Understanding Michigan's Bridge Card Program

Michigan's Bridge Card program is the state's name for the Supplemental Nutrition Assistance Program (SNAP), which provides nutrition benefits to households with limited income. The program operates under federal guidelines but is administered by the Michigan Department of Health and Human Services (MDHHS). The Bridge Card itself is a debit card that works like a regular bank card, allowing cardholders to purchase food items at authorized retailers throughout Michigan and in other states.

The program has served Michigan residents for decades, though the name "Bridge Card" was adopted in the 1990s. Currently, Michigan distributes benefits to hundreds of thousands of households each month. The program focuses on helping families, elderly individuals, and people with disabilities purchase nutritious food. Unlike some benefit programs that require vouchers or paper checks, the Bridge Card provides a more private and convenient way to shop for groceries.

One important aspect of the Bridge Card program is understanding what items can and cannot be purchased. Cardholders can use their benefits to buy fruits, vegetables, grains, dairy products, meat, poultry, fish, and eggs. Seeds and plants that produce food are also covered. However, the card cannot be used for prepared foods, hot foods, vitamins, medicines, pet food, alcohol, tobacco, or non-food household items like soap or paper towels.

The amount of benefits a household receives varies based on several factors, including household size and income level. A single person might receive between $200 and $250 monthly, while a family of four could receive between $600 and $900 monthly, though these amounts fluctuate based on federal adjustments and individual circumstances. Benefits are deposited onto the Bridge Card on a specific date each month, allowing cardholders to plan their grocery shopping accordingly.

Practical Takeaway: Learning how the Bridge Card works as a payment method and understanding which foods can be purchased with it helps cardholders make informed decisions about their grocery shopping. Taking time to review the list of approved food items before shopping can prevent confusion at the checkout counter.

Monthly Benefit Amounts and How They Are Calculated

Michigan's Bridge Card benefit amounts are determined using a federal formula that considers household size, gross monthly income, and certain allowable deductions. The U.S. Department of Agriculture (USDA) sets the maximum benefit levels each year, and Michigan follows these federal guidelines. As of 2024, the maximum monthly benefit for a single person is approximately $291, while a family of three could receive up to $838, and a family of four could receive up to $1,096.

The calculation process begins with determining a household's gross monthly income. This includes wages from employment, self-employment income, Social Security payments, unemployment benefits, and other sources of regular income. However, certain types of income are not counted, such as some disability payments, some educational grants, and certain government benefits. Households are also allowed to deduct certain expenses from their income, which can increase their benefit amount.

Allowable deductions include shelter costs (rent, mortgage, property taxes, and utilities), dependent care expenses, and medical expenses for elderly or disabled household members. For example, if a household's gross income is $1,500 per month but they pay $800 in rent and utilities, their countable income after deductions would be lower, potentially resulting in a higher benefit amount. These deductions exist because the federal government recognizes that households with higher expenses have less money available for food.

Benefit amounts are recalculated annually or when there are significant changes in household circumstances. A person who gets a job, loses employment, gets married, or has a child born may experience changes in their benefit amount. Michigan sends notices to cardholders explaining their current benefit level and the date benefits will be deposited each month. Most cardholders receive their benefits between the 1st and the 28th of each month, with dates typically assigned based on the last digit of a case number.

Practical Takeaway: Understanding how benefit amounts are calculated helps cardholders know what to expect and identify when circumstances warrant a review of their benefits. Keeping records of income changes and housing expenses allows for accurate benefit recalculation when needed.

Income and Resource Limits That May Apply

Michigan's Bridge Card program has income and resource limits that determine whether households may receive benefits. These limits are adjusted annually by the federal government and typically increase by small percentages each year. For 2024, the gross monthly income limit for a family of four is approximately $2,995, and the net income limit (after allowable deductions) is approximately $2,310. These limits vary based on household size, with larger households having higher limits and smaller households having lower limits.

In addition to income limits, there are resource limits—the total value of assets a household can have and still receive benefits. The current resource limit is $2,750 for most households, though households with a member age 60 or older, or with a disabled member, may have a higher resource limit of $4,250. Resources include savings accounts, checking accounts, stocks, bonds, and other liquid assets, but do not include a primary home, one vehicle, personal property like furniture, or retirement accounts like IRAs and 401(k)s.

Understanding what counts as income and what counts as resources is important because these determinations affect benefit eligibility. For example, income from a part-time job counts toward the gross income limit, but gifts from family members do not. Child support payments count as income for the recipient household but not for the household paying support. Some households may have income that exceeds the limit but still have low net income after deductions, and they may still receive reduced benefits.

Michigan residents can review the current income and resource limits on the MDHHS website or by contacting their local family independence agency office. These limits change annually, usually in October, so individuals whose circumstances place them near the limit should be aware of when limits change and how those changes might affect their household. Household composition changes—such as a family member moving out or moving in—can also affect whether income and resource limits are met.

Practical Takeaway: Keeping track of household income and resources helps determine whether a household might meet program requirements. Monitoring changes in these limits year to year can alert households to potential changes in their benefits status.

Work Requirements and Other Program Rules

Michigan's Bridge Card program includes work requirements for certain household members, though there are numerous exceptions and exemptions. Generally, able-bodied adults without dependents between ages 18 and 49 are expected to work, look for work, or participate in work-related activities to receive benefits. The program allows for a maximum of three months of benefits within a three-year period for this group without meeting work requirements, unless the person is unable to work due to a documented medical condition or is caring for a young child.

Many people are exempt from work requirements. These include people caring for children under age six, people age 60 and older, people with documented disabilities, pregnant women, recent immigrants, and other specified groups. Parents of children are also generally exempt from work requirements during certain periods. Veterans and people receiving unemployment benefits may have different work requirement rules. The key is that each household's situation is evaluated individually to determine which members must meet work requirements.

Work-related activities that satisfy requirements include employment, job training, community service, education programs, substance abuse treatment, and other approved activities. Michigan offers programs to help people develop job skills and prepare for employment, though participating in these programs is not always required. The state's Work First program, for example, provides information about job training resources and employment services that may be available to Bridge Card recipients.

Bridge Card recipients must also follow other program rules to maintain benefits. They must report changes in their household, such as when someone moves in or out, when income changes, or when household members are born or die. They must inform their case worker if they believe information in their case file is incorrect. They must follow any program requirements with which they are involved. Failure to comply with program rules can result in reduced benefits or case closure, though there are processes for explaining circumstances and requesting reconsideration.

Practical Takeaway: Understanding work requirements and other program rules helps people know what is expected of them while receiving benefits. Communicating with case workers about changes in circumstances and seeking exemptions when appropriate helps people maintain consistent benefits.
