Learn About Social Security and Veterans Benefits Changes in 2025

Overview of Social Security Changes Coming in 2025

Social Security, the federal program that provides monthly payments to retirees, disabled workers, and survivors of deceased workers, undergoes regular updates each year. For 2025, several significant changes are taking effect that affect how much people receive and how the program operates.

The most notable change is the Cost of Living Adjustment, commonly called COLA. This annual increase reflects changes in inflation and helps ensure that benefits maintain their purchasing power. For 2025, Social Security benefits are increasing by 2.5 percent. This means someone who received $1,500 monthly in 2024 would receive approximately $1,537.50 in 2025. While this percentage might seem modest, it adds up over time, especially for people who depend heavily on these monthly payments.

Another key change involves the earnings test, which affects people who receive benefits before reaching full retirement age and continue to work. In 2025, the earnings threshold—the amount someone can earn before Social Security reduces their benefits—is rising to $24,120 per year. For every two dollars earned above this amount, Social Security reduces benefits by one dollar. Once someone reaches full retirement age, this limit no longer applies, and they can earn any amount without losing benefits.

The maximum earnings subject to Social Security tax is also increasing. For 2025, the wage base limit is $177,900, up from $168,600 in 2024. This means higher-earning workers will pay Social Security taxes on a larger portion of their income. However, this also means that future benefits calculations may reflect higher career earnings for these workers.

Additionally, the full retirement age—the age at which people can receive their complete, unreduced Social Security benefit—continues its gradual increase for people born in certain years. For people born in 1959, the full retirement age is 66 and 10 months. For those born in 1960 or later, it will eventually reach 67 years old, where it is expected to remain.

Practical Takeaway: If you currently receive Social Security or plan to in 2025, note that your payment amount may increase due to the 2.5 percent COLA adjustment. If you work and receive benefits early, track your earnings to ensure you understand how the new $24,120 threshold might affect your monthly payments. Review your Social Security statement to verify that your earnings record is accurate, as this directly impacts your benefit amount.

Understanding Veterans Benefits Adjustments for 2025

Veterans' benefits include several programs designed to support military service members and their families. These programs are distinct from Social Security, though some veterans may receive both. The Department of Veterans Affairs manages most benefits for those who served in the military. In 2025, several changes are affecting the amount veterans receive and how the programs operate.

The Veterans Basic Allowance for Housing (BAH) has undergone significant restructuring. BAH provides monthly housing payments to service members and veterans living off-base. For 2025, the BAH structure is changing to better reflect actual housing costs in different geographic areas. Service members and veterans in high-cost areas like San Francisco or New York City may see increases, while those in lower-cost areas might experience adjustments. The amount varies based on location, rank, and whether the person has dependents. A junior enlisted service member in rural Mississippi might receive approximately $600 monthly, while an officer in Washington, D.C., could receive over $2,500.

Disability compensation rates for veterans are also rising in 2025. The Department of Veterans Affairs typically increases these payments annually to match the Social Security COLA. Veterans with service-connected disabilities ranging from 10 percent to 100 percent disability rating will see increases in their monthly payments. For example, a veteran rated at 50 percent disability receives a different amount than one rated at 100 percent. These increases help ensure that disability payments keep pace with inflation and maintain their value for veterans facing ongoing medical needs.

The Survivor Benefit Plan (SBP), which provides lifetime monthly payments to families of deceased service members and retirees, is also increasing by 2.5 percent for 2025. If a military retiree elected SBP coverage at retirement and paid into the program throughout their military career, their surviving spouse and children will see this increase in their monthly payments.

Additionally, medical benefits through the Veterans Health Administration continue to evolve. While the VA provides healthcare directly to eligible veterans at medical facilities across the country, eligibility and coverage details can change. Some high-priority groups, such as those with service-connected disabilities rated at 50 percent or higher, receive priority access to VA medical services.

Practical Takeaway: If you receive military retirement pay or VA disability compensation, your 2025 payments should reflect the annual increase. If you use BAH, verify that your payment reflects your current geographic location and circumstances, as the 2025 changes to the BAH system may affect your amount. If you have military service and have not yet reviewed your VA benefits, consider learning about the programs you may be entitled to receive based on your length and type of service.

How the Social Security Earnings Test Works in 2025

Many people who decide to receive Social Security before reaching full retirement age want to continue working. The earnings test is a rule that temporarily reduces Social Security benefits if someone earns income beyond a certain threshold while under full retirement age. Understanding this test is important for people making decisions about when to begin receiving benefits and how much they might earn from work.

In 2025, the earnings test allows people under full retirement age to earn up to $24,120 per year without any reduction in Social Security benefits. This limit applies only to earned income—wages from employment or net income from self-employment. Income from sources like retirement accounts, investments, pensions, or rental property does not count toward this limit. For example, someone can receive $5,000 in annual dividend income from stocks without triggering the earnings test, but $5,000 in wages counts directly toward the limit.

Once someone exceeds the $24,120 limit, Social Security reduces benefits by 50 cents for each dollar earned above the threshold. So if someone earns $34,120 per year, they have $10,000 in excess earnings. This results in a $5,000 reduction in annual Social Security benefits, or approximately $417 per month. The reduction can be substantial, but it is temporary—once someone reaches full retirement age, the earnings test no longer applies, and they receive their full benefit amount for the remainder of their life.

There is an important exception for the year someone reaches full retirement age. In that year only, the earnings test uses a higher limit of $64,320 (for earnings before the month of full retirement age). After the month of full retirement age, no earnings test applies at all. This means a 67-year-old working full-time earns as much as desired without any reduction in Social Security benefits.

The earnings test affects only Social Security retirement and survivor benefits. It does not affect disability benefits, meaning someone who receives Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI) should understand different rules regarding work and earnings.

Practical Takeaway: If you are thinking about receiving Social Security before age 67 and want to work, calculate your expected earnings against the $24,120 limit for 2025. If you expect to earn beyond this amount, factor in the potential reduction to your benefits. Some people discover that receiving benefits early and working results in a lower total income compared to waiting until full retirement age to begin benefits. Evaluate your personal situation based on your expected earnings, life expectancy, and financial needs.

Changes to Social Security Tax Rates and Wage Base Limits

Social Security is funded through payroll taxes that employers and employees contribute. Understanding these tax rates and how wage limits work helps explain how the program remains solvent and how individual contributions affect future benefits. The tax structure and limits change annually, and 2025 brings important updates.

For 2025, the Social Security payroll tax rate remains at 6.2 percent for employees and 6.2 percent for employers, totaling 12.4 percent. Self-employed individuals pay both portions, totaling 12.4 percent. These rates have remained stable for decades. However, the maximum earnings subject to this tax have increased. In 2025, wages are taxed up to $177,900, up from $168,600 in 2024.

This wage base increase is significant for high-income earners. Someone earning $
