a name different from what appears on your birth certificate—for example, if you married, divorced, or legally changed your name—you must provide documents showing the name change, such as a marriage certificate, divorce decree, or court order. The State Department must see proof that the name change was legal and official.

If your previous passport was lost or stolen, you must report this and may not be able to renew it by mail. Instead, you will likely need to apply for a new passport in person, which is treated similarly to a first-time application. If your passport was damaged and cannot be used for travel, you can replace it. Some damage, like water damage or torn pages, automatically disqualifies a passport from use.
