Learn About Texas Driver's License and ID Requirements

Overview of Texas Driver's License and ID Types

Texas offers several types of driver's licenses and identification documents through the Texas Department of Public Safety (DPS). Understanding which type you might need is the first step in the licensing process. The state issues standard driver's licenses for individuals who want to operate motor vehicles on public roads. These licenses come in different classifications based on the type of vehicle you plan to drive, such as standard passenger vehicles, motorcycles, or commercial trucks.

Beyond driver's licenses, Texas also issues identification cards for people who do not drive or who need a government-issued ID for other purposes. The Real ID driver's license is another option that meets federal standards for identification and can be used for certain purposes like boarding domestic flights and entering federal buildings. Texas also offers Enhanced Driver's Licenses (EDL), which serve as both a driver's license and a travel document for land and sea border crossings with Mexico and Canada.

For commercial driving, Texas issues Commercial Driver's Licenses (CDL) to people who operate large trucks or buses. These require additional testing and background checks. Teen drivers under 18 receive a Graduated Driver's License (GDL) with specific restrictions that gradually increase driving privileges as they age and gain experience.

The state also provides Occupational Driver's Licenses for people whose regular licenses have been suspended, allowing them to drive for specific purposes like work or medical appointments. Texas residents who are not U.S. citizens may obtain a driver's license or ID card using an Individual Taxpayer Identification Number (ITIN) instead of a Social Security Number.

Practical Takeaway: Before visiting a DPS office, determine which type of license or ID matches your needs—whether you're a new driver, need a commercial license, require a Real ID for federal purposes, or need an ID without driving privileges.

Age Requirements and Restrictions for Teen Drivers

Texas has specific age-based requirements for obtaining a driver's license, particularly for younger drivers. The minimum age to obtain a learner's permit in Texas is 14 years old. With a learner's permit, teens can practice driving under the supervision of a licensed driver who is at least 21 years old. The permit must be held for a minimum of six months before a teen may take the driving test for a full license, though some restrictions can be lifted earlier if certain conditions are met.

At 16 years old, teens in Texas may take the driving test and obtain an unrestricted driver's license if they have held their learner's permit for at least six months and maintained a clean driving record during that time. However, the state also offers the Graduated Driver's License program, which provides a structured approach to granting driving privileges. Under GDL, 16-year-olds receive a license with certain restrictions, such as limitations on the number of passengers and driving hours.

The GDL restrictions typically include: a prohibition on driving between midnight and 5 a.m., a limit on transporting passengers under 21 years old (with some exceptions for family members), a requirement to use seat belts, and a prohibition on using cell phones while driving. These restrictions remain in place until the driver turns 17 years old, at which point some of the nighttime and passenger restrictions may be lifted depending on the driver's record.

For drivers ages 18 to 20, certain restrictions continue to apply even after the GDL period ends. Specifically, drivers in this age group cannot use handheld wireless communication devices while driving, and they have a lower legal blood alcohol content limit of 0.02 percent if they are caught driving under the influence. These age-specific rules aim to reduce accident rates among young drivers, who statistically have higher accident rates than older, more experienced drivers.

Practical Takeaway: Teen drivers should plan for a minimum of six months between obtaining a learner's permit and taking the driving test, and they should understand that restrictions continue even after receiving a full license until they reach adulthood.

Required Documents and Information for License Applications

Applying for a Texas driver's license or ID card requires presenting specific documents to verify your identity, residency, and Social Security number. Understanding what documents you need before visiting a DPS office can help you avoid multiple trips and delays. The state requires proof of identity, which can include a valid passport, a previous driver's license from Texas or another state, a military ID, or a birth certificate. If you use a birth certificate as your primary identity document, you may need to bring an additional document that shows your current name if it differs from the name on the birth certificate.

Proof of Social Security number is required for most applicants. You can show this through a Social Security card, a W-2 form, a tax return, or a 1099 form. Applicants without a Social Security number may use an Individual Taxpayer Identification Number (ITIN) instead. Proof of Texas residency is also necessary, and acceptable documents include utility bills, rental agreements, mortgage statements, or official government mail showing your current Texas address. Documents must be dated within 90 days of your DPS visit for utility bills and similar papers.

If your name has changed due to marriage, divorce, or court order, you must bring documentation of that change, such as a marriage certificate, divorce decree, or court order. Additionally, DPS requires proof of lawful presence in the United States. U.S. citizens typically show this through a birth certificate, passport, or military discharge papers. Non-citizens may show a permanent resident card, employment authorization document, visa, or other immigration documents. If your documents are from another country, you may need to bring a certified English translation.

Bring your Social Security card, even if you plan to use another document as proof of your SSN, because DPS staff will verify the number against Social Security Administration records. If you are renewing or replacing a license, you may be able to do so by mail or online in some cases, reducing the need to bring physical documents to an office. Texas also offers a service where you can check your document requirements online using the DPS website before your appointment.

Practical Takeaway: Gather all required documents before visiting a DPS office—bring original documents or certified copies, as photocopies are usually not accepted, and verify that documents show your current name and address to avoid rejection.

The Testing Process: Written Exam and Driving Test

Texas requires both a written knowledge test and a practical driving test for most first-time license applicants. The written test covers traffic laws, road signs, safe driving practices, and vehicle safety features. The test consists of 30 multiple-choice questions, and you must answer at least 21 correctly to pass. Questions address topics like speed limits, right-of-way rules, parking regulations, and how to handle different weather conditions. The test is offered in English and several other languages, including Spanish, Vietnamese, and Mandarin Chinese. Study materials are available through the DPS website and at DPS offices.

First-time applicants must hold a learner's permit for at least six months before taking the driving test, and they must be at least 16 years old. The driving test evaluates your ability to safely operate a vehicle in real-world conditions. During the test, a DPS examiner will observe you performing various driving tasks, such as starting the vehicle, using turn signals, making turns, backing up, parallel parking, and responding to traffic signals and signs. The examiner will also assess your ability to handle emergency situations and your overall understanding of traffic laws.

The practical test typically lasts between 30 and 40 minutes and covers an area within a few miles of the DPS office where you test. You must provide a vehicle that is registered, insured, and in safe working condition. The vehicle's headlights, brake lights, windshield wipers, horn, and brakes must all function properly. You are responsible for providing a vehicle; DPS does not supply test vehicles. The examiner will check your vehicle before the test begins, and if it does not meet safety standards, you will not be allowed to test that day.

Commercial Driver's License applicants face additional testing requirements. The CDL written test covers specialized topics like vehicle safety, cargo handling, and regulations specific to commercial transportation. CDL applicants must also pass a skills test that includes a pre-trip vehicle inspection, a basic control skills test, and a road test. The pre-trip inspection requires drivers to identify and explain the function of various vehicle components. The basic control skills test evaluates backing, parking, and maneuvering the vehicle in a controlled environment before the on-road driving test.
