Learn About Nursing Licenses Across State Compacts

Understanding State Nursing Compacts and How They Work

A nursing compact is an agreement between multiple states that allows registered nurses (RNs) and licensed practical nurses (LPNs) to hold a single license that works across participating states. Instead of obtaining separate licenses in each state where a nurse wants to work, the compact system streamlines this process. As of 2024, the RN Compact includes 34 states, while the LPN Compact includes 27 states, with additional states continuing to join.

The compact system operates under a "nurse licensure compact" framework that was first established in 2000. The Nurse Licensure Compact (NLC) for RNs allows nurses licensed in a compact state to practice in other compact states without obtaining additional state licenses. The Practical Nurse Licensure Compact (PNLC) operates similarly for LPNs. Each compact state maintains its own nursing board and regulations, but they agree to recognize licenses issued by other compact states.

Understanding how compacts function is important for nurses considering work across state lines. A nurse holding an RN license in a compact state like Texas can legally practice in other RN Compact states such as Florida, Arizona, or Pennsylvania without obtaining a separate license in each location. However, the nurse must still follow all practice regulations and laws of the state where they are physically practicing.

The compact system does not eliminate state regulations or create a federal nursing license. Each state retains authority over nursing practice within its borders. A nurse practicing in a compact state must comply with that state's laws, even if their home license is from a different compact state. State nursing boards still investigate complaints, enforce discipline, and maintain practice standards.

Practical Takeaway: Before assuming your current nursing license works across state lines, verify whether your state participates in the RN Compact or LPN Compact. Check your state nursing board's website to confirm compact participation, as membership changes periodically.

Which States Participate in Nursing Compacts

The RN Compact currently includes states spread across different regions: Alabama, Arizona, Arkansas, Colorado, Delaware, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Mississippi, Missouri, Montana, Nebraska, New Hampshire, New Mexico, North Carolina, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Washington, West Virginia, Wisconsin, and Wyoming. This represents roughly two-thirds of U.S. states. Several additional states have passed compact legislation and are working toward implementation.

The LPN Compact includes a smaller but growing list of states: Arkansas, Delaware, Florida, Georgia, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Mississippi, Missouri, Montana, Nebraska, New Hampshire, New Mexico, North Carolina, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, and West Virginia. Some states participate in the RN Compact but not yet the LPN Compact, meaning RNs and LPNs in those states face different licensing scenarios.

Non-compact states still require nurses to obtain individual state licenses for each state where they practice. States like California, New York, and Illinois have historically maintained independent licensing systems. These states may have specific reasons for not joining compacts, including distinct practice regulations, licensing fee structures, or different oversight philosophies. However, some non-compact states are moving toward compact participation.

The process for a state to join a compact involves legislative action and coordination with existing compact states. Once a state passes compact legislation, it typically enters an implementation period before nurses can use the compact privilege. This transition period may take several months to a year. States considering joining compacts often study the impact on their nursing workforce and healthcare delivery before committing.

Maps showing current compact participation are available through the National Council of State Boards of Nursing (NCSBN) website. These maps are updated when states join or when changes occur. Nurses planning to relocate or work across state lines should reference these official sources rather than relying on outdated information.

Practical Takeaway: Create a list of states where you might want to work and research each state's compact status on the NCSBN website. This determines whether you'll need multiple licenses or can operate under a single compact license.

How to Obtain and Maintain a Compact Nursing License

Obtaining a nursing license through the compact system starts with licensure in your home state. A home state is the state where a nurse establishes licensure and is the primary location where the nurse holds a license. To practice in other compact states, you must first be licensed in a compact state as either an RN or LPN. You cannot use the compact privilege with a license from a non-compact state.

Once you hold a license in a compact state, you gain the legal right to practice in all other compact states where you meet any additional state-specific requirements. Some compact states may have additional regulations for certain practice settings. For example, a state might require additional certification for working in advanced practice roles or prescriptive authority. Nurses should review the specific regulations of any state where they plan to practice, even with a compact license.

Maintaining a compact license involves meeting continuing education requirements, renewal fees, and other standards set by your home state. Different compact states have different renewal cycles and continuing education requirements. Some states require 20 hours of continuing education per renewal period, while others require 30 hours or different amounts. You must track your home state's requirements to maintain active licensure.

If you move to a different state or change your home state, you may need to modify your compact arrangement. Some nurses change their home state by transferring their license to the new state of residence. This involves submitting paperwork to your previous state's nursing board and completing licensure processes in the new state. The timeline for this transfer varies by state, typically taking 2-6 weeks.

Nurses working under compact privilege in multiple states should understand that disciplinary action in one state can affect their ability to practice in other compact states. All compact states have access to a shared disciplinary database called the Nursys system. This system tracks complaints, investigations, and disciplinary actions across all states. A license suspension or revocation in one compact state automatically affects practice rights in all compact states.

Practical Takeaway: Review your home state nursing board's website to understand renewal timelines, continuing education hours, and any fees required. Set calendar reminders several months before your license renewal date to ensure you complete all requirements on time.

Differences Between Compact and Non-Compact State Licensing

The primary difference between compact and non-compact licensing is the number of licenses required. In non-compact states, a nurse must obtain a separate license in each state where they work. This means completing individual applications, paying separate licensing fees (typically $75-$200 per state), and tracking multiple renewal dates. A nurse working in three non-compact states might hold three separate licenses with three different renewal schedules.

Licensing fees and renewal costs differ significantly between compact and non-compact approaches. Non-compact states charge individual licensing fees for each state. For example, California charges approximately $190 for an RN license renewal, while Texas charges around $100. Over time, a nurse holding licenses in multiple non-compact states pays substantially more in fees compared to a nurse using compact privilege across multiple states.

The application process varies between compact and non-compact systems. With compact licensing, you maintain one application and one home state relationship. To practice in another compact state, you typically only need to notify that state's nursing board or provide proof of your compact license. Some compact states still require additional paperwork for temporary work or specific roles. In non-compact systems, each state application involves separate paperwork, transcripts, and verification processes.

Background checks and verification procedures also differ. Non-compact state licensing often requires separate criminal background checks and fingerprinting for each state. Some states require multi-state background checks, while others only check their own records. Compact states can share verification information through the Nursys system, reducing duplication and speeding up the process for nurses moving between compact states.

Practice regulation varies between compact and non-compact states. All states regulate nursing practice independently, but non-compact states may have more distinct regulations from one another. Scope of practice differences, prescriptive authority regulations, and disciplinary standards can vary significantly. Compact states agree to recognize each other's standards while maintaining individual state regulations, creating a more standardized practice environment across compact states.
