Learn About Paying Your Fresno Utility Bills

Understanding Fresno's Water and Power System

Fresno is served by two main utility providers that handle different services for residents and businesses. The City of Fresno Department of Public Utilities manages water and sewer services, while electricity and natural gas are provided by Pacific Gas & Electric (PG&E). Understanding which company provides which service helps you know where to direct payment and where to get billing information.

The City of Fresno's water system serves approximately 200,000 customers throughout the city and some surrounding areas. This system delivers drinking water from local sources and manages wastewater treatment. Your water bill includes charges for the water you use, wastewater treatment services, and stormwater management fees. These are essential public services that maintain infrastructure including pipes, treatment plants, and pumping stations that operate around the clock.

PG&E is a regulated utility that serves more than 16 million people across a large portion of Northern and Central California, including Fresno. They maintain the electrical grid that powers homes and businesses, as well as natural gas pipelines. If you receive separate bills for electricity and gas, they typically come from PG&E. The company is subject to regulation by the California Public Utilities Commission, which reviews rates and service standards.

Most Fresno residents receive multiple utility bills each month—one from the City of Fresno for water and sewer services, and separate bills from PG&E for electricity and natural gas (or combined on one bill if you use both). Some apartment buildings and commercial properties may have different arrangements where the owner pays utilities and tenants reimburse them.

Practical Takeaway: Before setting up payments, verify which services you receive from each provider. Check your past bills or contact both utilities to confirm your account numbers and billing addresses. This prevents misdirected payments and confusion about which bill is due to whom.

How to Find and Review Your Fresno Utility Bills

Your utility bills contain important information about your account and usage. Learning to read and understand these documents helps you track your consumption, identify unusual charges, and plan your budget. Most bills follow a similar format with sections explaining charges, usage amounts, and payment information.

For City of Fresno water bills, you'll find your account number printed near the top of the bill. This number appears on every document related to your account. The bill shows your meter reading from the current billing period and the previous period, allowing you to calculate how much water you actually used. Water usage is measured in billing units, with one unit typically representing 100 cubic feet of water. Your bill also lists separate charges for water service, wastewater treatment, stormwater management, and sometimes recycled water if available in your area.

PG&E bills display your account number, service address, and billing period clearly at the top. The bill includes a graph showing your daily energy usage, which helps you see patterns in consumption. You'll see separate line items for electricity charges and natural gas charges if you receive both services. The bill explains what portion of your charge goes toward the actual energy you used versus fixed monthly charges for meter reading and account maintenance. PG&E also shows any applicable discounts or rate adjustments.

Both utilities offer ways to view your bill online through their websites. The City of Fresno's water utility website allows account holders to set up online access to view bills and usage history. PG&E provides a similar online portal where you can track consumption by day and receive email notifications when bills are ready. These online tools often show more detail than paper bills, including hourly usage for electricity.

Your bill may include notices about rate changes, maintenance work in your area, or other important information. Reading these notices keeps you informed about factors that might affect your service or future bills. Some notices explain new charges or program options that may apply to your account.

Practical Takeaway: Set aside time each month to review your bills when they arrive. Compare your current usage to previous months to spot unusual patterns that might indicate a leak or equipment problem. Keep bills in a folder for at least a year to track trends and have documentation for disputes.

The City of Fresno water utility accepts payments through several channels. Online payment through their website allows you to pay using a debit card or bank account. You can set up a one-time payment or arrange automatic recurring payments. Phone payments are also available by calling the water utility's customer service line with your account number and payment method ready. In-person payments can be made at City of Fresno payment centers during business hours. Mail payments are accepted if you prefer traditional methods—include your account number on the check and mail it to the address printed on your bill.

PG&E also provides multiple payment options. Their website allows online payments using various payment methods. The company offers AutoPay, where your bill amount is automatically withdrawn from your bank account on a date you choose. Phone payment is available through their customer service line. In-person payments can be made at authorized payment locations throughout Fresno, including many retail stores and banks. Mail payments are accepted at the address shown on your bill.

Bills typically arrive around the same date each month, and payment is due by the date printed on your statement. If that date falls on a weekend or holiday, payment is due the next business day. Late fees apply if payment isn't received by the due date. It's important to understand your utility's grace period—some utilities allow a few extra days before disconnection for nonpayment, while others have stricter policies.

Setting up automatic payments is a way to reduce missed payments. When you arrange AutoPay, your chosen payment amount withdraws automatically on the date you select. This method works well for customers who prefer consistency and want to avoid manual payment each month. You can adjust the amount or cancel AutoPay anytime.

If you're unable to pay your full bill by the due date, contact your utility provider before the due date passes. Many utilities discuss payment plans or other options for customers experiencing temporary financial difficulty. Early communication gives you more options than waiting until after a bill is marked past due.

Practical Takeaway: Choose a payment method you'll use consistently each month. Whether you prefer online payment, mail, phone, or AutoPay, pick the option that feels most natural to you and set a calendar reminder to pay a few days before the due date to account for processing time.

Understanding Your Bill Charges and How Usage is Calculated

Your utility bills contain different types of charges beyond just the cost of water, electricity, or gas you consume. Understanding these charges helps you see where your money goes and identify which costs are fixed versus variable.

Water bills from the City of Fresno include a customer charge (a fixed monthly fee for meter reading and account maintenance), the cost of water based on consumption, and wastewater treatment charges based on the water you use. Stormwater management fees may appear as a separate line item. Conservation rates often apply, meaning the first amount of water you use costs less per unit than additional consumption above that threshold. This pricing structure encourages efficient water use. Some neighborhoods also have recycled water available for outdoor irrigation at a lower rate than potable water.

PG&E electricity bills break down into several components. There's a fixed customer charge, the cost of electricity based on your kilowatt-hour consumption, transmission and distribution costs, and public purpose program charges. California's tiered rate structure means you pay different rates for different amounts of usage. Your first tier of energy costs less per kilowatt-hour, while higher usage tiers cost more per unit. This structure also encourages conservation. Your bill may show transmission and distribution costs separately from the actual energy generation cost.

Natural gas charges on PG&E bills similarly include a customer charge and usage charges measured in therms. One therm represents approximately 100 cubic feet of natural gas. Weather affects gas usage significantly—heating in winter increases consumption. PG&E also applies varying rates depending on usage level in some seasons.

You may notice additional charges on your bill for various programs. California's Percentage of Income Payment Plan (PIPP) program involves an administrative charge if you participate. Solar customers may see separate charges for grid connection or demand charges. These program charges appear as line items with explanatory text.

Taxes and surcharges also appear on utility bills. California sales tax applies to utility services. Some areas have additional local taxes. Federal and
