The main food assistance programs in Texas include the Supplemental Nutrition Assistance Program (SNAP), the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the Commodity Supplemental Food Program (CSFP), and various meal programs for children and seniors. Each program has different purposes, income thresholds, and ways of distributing resources. Some provide monthly benefits through electronic cards, while others distribute food boxes or offer meals at specific locations.

As of 2023, approximately 3.2 million Texans received SNAP benefits each month, making it one of the largest food programs in the state. WIC served roughly 800,000 mothers, infants, and children. These numbers show the significant reach of food assistance in Texas, though they represent only a portion of residents who may have experienced food insecurity.

Food insecurity—meaning uncertain or limited access to enough food—affects many Texas households. According to recent data, about 11% of Texas households experienced food insecurity at some point during the year. This includes working families, seniors on fixed incomes, and people facing temporary job loss or unexpected expenses. Knowing what programs exist can help households understand potential resources.

Practical Takeaway: Texas food programs serve millions of residents through different mechanisms. Learning the basic differences between programs helps you understand where to look for information that may apply to your situation.

The Supplemental Nutrition Assistance Program (SNAP) in Texas

SNAP is the largest food assistance program in Texas and across the United States. It provides monthly benefits that households can use to buy food at authorized retailers. The program is federally funded but administered by the state through the Texas Health and Human Services Commission. Benefits are distributed through the Lone Star Card, an electronic card that works similarly to a debit card at grocery stores, farmers markets, and other food retailers.

In Texas, the maximum SNAP benefit amounts vary based on household size. For example, a household of three people could receive up to $771 per month in 2024, though actual amounts depend on income, expenses, and other household resources. A single person might receive up to $291 per month. These amounts are adjusted annually for inflation. The average Texas SNAP household received approximately $280 per month in recent years.

SNAP benefits can be used to purchase fruits, vegetables, meat, poultry, fish, dairy products, breads, cereals, and other food items. The program specifically excludes prepared foods, hot foods, vitamins, medicines, and household supplies. Farmers markets in Texas have increasingly accepted SNAP benefits, with some markets offering matching programs where state funds double the value of SNAP dollars spent on produce.

To receive SNAP benefits in Texas, households must meet income and resource tests. Income limits depend on household size and composition. For instance, a household of four had a gross income limit of about $2,871 per month in 2024. Some households with elderly or disabled members may have higher income limits. Asset limits are also part of the test, though certain resources like a vehicle or home do not count toward the limit.

The Texas SNAP program processes new applications through the Health and Human Services portal and local HHSC offices. Processing typically takes about 7 to 30 days, though expedited processing may be available for households in urgent situations. Applicants can also check the status of their case through the online portal or by calling the HHSC customer service line.

Practical Takeaway: SNAP is a monthly benefit program with specific income limits. Learning the income thresholds for your household size and understanding what foods you can purchase helps you determine whether the program might be relevant for your household.

WIC (Women, Infants, and Children) Program

The WIC program serves a specific population: pregnant women, postpartum mothers, nursing mothers, infants, and children up to age five. The program focuses on nutrition and health outcomes during critical developmental years. WIC provides nutritious food, nutrition education, and connections to health services. The program is federally funded and in Texas is administered through local health departments and WIC clinics.

WIC differs from SNAP in that it provides specific foods rather than a general benefit that can be spent on any food item. WIC foods typically include infant formula, baby food, milk, cheese, yogurt, eggs, beans, peanut butter, whole grain breads and cereals, fruits and vegetables, and juice. These foods were selected based on research about nutrition needs during early childhood. Participants receive a WIC card that can be used at authorized retailers to purchase only the approved items.

Texas WIC serves approximately 820,000 participants monthly across the state. The program has evolved significantly in recent years, with many clinics now offering remote nutrition education and more flexible appointment options. Some WIC programs in Texas provide farmers market vouchers specifically for fresh produce, supporting both participants and local agriculture.

To participate in WIC in Texas, households must meet income limits (generally 185% of the federal poverty level), and applicants must include at least one person in the priority group: pregnant women, postpartum women, infants under six months, or children with nutritional risk. Income for a family of three is roughly $3,800 per month, though this varies by household composition.

WIC participation requires regular contact with local clinics for appointments. Participants typically attend appointments every 6 to 12 months to provide updated information and receive nutrition education. Many Texas WIC programs now offer online appointment scheduling and nutrition classes via video. Clinics can be found through the Texas HHSC website or by contacting your local health department.

Practical Takeaway: WIC targets families with young children and pregnant or nursing mothers. Understanding the specific foods provided and the appointment requirements helps you know whether this program might fit your household's needs.

Child Nutrition Programs: School Meals and Summer Programs

Texas operates multiple child nutrition programs that provide meals and snacks to children at school and during summer breaks. The National School Lunch Program and School Breakfast Program operate in nearly every school district in Texas, serving millions of children daily. These federally funded programs provide nutritionally balanced meals at low cost or no cost based on family income. Free meals are available to children from households with incomes at or below 130% of the federal poverty level, while reduced-price meals are available to children from households at or below 185% of poverty.

School meals in Texas are required to meet federal nutrition standards. A school lunch typically includes a protein, grain, fruit, vegetable, and milk. Breakfast includes a grain, protein, fruit, and milk. Portion sizes and preparation methods meet standards set by the USDA. During 2022-2023, Texas schools served approximately 1.8 billion school lunches and 1.2 billion school breakfasts. These numbers show the enormous scale of school meal programs in meeting children's nutrition needs.

Beyond the school year, the Summer Food Service Program provides free meals to children in low-income areas during summer vacation when school meals are unavailable. This program recognizes that many children rely on school meals during the year and may experience food insecurity during the summer. In Texas, the Summer Food Service Program operates in communities across the state, with sites at parks, schools, libraries, and community centers. Meals are served at no cost to participating children, regardless of income.

The Child and Adult Care Food Program serves another population: children in child care settings and adult day care facilities. This program reimburses providers for nutritious meals and snacks. More than 200,000 Texas children participate in this program through licensed child care providers, Head Start programs, and other settings.

Information about school meal programs is typically available through your child's school or school district. Free and reduced meal forms are sent home or posted on district websites. Summer programs can be found through the Texas Department of Agriculture or by contacting local parks and recreation departments, community centers, and schools.

Practical Takeaway: School meal programs reach millions of Texas children with nutritious food at little or no cost. Learning where programs operate and income thresholds helps families understand what resources may be available to their children.
