Learn About Transferring Your Driver's License to Georgia

Understanding Georgia Driver's License Requirements

Georgia issues driver's licenses to residents who meet certain age and residency requirements. If you currently hold a valid driver's license from another state and plan to move to Georgia, you will need to transfer your existing license to a Georgia license. This process is different from taking a new driver's test, as you are exchanging one state's license for another rather than obtaining driving privileges for the first time.

To transfer your driver's license to Georgia, you must be at least 16 years old. Georgia recognizes licenses held by people aged 16 and older, though the rules for 16-year-olds differ slightly from those for adults. If you hold a commercial driver's license (CDL), the transfer process involves additional steps and requirements specific to commercial driving.

Georgia law requires you to establish residency in the state before transferring your license. Residency means you live in Georgia and intend to make it your permanent home. You do not need to wait a specific amount of time after moving, but you should have documentation showing your Georgia address. This typically includes utility bills, lease agreements, mortgage statements, or other official documents with your name and current Georgia address.

The Georgia Department of Driver Services (DDS) handles all driver's license matters in the state. Understanding what documents you need and what the process involves can help you prepare before visiting a DDS office. Most transfers can be completed in one visit if you bring all required paperwork.

Practical takeaway: Gather proof of Georgia residency and your current out-of-state driver's license before visiting a DDS office. This preparation helps move your transfer along more smoothly.

Documents You'll Need to Bring

When you transfer your driver's license to Georgia, the DDS will ask for several pieces of documentation. Having these documents ready before your visit saves time and prevents delays. The specific documents required may vary slightly based on your age and citizenship status, but most people transferring a license will need similar paperwork.

First, bring your current out-of-state driver's license. This is the primary document showing your driving history and current driving status. The DDS staff will examine it to verify your information and ensure your license is valid. If your current license is expired, you may still transfer it, but you should be aware that expired licenses require additional verification steps.

Next, bring proof of Georgia residency. Acceptable documents include a utility bill (electric, gas, water, or phone), a lease or rental agreement, a mortgage statement, property tax records, a homeowner's or renter's insurance policy, or a bank or credit card statement. These documents must show your name and current Georgia address and be dated within the last 60 days. If you recently moved and your documents show an old address, bring the newest documents you have plus a letter from your landlord or a utility company confirming your current address.

You will also need proof of your Social Security number. Bring your Social Security card, a W-2 form, a tax return, or a statement from the Social Security Administration. If you don't have your Social Security number, you can apply for one through the Social Security Administration before visiting the DDS.

Bring proof of your date of birth and citizenship. This can be your passport, birth certificate, naturalization papers, or a permanent resident card (green card). Your birth certificate must be an official certified copy, not a photocopy.

If you have changed your name since your current license was issued, bring documentation of that change, such as a marriage certificate, divorce decree, or court order.

Practical takeaway: Create a checklist of all required documents and gather them before your DDS appointment. Take photos of important documents in case you need to replace any if they are misplaced.

The Step-by-Step Transfer Process

The process of transferring your driver's license to Georgia involves several stages, from preparing your documents to taking your new photo. Understanding each step helps you know what to expect when you visit a DDS office.

The first step is locating your nearest DDS office. Georgia has driver's license offices in most counties, and many larger cities have multiple locations. You can find office locations, hours, and services on the Georgia DDS website. Some offices handle all services, while others may have limited services. Before traveling to an office, confirm that it offers driver's license transfers.

When you arrive at the DDS office, you will check in and receive a number or appointment confirmation if you scheduled ahead. Many DDS offices now offer online appointment scheduling, which reduces wait times. During busy periods or at offices without appointments, you may wait 1 to 3 hours or longer. Arriving early in the morning or on weekdays typically means shorter waits than afternoons or weekends.

When called, you will approach a DDS counter representative who will review your documents. They will verify that your documents are complete and authentic. If any documents are missing or appear invalid, they will let you know what you need to do. You may need to obtain additional documents or correct information before your transfer can proceed.

The representative will enter your information into the DDS computer system, creating your Georgia driver's record. They will verify your name, date of birth, address, and other personal information. You will be asked questions about your medical history, including whether you have any conditions that might affect your driving ability. Answer these questions honestly and accurately.

Next, you will have your photo taken for your new Georgia license. The DDS has specific requirements for the photo: you must face the camera directly, have a neutral expression, and wear nothing that covers your face (except for religious or medical reasons). Eyeglasses are permitted but must not have a glare on the lenses. Your photo becomes part of your permanent driving record, so it will appear on all future Georgia licenses until you renew.

You will then pay the transfer fee. As of 2024, a 5-year driver's license typically costs between $15 and $35, depending on your age and license type. Payment methods vary by location but generally include cash, debit cards, and credit cards. Some offices may have restrictions on payment methods, so bringing cash is a safe option.

After payment, you will receive your new Georgia driver's license. Most licenses are issued on the spot, though some offices may mail your license to you within 7 to 10 business days. If you need the license before that timeframe, ask about expedited options. You will also receive a temporary paper license that you can use for driving while you wait for your physical card.

Practical takeaway: Schedule an appointment online if your DDS office offers it, arrive with all documents in order, and expect the entire process to take 30 minutes to 2 hours depending on office traffic.

Special Situations and Considerations

While most driver's license transfers follow the standard process, some situations require additional attention. Understanding these special circumstances helps you prepare for your specific transfer.

If you hold a commercial driver's license (CDL) from another state, your transfer process is more complex. Georgia does not automatically transfer CDLs. Instead, you must pass a written test specific to the type of commercial vehicle you operate (trucks, buses, hazmat vehicles, etc.). You must also pass a driving skills test performed by a DDS examiner or certified third-party tester. This process typically takes longer than a regular license transfer and may require multiple visits to the DDS office.

If your current out-of-state license is expired, you can still transfer it, but you should be aware that Georgia views this as applying for a new license rather than simply transferring an existing one. This means you may need to pass the written driving test and vision test, even though you hold an out-of-state license. Check with your local DDS office about whether your specific expired license qualifies for a waiver of these tests.

If you hold an out-of-state learner's permit (a document allowing driving with supervision), this generally does not transfer to Georgia. You would need to start the process of obtaining a Georgia learner's permit if you do not yet hold a full driver's license.

If you are a military service member or veteran, Georgia offers some simplified procedures. Active duty military members can transfer their license even if their identification shows an out-of-state address. Bring your military ID as proof of your Georgia assignment. Veterans may also have options for expedited or simplified transfers; ask the DDS representative about programs available to you.
