Understanding Social Security: History, Purpose, and How It Works

Social Security is a federal insurance program that has been part of American life since 1935. During the Great Depression, millions of older Americans faced severe poverty with no savings or family support. President Franklin D. Roosevelt created Social Security to provide a foundation of economic security for retired workers, people with disabilities, and survivors of deceased workers.

Today, Social Security serves more than 67 million Americans. The program operates through a simple concept: workers and employers contribute payroll taxes while people work. These contributions go into a trust fund that pays benefits to current retirees, people with disabilities, and families of deceased workers. For 2024, the average monthly benefit for a retired worker is approximately $1,907, though this varies based on individual work history and when someone begins receiving payments.

The program works through a "pay-as-you-go" system. Your payroll taxes support current beneficiaries, while future workers will support you. Workers contribute 6.2% of their wages to Social Security (up to an annual earnings cap), and employers match this amount. Self-employed individuals pay 12.4% total. These contributions are tracked through your Social Security number, which creates a record of your work history.

Social Security has three main types of benefits: retirement benefits, disability benefits, and survivor benefits. Retirement benefits are available to workers at different ages—currently age 62 through 70. Disability benefits support workers who cannot work due to medical conditions. Survivor benefits provide payments to family members of deceased workers who paid into the system.

The program also indexes benefits to inflation, meaning monthly payments adjust yearly based on cost-of-living increases. In 2024, benefits increased by 3.2% compared to 2023. This protection helps ensure that benefits maintain purchasing power over time, even as prices rise.

Practical Takeaway: Social Security is not a savings account—it's an insurance system you pay into while working. Understanding how contributions create a benefit record is the foundation for learning about both retirement and disability programs.

Social Security Disability Insurance (SSDI): What It Is and Who Uses It

Social Security Disability Insurance (SSDI) provides monthly payments to people who cannot work because of a medical condition expected to last at least 12 months or result in death. Unlike needs-based programs that consider income and resources, SSDI is based on your work history and contributions to Social Security.

To receive SSDI, you must meet two main requirements: you must have worked long enough in jobs covered by Social Security, and you must have a severe medical condition that prevents substantial work activity. "Substantial work activity" means earning more than a certain amount monthly—$1,550 in 2024 (or $2,590 for blind individuals). The government evaluates whether your condition prevents you from doing your past work and any other work available in the economy.

As of 2024, approximately 8.2 million people receive SSDI benefits. The average monthly SSDI payment is around $1,550. These payments continue until you reach full retirement age, at which point your SSDI benefit converts to a retirement benefit at the same amount. If you have dependent children or a spouse caring for children under 16, they may also receive benefits based on your work record.

The Social Security Administration maintains a "Blue Book" that lists medical conditions that may warrant disability benefits. However, having a listed condition doesn't automatically mean you'll receive benefits—the SSA evaluates your specific medical records and functional limitations. Common conditions among SSDI beneficiaries include musculoskeletal disorders, mental health conditions, circulatory diseases, and cancer.

SSDI also includes an important feature called the "work incentive." If you begin working and earn income, you can use a trial work period to test your ability to work without losing benefits. During this nine-month period (not necessarily consecutive), you can earn any amount without losing benefits. After the trial work period, there's a gradual reduction in benefits as earnings increase, then benefits stop if you consistently earn above the substantial gainful activity level.

Your work record determines how much you contributed to Social Security and for how long. The SSA uses your highest 35 years of earnings to calculate your "primary insurance amount"—the basis for your SSDI payment. If you haven't worked long enough to accumulate sufficient credits, you won't meet the work requirements for SSDI, though you may be able to count credits from a parent's or spouse's work record in some situations.

Practical Takeaway: SSDI is based on your work history and contributions, not on financial need. Understanding your work record and how it connects to disability benefits helps you grasp why the program exists and how it differs from other assistance programs.

Supplemental Security Income (SSI) and Its Relationship to Social Security

Supplemental Security Income (SSI) is often confused with SSDI, but it operates under different rules. While SSDI is based on work history, SSI is a needs-based program. SSI provides payments to people who are aged 65 or older, blind, or disabled (including children), and who have limited income and resources. Importantly, you do not need a work history to receive SSI.

The key difference between SSDI and SSI lies in the funding source and eligibility requirements. SSDI comes from payroll taxes you and your employer paid while working. SSI comes from general tax revenue. For SSDI, your work record determines your benefit amount. For SSI, the benefit amount is set by federal law and adjusted yearly for inflation. In 2024, the maximum federal SSI payment is $943 monthly for individuals and $1,415 for couples.

SSI has strict resource limits. You can have no more than $2,000 in countable resources as an individual, or $3,000 as a couple (2024 limits). Resources include savings, stocks, and property, though certain items are excluded like your home, one vehicle, and personal belongings. Income limits also apply—generally, you can earn a small amount monthly without losing SSI, with specific work incentives available.

Some people receive both SSDI and SSI simultaneously. This happens when your SSDI payment is very low—below the SSI federal benefit rate—and you meet SSI resource requirements. The SSI program "tops up" your SSDI to reach the SSI payment level. About 1.3 million people receive concurrent SSDI and SSI benefits.

Children under 18 can receive SSI if they have a severe medical or mental condition that substantially limits their ability to function. The child's own income and resources are evaluated, though the family's income and resources also count in the calculation. When the child turns 18, the SSA re-evaluates them under adult disability standards, which are typically more restrictive.

SSI also includes work incentives such as "Plan to Achieve Self-Support" (PASS), which allows you to set aside income and resources for a work goal without affecting SSI eligibility. For example, if you want to return to school to develop new job skills, PASS lets you save money and attend school while maintaining SSI benefits. Another work incentive, "Impairment Related Work Expenses" (IRWE), allows you to deduct disability-related costs from your income when calculating SSI payments.

Practical Takeaway: SSI and SSDI serve different populations based on different rules—SSDI rewards work history, while SSI helps people with limited resources regardless of work background. Knowing which program you might interact with affects what information matters most to you.

The Medical and Vocational Evaluation Process

Understanding how the Social Security Administration evaluates disability claims is crucial for learning about the system. The SSA uses a five-step evaluation process to determine whether someone cannot work due to a disability. This process is sequential—if you don't meet requirements at one step, the evaluation typically stops there.

Step One asks whether you are currently working and earning more than the substantial gainful activity level ($1,550 in 2024). If you are, the SSA generally cannot find you disabled, regardless of your medical condition. Step Two determines whether your medical condition is "severe"—meaning it significantly limits your ability to do basic work activities like walking, sitting, concentrating, or remembering instructions. Conditions that are minor or non-limiting don't meet this threshold.

Step Three compares your condition to medical conditions in the SSA's "
