Learn About Stopping Political Messages and Calls

Understanding Political Messages and How They Reach You

Political messages arrive through many channels throughout election seasons and between elections. Campaigns, political organizations, and advocacy groups send these messages to reach voters. Understanding how political communication works can help you make decisions about what you receive.

Political messages come through several methods:

• Text messages (SMS) to mobile phones
• Phone calls to landlines and cell phones
• Emails to email addresses
• Social media platforms like Facebook, Instagram, and TikTok
• Direct mail pieces sent through postal service
• Robocalls and automated voice messages

Your phone number and email address become available to political organizations through voter registration records, which are public in most states. When you register to vote, you provide your name, address, and often your phone number. Political campaigns purchase or access these voter lists to contact people about candidates, ballot measures, and voting information. Additionally, data brokers compile information from public sources and sell it to campaigns and organizations.

The volume of political messages increases significantly during election years. In 2020, voters reported receiving multiple texts per day during peak campaign periods. Some people received 50 or more political text messages in a single week leading up to Election Day. Between election cycles, messages may decrease but typically continue from issue-based organizations and parties building support for future elections.

Practical Takeaway: Recognize that political messages are a normal part of election communication. Your contact information may be on multiple political lists, which is why you might receive messages from different campaigns or organizations even if you never directly contacted them.

Your Legal Rights Regarding Political Communications

Federal laws regulate how political organizations can contact you. These laws protect your right to control unwanted communications while also protecting the rights of organizations to communicate about political matters. Understanding these rules helps you know what you can and cannot do about political messages.

The Telephone Consumer Protection Act (TCPA), passed in 1991, sets rules for political calls and texts. Key provisions include:

• Political organizations must identify themselves when they call or text
• They must provide a callback phone number or mailing address
• They cannot use robocalls to cell phones without your prior written consent
• They must honor "do not call" requests, but political calls get different treatment than commercial calls
• They must call between 8 a.m. and 9 p.m. in your time zone
• They cannot use artificial or prerecorded voices on cell phones without consent

Important distinction: The National Do Not Call Registry that stops most telemarketing calls does not stop political calls. Political speech receives special protection under the First Amendment, so political organizations can still call numbers on the Do Not Call Registry. However, if you tell a political caller to stop calling you, they must generally honor that request.

Text messaging has fewer federal regulations than calls. Political campaigns can send text messages to cell phones, but they must identify who is sending the message. They should provide a way to stop receiving texts, such as replying "STOP." State laws may provide additional protections beyond federal law, so rules vary depending on where you live.

Practical Takeaway: You have rights under federal law to request that specific callers or senders stop contacting you. Document when you made such requests, including the date, time, and who you spoke with, in case you need to prove you made the request.

Methods for Stopping Political Texts and Calls

Several practical steps can reduce the number of political messages you receive. No single method will stop all political communications, but combining these approaches significantly decreases unwanted contact.

For phone calls, try these methods:

• Ask the caller to put you on their internal do-not-call list before hanging up
• Request to speak with someone who can process your request rather than leaving a voicemail
• Ask for the organization's mailing address or website where you can submit a written request
• Keep a record of the organization's name, date, and time you requested removal
• Consider not answering calls from unfamiliar numbers, letting them go to voicemail
• Block specific numbers on your phone if your service plan allows it

For text messages, the process is more straightforward in most cases:

• Reply "STOP" to any political text message
• Most campaigns and organizations will remove you from their list after receiving a STOP request
• Save confirmation messages that show you unsubscribed
• If texts continue from the same sender after you requested removal, report the violation
• Check if your phone's settings allow you to filter unknown senders or report spam

For emails, standard unsubscribe methods typically work. Most political emails include an unsubscribe link at the bottom of the message. Clicking this link usually removes you from that organization's email list. If you receive emails from multiple campaigns, you may need to unsubscribe from each one separately.

Practical Takeaway: When requesting removal from contact lists, be specific and request written confirmation. The most successful removals happen when you speak directly with someone rather than leaving automated messages, but documenting your request through text messages also provides proof.

Reporting Violations and Getting Additional Help

If political organizations continue contacting you after you have requested removal, you have options for reporting these violations. Various agencies investigate complaints about illegal political communications.

Report violations to these agencies:

• Federal Communications Commission (FCC): File complaints about illegal robocalls and texts at fcc.gov/complaints
• Federal Trade Commission (FTC): Report unwanted calls and texts to ReportFraud.ftc.gov
• State Attorney General: Each state has an office that handles consumer complaints about violations of state laws
• State election office: Some states have divisions that oversee campaign practices
• Your phone company: Report spam and unwanted calls to your service provider

When filing a report, provide as much detail as possible. Include the date and time you received the message, the exact text or content of the call, any phone number shown as the sender, and documentation that you requested removal. If you saved screenshots or recordings (where legal), include those. Save any confirmation messages or documentation from your removal request.

State laws vary significantly in how they regulate political communications. Some states have passed laws with stronger protections than federal law provides. California, for example, has restrictions on political robocalls. Colorado requires consent before sending political texts. Researching your state's specific laws helps you understand what violations to report.

Keep in mind that investigating and enforcing violations takes time. The FCC and FTC receive millions of complaints annually, so responses may take months. However, if a pattern of violations emerges from a particular organization, agencies may take action against them.

Practical Takeaway: Maintain detailed records of unwanted messages and your removal requests. Having documentation significantly strengthens any complaint you file with regulatory agencies and proves you took proper steps to stop the contact.

Preventive Measures to Limit Political Contact

Beyond stopping messages after they arrive, several preventive steps can reduce how many political organizations obtain your contact information in the first place. These methods address the source of the problem rather than just the symptoms.

Review your voter registration privacy options. Many states allow you to mark your voter registration as private or request that your information not be sold to political organizations. This option is not available in every state, but where it exists, it significantly reduces the calls and messages you receive. Contact your state election office or local voter registration office to learn what privacy options are available where you live.

Be cautious about sharing your phone number online. Every form you fill out, survey you answer, or app you download potentially shares your phone number with data brokers
