Learn About Unemployment Benefits From the CARES Act

Overview of the CARES Act Unemployment Programs

The Coronavirus Aid, Relief, and Economic Security (CARES) Act became law on March 27, 2020. Congress created this law to help people who lost income during the COVID-19 pandemic. The law included several unemployment insurance programs that worked alongside existing state unemployment systems.

The CARES Act introduced three main programs. The first was Pandemic Unemployment Compensation (PUC), which added $600 per week to regular state unemployment benefits. The second was Pandemic Extended Unemployment Compensation (PEUC), which extended benefits beyond what states normally offered. The third was Pandemic Unemployment Assistance (PUA), which covered workers not usually covered by traditional unemployment insurance, such as self-employed people and independent contractors.

These programs ran for different time periods. The $600 weekly supplement ran from mid-April 2020 through July 31, 2020. The PEUC program extended benefits through December 26, 2020, with some variations by state. The PUA program initially ran through December 31, 2020, but Congress later extended several unemployment programs into 2021.

Understanding these programs helps people learn what benefits may have been available during this period. Many people received payments they did not fully understand. Some received overpayments they later had to return. Learning the facts about how these programs worked can help people understand their own situation and any official notices they received from their state.

Practical Takeaway: The CARES Act created temporary unemployment programs separate from regular state systems. These programs had different rules, payment amounts, and time periods. Reading official notices from your state unemployment office will show which programs affected your specific situation.

Pandemic Unemployment Compensation (PUC): The $600 Weekly Add-On

Pandemic Unemployment Compensation was the most visible part of the CARES Act. This program added an extra $600 per week to whatever amount a person received from their state's regular unemployment insurance. The $600 was a flat amount—it did not vary by income level or how much someone previously earned.

The program started in the week ending April 4, 2020, and ended the week ending July 25, 2020. This means people received the extra $600 for approximately 16 weeks. If someone's state unemployment benefit was $300 per week, they received $900 total. If someone's state benefit was $500 per week, they received $1,100 total.

The $600 supplement was significant. According to Labor Department data, the average state unemployment benefit in 2020 was around $320 per week. This meant the $600 PUC payment roughly doubled what most people received. For a 16-week period, this meant an extra $9,600 in federal payments on top of state benefits.

One important rule: a person had to receive at least $1 in state unemployment benefits to get the PUC payment. People who received zero dollars from their state did not receive the $600 federal supplement. This affected people in some situations, such as those waiting for their state application to be processed or those found ineligible for state benefits.

PUC payments came through the same method as state benefits—typically direct deposit to a bank account or a prepaid debit card provided by the state. People did not have to do anything special to receive PUC if they were already receiving state unemployment. The $600 was added automatically.

Practical Takeaway: PUC added $600 weekly to state unemployment for about 16 weeks in 2020. If you received state unemployment during this period, you automatically received the $600 unless your state benefit was exactly zero. Check your bank records or state unemployment account to see if you received payments during April through July 2020.

Pandemic Extended Unemployment Compensation (PEUC): Lengthening Benefit Duration

Pandemic Extended Unemployment Compensation addressed a different problem than PUC. While PUC added money to weekly payments, PEUC extended how long people could receive benefits. Normally, state unemployment insurance runs for a fixed number of weeks—usually 26 weeks in most states. After that, benefits stop. PEUC allowed people to continue receiving state-level benefits for additional weeks beyond their state's normal limit.

PEUC created up to 13 additional weeks of benefits. This meant someone who exhausted their regular 26-week state benefit period could potentially receive 13 more weeks of payments at the same weekly amount their state had been paying. The program covered the period from March 27, 2020, through December 26, 2020, though the exact dates varied slightly by state.

To receive PEUC, a person had to have used up all their regular state unemployment benefits. PEUC was not automatic. People who reached the end of their state benefits usually had to file a separate claim or request with their state unemployment office to move to PEUC. Some states made this transition automatic, while others required action from the person.

Congress later extended PEUC multiple times. In December 2020, Congress added 11 more weeks of PEUC benefits, extending the program into 2021. In March 2021, another extension added more weeks. By the time all extensions ended, PEUC provided substantially longer benefit periods than the original 13 weeks.

The amount of PEUC payment was the same as what the person's state had been paying. If a state paid $350 per week in regular benefits, PEUC also paid $350 per week. This was different from PUC, which was a flat $600 added on top. Some people received both PUC and PEUC during overlapping time periods, receiving the state amount plus $600 weekly.

Practical Takeaway: PEUC extended unemployment benefits beyond what your state normally offered. If you ran out of regular state benefits before the end of 2020 or into 2021, you may have been moved to PEUC automatically or needed to request it. Check your state unemployment account to see if your benefits continued past your state's normal limit.

Pandemic Unemployment Assistance (PUA): Coverage for Self-Employed and Gig Workers

Pandemic Unemployment Assistance was designed for workers that traditional unemployment insurance does not normally cover. The regular system primarily covers people who worked as traditional employees—people with employers who paid unemployment insurance taxes on their behalf. PUA extended benefits to self-employed people, independent contractors, gig workers, and others in similar situations.

People who may have been covered by PUA included those with these situations: self-employed individuals, independent contractors (such as freelancers or consultants), people with insufficient work history to qualify for regular state unemployment, workers with no employer-employee relationship, and certain other groups affected by COVID-19. The program was much broader than regular unemployment insurance.

To receive PUA, applicants had to show they were unable to work due to COVID-19 impacts. This could include direct illness, caring for someone who was ill, lack of customers or work, childcare closures, or other pandemic-related reasons. People had to demonstrate they were not already receiving regular unemployment or other benefits.

PUA's payment amount was different from regular unemployment. States calculated a weekly benefit amount, but federal rules set a minimum floor. In 2020, many people received between $170 and $239 per week from PUA, though amounts varied by state and individual circumstances. When the $600 PUC supplement was active, PUA recipients also received that $600 weekly addition.

PUA applications were handled separately from regular state unemployment. People had to file a specific PUA claim with their state, usually through the state's unemployment website. Processing times were often long—many people waited weeks or months for approval. Some states faced severe backlogs, with applications taking four to six months to process. Once approved, payments typically went back to the filing date, meaning people received a lump sum covering the weeks they waited.

Practical Takeaway: PUA covered self-employed people and gig workers shut out of regular unemployment insurance. If you worked for yourself or did not have a traditional employer during the pandemic, you may have been able to receive PUA. Check whether you filed a PUA claim with your state, as these applications were separate from regular unemployment.
