Learn About Protecting Yourself From Medicare Phone Scams

How Medicare Phone Scams Work and Why Scammers Target You

Medicare phone scams are one of the fastest-growing types of fraud targeting older adults. According to the Federal Trade Commission (FTC), people reported losing over $1 billion to fraud in 2022, with imposter scams representing the largest category. Scammers specifically target Medicare beneficiaries because they know these individuals have Social Security numbers, Medicare numbers, bank account information, and often have savings set aside for healthcare expenses.

Scammers use several tactics to make their calls seem legitimate. They may claim to represent Medicare, your insurance company, your doctor's office, or the Social Security Administration. Some scammers use caller ID spoofing technology, which makes their phone number appear to come from an official government agency or well-known company. A caller might say their number is from "Medicare" (1-800-MEDICARE), but the actual call comes from somewhere completely different.

The typical scam follows a pattern. The caller creates a sense of urgency by saying your Medicare benefits will be canceled, your Social Security number has been compromised, or there's fraudulent activity on your account. They may claim you need to verify personal information "to protect your account" or that you're owed a tax refund. Once they have your information, they use it to commit identity theft, drain bank accounts, or submit false claims to Medicare.

Scammers often work in call centers where they make hundreds of calls daily. They keep detailed notes on which stories work best and refine their approach based on what people respond to. Some target specific regions or age groups. The sophistication of these operations means that even cautious people can sometimes fall for the initial pitch.

Practical Takeaway: Understanding that scammers use psychology, urgency, and fake caller ID technology helps you recognize red flags. Remember that legitimate Medicare representatives will never call you unsolicited asking for personal information.

Common Medicare Scam Tactics and Warning Signs

Scammers use dozens of different stories, but they typically involve claims about your benefits, your account security, or money you're owed. One common tactic involves claiming there's an error with your Social Security number or Medicare number and that you need to verify it over the phone. Another involves saying your benefits will be suspended or canceled unless you take action immediately. A third involves offering a Medicare card with better coverage or claiming you're owed a refund or rebate.

The "COVID-related benefits" scam was particularly prevalent during the pandemic. Callers claimed beneficiaries were owed government payments for healthcare expenses or stimulus relief and asked for bank account information to deposit these supposed payments. Similarly, some scammers claimed to offer free health screening equipment, diabetic supplies, or other medical devices covered by Medicare—but only if the person provided their Medicare number and personal information.

Another variation involves impersonating a pharmacist or healthcare provider. The caller says there's an issue with a prescription, a medication interaction, or a billing problem, then requests personal information to "correct" the issue. Some scammers even call back multiple times, pretending to be different people from different departments, to reinforce their story and build trust.

Warning signs of Medicare phone scams include:

• The caller asks for your Medicare number, Social Security number, or bank account information
• The caller pressures you to respond quickly or threatens that your benefits will end
• The caller offers something free, including free medical equipment or a free Medicare card
• The caller claims there's a problem with your account that needs to be verified right away
• The caller asks you to pay a fee to apply for benefits or services you already have
• The caller offers services or supplies you didn't request and aren't aware of
• The caller claims you've won a prize or are owed money you don't remember applying for
• The caller says they're calling on behalf of Social Security or the IRS regarding Medicare benefits
• Background noise suggests a call center with many other people on calls

Practical Takeaway: If a caller mentions any of these warning signs, hang up and call Medicare directly at 1-800-MEDICARE (1-800-633-4227) using the phone number on your actual Medicare card—not a number the caller provides.

Information About What Medicare Will Never Ask You Over the Phone

Understanding what legitimate Medicare representatives will not do over the phone is one of your strongest defenses against scams. The Centers for Medicare & Medicaid Services (CMS) has established clear policies about unsolicited contact and information requests. Medicare will not call you unsolicited asking for personal information. If you receive a call claiming to be from Medicare asking for your Social Security number, Medicare number, or bank account details, you can be confident it's a scam.

Medicare will not threaten to suspend, cancel, or revoke your benefits during an unsolicited call. Legitimate benefit suspension requires multiple notices sent by mail with specific reasons and opportunities to appeal. Medicare will not ask you to make a payment over the phone to keep your benefits or to apply for services. All legitimate Medicare enrollment and benefit applications go through official channels, either online at Medicare.gov or through proper mail procedures.

Medicare will not offer free medical equipment, supplies, or services that you didn't request. If you need medical equipment like a wheelchair, oxygen supplies, or diabetic testing materials, your doctor must order them, and you work with approved suppliers. Medicare will not tell you that your Social Security number has been compromised or that there's been fraudulent activity on your account during an unsolicited call—the agency handles these serious matters through official written correspondence and secure online accounts.

Additionally, Medicare will not call to tell you that you're owed a refund, rebate, or tax credit as a result of changes in the healthcare law. Refunds related to your Medicare coverage are handled through official billing statements and your account. Medicare will not ask you to call a number they provide to speak with a representative about your benefits; instead, legitimate representatives provide the official 1-800-MEDICARE number.

These boundaries exist because Medicare is committed to protecting beneficiary information. The agency understands that phone calls requesting sensitive data create opportunities for fraud, which is why official business is conducted through secure mail, your online Medicare.gov account, or when you initiate contact.

Practical Takeaway: Create a simple rule: If someone calls claiming to be from Medicare and asks for personal information, they are not legitimate. Hang up and contact Medicare through official channels to report the call.

Steps to Protect Your Personal Information and Financial Security

Protecting yourself from Medicare scams starts with controlling access to your personal information. Your Medicare number is sensitive information similar to your Social Security number. Keep your Medicare card in a safe place at home, not in your wallet or purse where it could be lost or stolen. Consider keeping your actual Medicare card in a drawer and carrying a photocopy with a portion of the number covered instead. Write down your Medicare number and keep it in a secure location so you have it when needed for legitimate medical appointments.

Your Social Security number is even more sensitive. You should never provide it to anyone who calls you, regardless of what reason they give. Legitimate organizations you already do business with may ask for it, but they will do so in secure ways through their established procedures, not through unsolicited calls. Be especially cautious about sharing your Social Security number for job applications, housing, credit, or financial services—these are real reasons organizations request it, but you should always verify you're dealing with the legitimate organization.

Protect your bank account information with similar care. Never provide your banking details, credit card numbers, routing numbers, or account numbers to someone who called you. Scammers use this information to set up unauthorized transactions or take out fraudulent loans in your name. If you bank online, use a strong, unique password—one that doesn't use obvious information like your birthdate or street address. Enable two-factor authentication on your banking app if your bank offers it, which adds an extra security step when logging in.

Consider placing a fraud alert on your credit file with the three major credit bureaus (Equifax, Experian, and TransUnion). A fraud alert notifies creditors to take extra steps to verify your identity before opening new accounts. You can place a free fraud alert by calling one bureau, and they're required to contact the others. The alert lasts one year but can be renewed. For stronger protection,
