Learn About Section 8 Housing When You Move

What Section 8 Housing Is and How It Works

Section 8 is a federal housing program run by the U.S. Department of Housing and Urban Development (HUD). The program helps lower-income families, elderly people, and people with disabilities pay rent. Instead of giving money directly to tenants, the government pays a portion of the rent to landlords on behalf of the tenant. The tenant pays the remaining amount.

The program started in 1974 and serves approximately 2.2 million households across the United States. Each month, the government covers between 30% to 80% of a household's rent, depending on the family's income. The tenant typically pays no more than 30% of their income toward rent.

Here's how the basic system works: A family receives a voucher from their local Public Housing Authority (PHA). The voucher shows the maximum amount of rent the program will cover in that area. The family then finds a landlord willing to accept Section 8 vouchers. Once a lease is signed, the PHA pays the landlord directly each month, and the tenant pays their share. This arrangement continues as long as the family remains eligible and follows program rules.

Section 8 differs from public housing, where the government owns the actual buildings. With Section 8, the family rents from a private landlord in the private housing market. This gives families more choices about where to live compared to public housing.

The program operates under specific regulations that protect both landlords and tenants. Rental units must pass housing quality inspections before a family can move in. Inspectors check that the unit has working plumbing, heating, electrical systems, and safe conditions. Landlords must maintain these standards throughout the lease period.

Practical takeaway: Section 8 is a rental assistance program where government funds pay part of your rent to a private landlord. Understanding this basic structure helps you know what to expect if you participate in the program.

Income Limits and Household Composition Requirements

Section 8 is designed for households with low to very low incomes. Income limits vary significantly by location because housing costs differ across the country. In expensive cities like San Francisco or New York, income limits are higher than in rural areas. For example, a family of four in San Francisco might have an income limit around $80,000 annually, while the same family in a small Midwestern town might have a limit around $35,000.

The program generally serves households earning no more than 50% to 80% of the area's median income. However, at least 75% of new vouchers must go to families earning 30% or less of the area median income. This means the program prioritizes the very lowest-income households.

To understand if a household's income falls within program limits, you need to know what counts as income. Earned income includes wages, salaries, and self-employment income. Unearned income includes Social Security benefits, disability payments, unemployment compensation, child support, and pension payments. Not all income counts toward the limit—some exclusions exist. For example, student financial aid and income of live-in aides typically don't count.

Household composition also matters. The program defines a household as people living together who are related by blood, marriage, or custody, plus any live-in caregiver. HUD allows families to add new members through birth or custody, but adding adult children or other relatives who weren't originally part of the household requires approval from the PHA. Some households include non-family members under specific circumstances, such as live-in attendants for elderly or disabled household members.

Different family sizes have different income limits. A single person's income limit is lower than a family of four's limit. However, exceeding the income limit doesn't mean permanent removal from the program. Many PHAs allow families to stay in the program even if income temporarily rises above the limit, though they may pay a higher rent share.

Many families don't realize which income sources count toward their limit. For instance, if a teenager in the household earns money from a part-time job, that income typically counts. However, income earned by household members under 18 is often excluded or limited. Child support and alimony payments count as income for the receiving household member.

Practical takeaway: Know your area's specific income limits and carefully track which types of income count toward the limit. Income rules are specific to your location and family size, so contacting your local PHA for exact numbers is necessary.

The Application Process and Waiting Lists

Getting a Section 8 voucher begins with contacting your local Public Housing Authority. Every city and county has a PHA office responsible for managing the program in that area. You can find your local PHA through HUD's official website or by calling HUD's general information line. The PHA office will tell you whether it's currently accepting new applications.

Most PHAs maintain waiting lists because demand for vouchers far exceeds the number available. The national average wait time is about two years, but some areas have wait times exceeding five or even ten years. A few areas have closed their waiting lists entirely because they already have more applicants than they can serve for several years.

When a PHA opens its waiting list for applications, it typically does so for a limited period, ranging from a few weeks to several months. During open periods, you can visit the PHA office in person, mail in an application, or use an online system if the PHA offers one. You'll need to provide documentation of your identity, income, and household composition. This includes birth certificates for household members, recent pay stubs, tax returns, Social Security cards, and proof of current housing.

Some PHAs use a lottery system to select applicants from their waiting list. Others use a preference system that prioritizes certain groups, such as people experiencing homelessness, people fleeing domestic violence, or people with disabilities. Preferences vary by location based on local needs and HUD regulations.

Once you're on the waiting list, the PHA will contact you when a voucher becomes available. This might happen in a few months or several years later, depending on your area's waiting list length. When called, you'll go through an interview process. The PHA will verify all information you provided on your application and ask additional questions about your household, income, and background.

The PHA will conduct a background check covering criminal history, credit, and rental history. However, HUD doesn't automatically deny people based on past criminal convictions. The PHA must consider factors like the nature and severity of the crime, how long ago it occurred, and what the person has done since then. Similarly, negative rental history doesn't automatically disqualify someone, though past evictions are carefully considered.

If the PHA approves your household, you'll receive a voucher that's typically valid for 60 days. During this period, you must find a rental unit that meets program standards and whose rent doesn't exceed the program's payment limit for your area. If you can't find housing within the timeframe, the PHA may extend your voucher validity.

Practical takeaway: Contact your local PHA to learn about your area's current waiting list status and application procedures, and gather required documentation before applying. Be prepared for a potentially long wait between application and receiving a voucher.

Finding Housing and Working with Landlords

Once you hold a Section 8 voucher, you can begin searching for a rental unit. The key requirement is finding a landlord willing to accept Section 8 tenants. Some landlords welcome voucher holders because the government payment is reliable. Other landlords are reluctant because of past negative experiences or misunderstandings about program rules.

Your search includes looking at newspaper listings, online rental websites, community bulletin boards, and driving through neighborhoods where you'd like to live. Many rental platforms now allow you to filter by Section 8 acceptance. When you find a unit you're interested in, you must disclose that you'll be using Section 8 to pay part of the rent. This conversation needs to happen before you spend time viewing the property.

The rental unit must be in good condition and meet HUD's Housing Quality Standards (HQS). These standards ensure the unit is safe, habitable, and structurally sound. An inspector will visit to check that the unit has adequate heat, functioning plumbing and electrical systems, safe stairs and railings, working locks on doors and windows, and no pest infestations or mold. The unit must also be appropriately sized for your household—generally one bedroom per two people.
