Learn About SSDI Changes in 2024

Overview of SSDI and Major Changes Happening in 2024

Social Security Disability Insurance (SSDI) is a federal program that provides monthly payments to people with disabilities who have worked and paid into Social Security. In 2024, the Social Security Administration announced several changes that affect how the program operates and how much people receive. These changes touch on payment amounts, work incentives, medical reviews, and how beneficiaries report their earnings.

The most visible change in 2024 is the increase in monthly benefit amounts. The Cost of Living Adjustment (COLA) for 2024 was 3.2 percent, meaning most beneficiaries saw their checks increase by this percentage starting in January 2024. For someone receiving $1,500 per month in 2023, this meant an additional $48 per month in 2024. The average SSDI benefit in 2024 reached approximately $1,550 per month, though individual amounts vary based on each person's work history and earnings record.

Beyond payment increases, 2024 brought changes to how the Social Security Administration conducts medical reviews for beneficiaries. The agency adjusted its continuing disability reviews (CDRs) to focus more on cases where people's conditions are most likely to improve. This means some beneficiaries may face fewer reviews, while others whose conditions might change may see more frequent check-ins. The goal is to ensure that benefits reach people who still have disabilities while allowing those who have recovered to transition off the program.

Work incentive programs also expanded in 2024, giving beneficiaries more ways to earn money while keeping their benefits. These changes reflect a shift toward helping people with disabilities remain connected to work and potentially earn higher future benefits. Understanding these changes helps beneficiaries make informed decisions about their situation.

Practical takeaway: Review your benefit statement on your personal Social Security account online to see your current benefit amount and verify it includes the 2024 COLA increase. If you believe your payment is incorrect, contact the Social Security Administration directly to clarify the amount.

Understanding the 2024 Cost of Living Adjustment (COLA)

Every year, the Social Security Administration adjusts benefit payments to account for inflation and changes in the cost of living. This adjustment is called the Cost of Living Adjustment, or COLA. For 2024, the COLA was 3.2 percent. While this may seem like a small percentage, it represents a meaningful increase for millions of beneficiaries who depend on these payments for basic expenses like housing, food, and medical care.

The COLA is calculated based on the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W), which measures how prices change for goods and services over time. The Social Security Administration compares the average CPI-W for July, August, and September of the current year to the same months in the previous year. If prices have gone up, beneficiaries receive a higher COLA. If there is no increase or prices have fallen, the COLA may be zero or very small.

For SSDI beneficiaries specifically, the 2024 COLA increase meant different amounts depending on their current benefit level. A person receiving $1,000 per month gained about $32 monthly. Someone receiving $2,000 per month gained about $64 monthly. These amounts may seem modest, but over the course of a year, they add up to meaningful money—between $384 and $768 in this example—that can help cover rising costs for medications, utilities, or transportation.

It is important to note that not all SSDI beneficiaries received the full 3.2 percent increase. Family members receiving benefits based on the beneficiary's record—such as a spouse or child—also received the same percentage increase. Additionally, beneficiaries with very low benefit amounts or those affected by the Government Pension Offset or Windfall Elimination Provision may see different calculations. For beneficiaries under age 18 or those receiving Supplemental Security Income (SSI) alongside SSDI, the adjustment worked differently.

To find out what your 2024 COLA increase was, check your December 2023 benefit statement or log into your online Social Security account to see your January 2024 payment. The increase should appear as a higher payment amount starting in January 2024. If you do not see an increase, or if the increase seems too small, you can contact the Social Security Administration to discuss your specific situation.

Practical takeaway: Use an online inflation calculator to understand how the 3.2 percent COLA compares to the actual increase in your living expenses over 2023 and 2024. This helps you plan your budget and understand whether the benefit increase keeps pace with your personal cost of living.

Changes to Work Incentives and Earnings Rules in 2024

One of the most important developments in 2024 involves expanded work incentives for SSDI beneficiaries. The Social Security Administration has made it easier for people receiving SSDI to work and earn money while keeping their benefits. These changes reflect the reality that many people with disabilities want to work, and work can provide not only income but also a sense of purpose and independence.

The Trial Work Period (TWP) remains a cornerstone of SSDI work incentives. During the TWP, beneficiaries can earn any amount of money without losing their SSDI benefits, as long as they report their work to Social Security. The TWP lasts for nine months within a rolling 60-month period. This means you can work and earn while testing your ability to sustain employment. For 2024, there is no limit to how much you can earn during the TWP—whether you make $500 per month or $5,000 per month, your full SSDI benefit continues.

After the Trial Work Period ends, the Extended Eligibility Period (EEP) becomes important. During the EEP, which lasts for 36 months, SSDI beneficiaries can continue working. Payments are suspended only for months when earnings exceed the Substantial Gainful Activity (SGA) level. For 2024, the SGA limit is $1,550 per month for non-blind beneficiaries and $2,590 per month for blind beneficiaries. If you earn less than these amounts in a given month, you receive your full SSDI benefit. If you earn more, your benefit is suspended that month, but you keep your Medicare coverage and can reinstate benefits quickly if your earnings drop.

A newer work incentive gaining prominence in 2024 is the Ticket to Work program. This program allows beneficiaries to work with an employment network or vocational rehabilitation provider to develop work skills and pursue employment goals. While using a Ticket to Work, beneficiaries have extended Medicare or Medicaid coverage even if their earnings would normally cause benefit suspension. The program lasts up to 60 months and includes protections so beneficiaries can return to full benefits if their work attempt does not succeed.

In addition to these programs, 2024 saw Social Security continue to promote Section 1619(b) protections for SSI beneficiaries (though this does not directly apply to SSDI-only recipients, it shows the direction of policy). For SSDI beneficiaries, the key message is that work is now supported and encouraged by the system rather than penalized. Changes to how earnings reports are processed have also made the system more responsive, reducing delays in payments and reducing confusion about how work affects benefits.

Practical takeaway: If you are considering returning to work while on SSDI, request a "Work Incentives Planning and Assistance" (WIPA) consultation. WIPA programs are available free through community organizations and can help you understand how your specific earnings will affect your benefits before you start working.

Medical Reviews and Continuing Disability Reviews (CDRs) in 2024

The Social Security Administration conducts Continuing Disability Reviews (CDRs) to verify that SSDI beneficiaries still have disabilities that prevent substantial work. In 2024, the agency made significant changes to how these reviews are scheduled and conducted, aiming to target reviews more strategically and reduce unnecessary paperwork for beneficiaries whose conditions are unlikely to improve.

CDRs fall into three categories based on how often they occur. Some beneficiaries receive "medical improvement expected" reviews, typically scheduled for three years after the initial award decision. Others receive "medical improvement possible" reviews every five to seven years. A third group receives "medical improvement not expected" reviews every seven years. In 2024, the
