Understanding TLC Licenses and What They Cover in New York City

The Taxi and Limousine Commission (TLC) is the city agency that regulates for-hire vehicle services in New York City. A TLC license is required if you want to operate a taxi, street hail livery (SHL), or black car service legally within the five boroughs. The license is not a suggestion or optional credential—it is a legal requirement that the TLC actively enforces through inspections, audits, and penalties for violations.

Three main types of for-hire vehicle licenses exist under TLC jurisdiction. Yellow medallion taxis are the traditional cabs you hail on the street in Manhattan and parts of other boroughs. Street hail liveries (SHLs) are similar to yellow cabs but operate primarily in the outer boroughs and can pick up passengers who hail them on the street. Black car services, also called livery services, typically operate on a prearranged basis—customers call or book through an app before the driver arrives.

Each license type has different requirements, costs, and operational rules. For example, yellow medallion owners must own their medallion or lease it from another owner, and medallion prices have ranged from $13,600 to over $1 million historically, though prices fluctuate based on market conditions. Street hail livery drivers might face lower initial costs but have specific geographic restrictions on where they can operate. Understanding these distinctions matters because the path to getting licensed depends heavily on which service type fits your situation.

The TLC also regulates affiliated businesses like bases (dispatch centers), black car companies, commuter vans, and luxury limousine services. These entities must hold their own licenses even if individual drivers hold personal licenses. This dual licensing structure means that both the company operating the service and the drivers working for it typically need proper credentials.

Practical takeaway: Before exploring licensing requirements, determine which vehicle service category matches your business model. The category you choose dictates which specific regulations and requirements you will encounter.

Basic Driver Requirements and Background Standards

The TLC maintains strict standards for who can hold a driver license. At minimum, applicants must be at least 19 years old and hold a valid New York State driver's license. This seems straightforward, but the TLC goes much further in reviewing a person's background and driving history.

A significant barrier for many potential applicants involves criminal history. The TLC performs comprehensive background checks on all applicants. People with certain criminal convictions may be permanently disqualified or face waiting periods before they become eligible to apply. Felony convictions related to violence, theft, drugs, or sexual abuse typically result in permanent bars. Misdemeanor convictions also can result in disqualification, depending on the offense type and how much time has passed. The TLC evaluates each case, but having recent or serious criminal history substantially complicates the licensing path.

Driving history also matters significantly. The TLC reviews your motor vehicle record (MVR) from New York State and any other states where you've held licenses. Applicants with numerous traffic violations, suspensions, or revocations face difficulties. Serious violations like driving under the influence (DUI) or driving with a suspended license can disqualify applicants or require waiting periods. The TLC looks at the past three to ten years depending on the violation type.

Other standards include a requirement to pass a TLC-approved defensive driving course and a medical examination. The medical exam ensures drivers have adequate vision, hearing, and physical ability to operate vehicles safely. Applicants must also pass a knowledge test covering TLC rules, safe driving practices, and customer service standards. The test is offered in multiple languages including Spanish, Bengali, Mandarin, Cantonese, Korean, Russian, and Haitian Creole.

Citizenship and immigration status present additional considerations. While the TLC does not require U.S. citizenship, applicants must have legal permission to work in the United States and typically must hold a valid Social Security number or Individual Taxpayer Identification Number (ITIN).

Practical takeaway: Review your driving record and criminal history before pursuing a TLC license. Having concerns about your background does not automatically mean denial, but understanding potential barriers allows you to gather documents and prepare your response to TLC inquiries.

The Medical Examination and Knowledge Testing Process

Every TLC driver applicant must obtain a medical examination from a TLC-approved physician. This examination is separate from a standard physical—it focuses specifically on abilities required for safe taxi or livery operation. The examination includes vision testing with a minimum requirement of 20/40 corrected or uncorrected vision in each eye, and at least 20/40 in one eye if the other eye cannot meet the standard. Drivers must have adequate hearing and color vision. The physician also checks for conditions that might impair driving ability, such as seizure disorders, severe arthritis, or cardiac conditions.

The medical examination costs between $50 and $150 depending on the physician and location. The TLC maintains a list of approved physicians across the city, allowing applicants to choose convenient locations. Results remain valid for one year from the examination date. If a driver's medical condition changes—such as a new diagnosis or medication that affects alertness—they must report this to the TLC, and a new examination may be required.

Alongside the medical exam, applicants must pass the TLC knowledge test. This exam covers several subject areas: New York City geography (the city's streets, neighborhoods, and major landmarks), traffic laws and safe driving practices, TLC rules and regulations specific to the license type being sought, and customer service expectations. The test consists of multiple-choice questions and typically takes between 30 and 45 minutes to complete.

The knowledge test is offered in eight languages at various testing locations throughout the city. Most locations operate during business hours on weekdays, though some sites have evening and weekend hours. Test scores are based on percentage correct, with a minimum passing score usually around 70 to 80 percent depending on TLC policy at the time. Applicants can retake the test if they do not pass on their first attempt, though there may be waiting periods between attempts and additional fees for retesting.

Study materials for the knowledge test are provided free by the TLC. The agency publishes a study guide that covers all tested topics. Many applicants review this guide multiple times before test day. The defensive driving course (required before or shortly after passing the knowledge test) also reinforces safe driving information that appears on the test.

Practical takeaway: Schedule your medical examination and begin studying the TLC knowledge guide as soon as you start the licensing process. These are scheduled steps with multiple locations available, so planning ahead reduces delays. Budget 4 to 8 weeks for completion if you pursue these items promptly.

Financial Costs and Medallion Ownership or Lease Options

The financial investment required for a TLC license varies dramatically depending on whether you pursue a yellow medallion taxi, street hail livery, or black car driver license. Understanding these costs upfront prevents surprises and helps you assess whether the business model is economically feasible for your situation.

For yellow medallion taxis, the largest expense is the medallion itself. Medallions are licensed by the TLC but are owned as separate assets that can be bought and sold. Historical medallion prices peaked around $1.3 million in 2013 but have declined significantly. As of 2023, medallion prices ranged from roughly $200,000 to $600,000 depending on market conditions. Medallion owners must also pay annual license fees to the TLC, currently around $2,500 per year, plus renewal costs every two years. Additional costs include the base license (if using a dispatch center), vehicle purchase or leasing, insurance, maintenance, fuel, and tolls.

Medallion financing is available through some lenders, though interest rates and terms have tightened significantly since the 2008 financial crisis. Most lenders require a down payment of 20 to 30 percent of the medallion price, meaning a $300,000 medallion would require $60,000 to $90,000 cash upfront before vehicle and other costs. This barrier has reduced the number of new medallion owners in recent years.

Street hail livery (SHL) licenses are less expensive than yellow medallions but carry different restrictions. SHL drivers cannot pick up passengers in Manhattan south of 96th Street (with some exceptions) during peak hours, limiting their earning potential in the highest-demand area. A new SHL license
