Learn About PBGC Pension Guarantee Coverage Basics

What the PBGC Is and What It Does

The Pension Benefit Guaranty Corporation (PBGC) is a federal agency created by Congress in 1974. Its main job is to protect the retirement income of American workers who participate in defined benefit pension plans. When a company's pension plan runs out of money or the company goes out of business, the PBGC steps in to pay pension benefits to workers and retirees.

Think of the PBGC as an insurance program for pensions. Just like car insurance protects you if you have an accident, pension insurance protects you if your pension plan fails. The PBGC doesn't manage pension plans or invest money. Instead, it takes over plans that can no longer pay their promised benefits.

The PBGC operates two main insurance programs. The first covers single-employer pension plans, which are sponsored by individual companies. The second covers multiemployer pension plans, where several employers contribute to one shared pension fund. These programs work differently because multiemployer plans serve workers across multiple companies, often in industries like construction, trucking, and mining.

As of 2024, the PBGC protects the pensions of approximately 35 million American workers and retirees. The agency has taken over responsibility for about 5,000 failed pension plans. When plans fail, the PBGC pays out around $6 billion per year in guaranteed benefits.

The PBGC is self-funded through insurance premiums paid by companies that sponsor pension plans. Workers and retirees do not pay premiums to the PBGC. Employers pay based on the number of participants in their plans and the funding level of those plans.

Practical takeaway: The PBGC is a government insurance program that protects retirement income when pension plans fail. Understanding this basic purpose helps you know what kinds of protections may be available to pension participants.

How PBGC Coverage Works for Different Types of Plans

The PBGC covers two distinct categories of pension plans, and the protection works differently for each one. Understanding which type of plan you have is important because the rules and benefit limits vary.

Single-employer plans are sponsored by one company. These plans cover employees at that one organization. If a single-employer plan fails—usually because the company cannot afford to pay the promised benefits—the PBGC takes it over. The PBGC then pays pension benefits directly to workers and retirees based on what was promised in the plan, but subject to certain limits. In 2024, the maximum monthly benefit the PBGC guarantees for a 65-year-old retiree in a single-employer plan is $5,957.50 per month, or about $71,490 per year. This limit changes each year based on changes in national wage levels.

Multiemployer plans work differently. These are pension funds created through agreements between unions and multiple employers, typically in industries like construction, trucking, and mining. When a multiemployer plan gets into financial trouble, the PBGC may provide financial aid to help keep the plan operating. However, the PBGC may also approve reductions in pension benefits to prevent the plan from running out of money entirely. This is an important difference: in multiemployer plans, benefits may be lowered even with PBGC involvement, whereas in single-employer plans, the PBGC typically takes over the full pension obligation.

For single-employer plans, the PBGC guarantee covers most types of pension benefits. This includes regular monthly retirement payments, survivor benefits paid to spouses and children if the retiree dies, and disability benefits for workers who become unable to work. However, some benefits may not be covered or may be covered only partially. Benefits that exceed the annual maximum are not covered. Also, benefits that were added to a plan within five years before the plan failed may be partially or not covered at all.

The PBGC does not cover certain types of benefits. If a pension plan promised benefits that were not vested (meaning the worker had not yet earned the right to receive them), those unvested benefits may not be covered. Plans can have different vesting schedules, typically allowing workers to become vested after three to five years of service. Additionally, certain lump-sum payments, survivor options chosen after a plan fails, and benefits from plans that were already in PBGC protection when they were amended may have limited coverage.

Practical takeaway: Single-employer and multiemployer plans have different PBGC protections. Knowing which type of plan you have helps you understand what level of benefit protection may be available to you.

Understanding PBGC Benefit Limits and What They Cover

The PBGC does not pay 100 percent of every pension benefit. There are limits to what the PBGC will pay, and these limits change each year. For 2024, the maximum guaranteed benefit in a single-employer plan for a worker retiring at age 65 is $5,957.50 per month. If your pension was supposed to pay you $8,000 per month, the PBGC would pay $5,957.50 and you would not receive the additional $2,049.50.

The benefit limit depends on your age when you start receiving benefits. Workers who retire before age 65 receive a lower maximum benefit amount. For example, a 55-year-old in a single-employer plan has a 2024 maximum benefit of about $2,645 per month. This is lower because the PBGC expects to pay the benefit for a longer period of time. Conversely, workers who retire after age 65 may receive a higher maximum benefit amount, up to a certain age cap.

The PBGC also applies limits based on the type of benefit payment chosen. If a retiree selected a "survivor benefit" option—meaning a reduced monthly payment now, with a promise that payments would continue to a spouse after death—the PBGC limit may be lower. These survivor options cost more because payments continue longer. The specific amount depends on the retiree's age and the spouse's age when the benefit begins.

There are also time limits on coverage. As mentioned earlier, benefit increases made within five years before a plan fails may not be fully covered. If a plan was already receiving PBGC financial support when a benefit was added, that benefit may have reduced coverage. These rules exist to prevent companies from promising large benefit increases just before their pension plan fails.

It's important to know that the PBGC's role is to pay what was promised, up to the limit, based on what the plan documents stated. The PBGC does not increase benefits based on inflation or changes in your personal circumstances. If your pension was set at $3,000 per month when you retired, it will remain $3,000 per month for life (subject to the guarantees and limits described here), even if inflation causes that money to buy less over time.

Multiemployer plans have different limits. The PBGC may guarantee up to $12,870 per month for multiemployer plans (in 2024), but this applies only to plans that receive financial assistance. Many multiemployer plans have approved benefit reductions rather than entering PBGC receivership, meaning participants receive reduced benefits but the plan continues to operate.

Practical takeaway: PBGC coverage has annual limits that change each year. These limits depend on your age, the type of benefit you chose, and when benefits were added to the plan. Knowing these limits helps you understand how much income may be protected if your pension plan fails.

What Happens When a Pension Plan Fails

A pension plan does not fail overnight. Usually, it's a process that unfolds over time. Plan administrators—typically employed by the company or hired by the plan—must regularly report the plan's financial health to the government. When a plan's assets fall too low relative to what it owes in benefits, it may be considered underfunded. Many underfunded plans continue to operate and pay benefits for many years. However, if a plan cannot pay benefits when they are due, or if the plan sponsor (the company) goes bankrupt, the plan may be terminated.

When the PBGC learns that a plan cannot pay benefits, it goes to court to take control of the plan. This process is called trusteeship. The PBGC becomes the trustee—the organization legally responsible for managing and paying benefits. The PBGC notifies all workers and retirees affected by
