Learn About Income-Based Housing Programs in Massachusetts

Overview of Massachusetts Income-Based Housing Programs

Massachusetts offers several housing programs designed to help people with lower incomes afford a place to live. These programs work in different ways—some help reduce monthly rent payments, others provide money for down payments on homes, and some help people stay in their current homes. Understanding what programs exist is an important first step in exploring housing options.

The state's housing programs serve many residents. According to the Massachusetts Department of Housing and Community Development, thousands of households use state-supported housing each year. Programs operate through partnerships between state government, local housing authorities, nonprofit organizations, and private landlords. The programs are funded through state and federal money that gets distributed to help lower-income households.

Housing programs in Massachusetts fall into a few main categories. Rental assistance programs help tenants pay part or all of their monthly rent. Homeownership programs provide down payment help, favorable loan terms, or grants to people buying their first home. Supportive housing programs combine affordable housing with services for people facing homelessness or other challenges. Public housing programs provide directly owned and managed housing units in communities across the state.

Income limits vary by program and by family size. Generally, programs target households earning between 30% and 80% of the area median income. The area median income differs based on where you live—it's higher in Boston and surrounding areas than in western Massachusetts. For example, in 2024, a single person in some Boston-area counties might have an income limit around $54,000 for certain programs, while in other regions it might be $42,000.

Practical takeaway: Start by learning which programs exist and their general focus. This helps narrow down which programs might match your situation before diving into more details about how each one works.

How Rental Assistance Programs Work in Massachusetts

Rental assistance programs help tenants pay rent directly to landlords. Instead of the tenant paying the full amount, the program pays a portion and the tenant pays the rest. This reduces the financial burden on households struggling with housing costs. Massachusetts runs several rental assistance programs through different state agencies and local partnerships.

The Emergency Rental Assistance Program (ERAP) was created to help tenants affected by financial hardship. This program covered back rent, current rent, utilities, and other housing costs during crisis periods. While the federal funding for ERAP has ended, similar local programs continue operating in many Massachusetts cities and towns. Organizations like Catholic Charities, Action Inc., and local housing authorities manage these programs in their regions.

Rental assistance programs typically work this way: A tenant contacts the program administrator in their area. They provide information about their household size, income, and housing costs. The program reviews the information and, if the tenant meets the program's requirements, provides money directly to the landlord. The tenant usually pays a portion of rent based on their ability to pay. The amount can range from 0% to 40% of the household's income, depending on the program.

Different programs have different rules about what they cover. Some programs pay for current monthly rent only. Others pay for back rent from previous months, utility bills, security deposits, or moving costs. Some programs have specific requirements—for example, they might require that rent not exceed a certain percentage of area median income, or that tenants be behind on rent payments. Other programs work with "at-risk" tenants to prevent eviction before payments become overdue.

Local program administrators include housing authorities in cities like Boston, Cambridge, and Worcester; nonprofit organizations serving specific regions; and municipal housing departments. Finding your local program requires knowing which organization runs the program in your community. Contacting your city or town hall, calling 211 (a statewide helpline), or searching online can help locate local resources.

Practical takeaway: Rental assistance varies by location and organization. Find out which organization runs rental assistance in your city or town, then learn what specific costs they cover and what they need from you to determine whether you can participate.

Homeownership Programs and Down Payment Help

Massachusetts offers programs to help lower-income households buy their first home. These programs recognize that saving for a down payment is one of the biggest barriers to homeownership. Down payment programs provide grants (money you don't repay) or low-interest loans to help cover the upfront costs of buying a home.

The MassHousing agency administers several homeownership programs. The ONE Mortgage program offers mortgages with below-market interest rates for first-time homebuyers. Buyers can finance up to 97% of the home's purchase price, meaning they need only 3% down. The interest rate is typically lower than conventional mortgages available to borrowers with the same credit profile. This saves buyers thousands of dollars over the life of the loan.

The Department of Housing and Community Development runs programs like the Community Development Trust Fund, which provides grants for down payments and closing costs. Eligible homebuyers can receive grants of $5,000 to $25,000, depending on the program and location. Some programs target specific populations, such as teachers, firefighters, police officers, or nurses. Others target residents in specific neighborhoods or communities working to revitalize economically disadvantaged areas.

Local nonprofits also provide homebuying help. Organizations like Neighborhood of Affordable Housing (NOAH), Urban Edge, and Community Builders offer down payment assistance, homebuying education classes, and counseling. Many require borrowers to complete a homebuying education course before receiving assistance. These courses teach about mortgages, credit, property taxes, maintenance, and the home-buying process. The cost of the course may be covered by the program.

Income limits for homeownership programs typically range from 60% to 100% of area median income, higher than rental programs. A household's total debt, including the new mortgage, usually cannot exceed 43% of gross income. Credit score requirements vary—some programs work with borrowers with credit scores as low as 620, while others require 640 or higher. Down payment programs often work with specific lenders, so borrowers cannot use just any bank or mortgage company.

Practical takeaway: Homeownership programs can reduce the down payment you need to save. Research programs available in your area, understand the income and credit requirements, and consider taking a homebuying education course, which many programs require and some fund.

Public Housing and Housing Authority Properties

Massachusetts has public housing—apartments and homes owned and managed by housing authorities. Housing authorities are local government agencies in cities and towns across the state. They own and operate housing for lower-income residents. Rents in public housing are set based on 30% of household income, meaning tenants pay less than they would for private market housing.

The Boston Housing Authority is the largest, managing over 14,000 apartments. Other major housing authorities operate in cities like Worcester, Springfield, Cambridge, and Brockton. Smaller housing authorities serve towns and rural areas. While public housing has historically had challenges with maintenance and management, many authorities have improved conditions and are investing in renovations and new construction.

Public housing comes in different forms. Traditional family public housing consists of apartment buildings and scattered single-family homes. Senior public housing serves people age 62 and older. Elderly housing similarly targets seniors. Disabled housing serves people with disabilities. Mixed-income communities are newer developments that combine public housing units with market-rate apartments, bringing economic diversity to communities.

To learn about public housing opportunities, contact your local housing authority. Most housing authorities maintain waiting lists for apartments. Waiting lists can be long—in some areas, waits exceed five years. Some authorities occasionally open their lists for a limited time when they have available units or expect turnover. Being on a waiting list doesn't guarantee housing, but it does reserve a spot when units become available.

The application process for public housing involves providing proof of income, family composition, citizenship or eligible immigration status, and references. Housing authorities conduct background checks and may verify employment. Once on a waiting list, you typically remain on it until you reach the top, decline an offered unit, or become ineligible due to income exceeding limits.

Practical takeaway: Public housing offers permanent, affordable rental options, but waits can be long. Contact your local housing authority to understand what properties they manage, their income requirements, and how to join their waiting list.
