Learn About HUD Housing Programs in Virginia

Overview of HUD Housing Programs in Virginia

The U.S. Department of Housing and Urban Development (HUD) operates several housing programs across Virginia designed to help people find affordable places to live. These programs work through local housing authorities and nonprofit organizations throughout the state. Virginia has 33 Public Housing Authorities that manage HUD programs in different regions, from the Northern Virginia suburbs near Washington, D.C., to rural areas in Southwest Virginia.

HUD programs serve various populations including families with low incomes, elderly persons, people with disabilities, and individuals experiencing homelessness. The programs operate differently depending on their purpose and funding structure. Some provide subsidies that reduce what tenants pay for rent in private apartments. Others involve publicly owned housing managed by local authorities. Understanding which programs exist and how they operate can help you learn about options that may be available in your area.

Virginia's housing market faces challenges in many regions. According to the U.S. Census Bureau, approximately 12% of Virginians spend more than 50% of their income on housing costs, which housing experts consider unaffordable. In Northern Virginia, housing costs are particularly high—median rent for a one-bedroom apartment in Arlington exceeded $1,600 per month as of 2023. Rural areas face different challenges, with limited rental options and aging housing stock. HUD programs attempt to address these gaps by making housing more affordable across different parts of the state.

This guide describes various HUD programs operating in Virginia, how they work, and where to find more information. The guide is educational and informational only. Learning about these programs is a first step toward understanding housing options that may be available to you or your family.

Practical Takeaway: Start by identifying which HUD program might match your situation (family, elderly, disabled, homeless). Then locate the Public Housing Authority or program office that serves your area to learn what programs operate locally.

Public Housing: How It Works and What to Know

Public Housing is one of the oldest HUD programs, dating back to the 1930s. In this program, HUD provides funding to local Public Housing Authorities to build, own, and manage apartment buildings. Tenants live in these publicly owned properties and pay rent based on their income level. The goal is to provide safe, sanitary housing at affordable costs.

Virginia operates 33 Public Housing Authorities managing approximately 30,000 public housing units across the state. These units range from small apartment complexes in rural counties to large developments in urban areas. For example, the Virginia Housing Development Authority manages properties in multiple regions, while smaller local authorities operate housing in their specific communities. Public Housing units serve families, elderly residents (age 62 and older), and people with disabilities.

Rent in public housing is calculated based on household income. Most residents pay 30% of their gross monthly income as rent, though the exact calculation can vary by property and HUD regulations. If a family's income is $1,200 per month, their rent would typically be around $360 per month. This formula means that as income increases, rent increases proportionally. However, rent typically will not exceed the market rate for comparable apartments in the same area.

Public Housing properties must maintain certain standards. HUD conducts inspections and requires properties to meet housing quality standards including safe plumbing, heating, electricity, and structural integrity. Residents sign leases outlining their responsibilities and the landlord's obligations. Public Housing is not temporary—residents may live in their units indefinitely as long as they follow lease terms and income limits are met, though income limits vary by location.

Properties may have waiting lists, sometimes quite long in high-demand areas. In Northern Virginia, some Public Housing Authorities have waiting periods of two to five years. Rural and less-populated areas may have shorter waits or units currently available. Each Public Housing Authority maintains its own waiting list and processes applications through their local office.

Practical Takeaway: Contact your local Public Housing Authority directly to learn about available properties, current waiting list status, and the rent calculation for your income level. Most authorities maintain a website and phone number for inquiries.

Section 8 Rental Assistance: Tenant-Based Housing Vouchers

Section 8 is perhaps the most widely used HUD rental assistance program. Rather than funding buildings directly, Section 8 provides vouchers that tenants use to pay rent in privately owned apartments, houses, or townhomes. The tenant finds their own housing, and the housing authority pays the landlord a portion of the rent. The tenant typically pays the difference between 30% of their income and the amount HUD covers.

Virginia's Public Housing Authorities administer Section 8 vouchers throughout the state. As of recent data, Virginia Public Housing Authorities hold approximately 60,000 Section 8 vouchers. However, demand for vouchers far exceeds supply. In fiscal year 2023, Virginia's Public Housing Authorities reported waiting lists totaling over 80,000 households. This means far more people want vouchers than are currently available.

The way Section 8 works in practice: Suppose a household earns $1,500 monthly and finds an apartment renting for $900. The household would pay 30% of their income ($450), and the housing authority would pay the landlord $450 (assuming this fits within the local payment standard). If that same household's income later increases to $2,000 monthly, their contribution rises to $600 while the housing authority's payment potentially decreases to $300. This sliding scale means housing costs stay proportional to income.

Landlords in the Section 8 program must agree to participate and maintain their properties to HUD housing quality standards. Not all landlords accept Section 8 vouchers—some limit participation, and this varies by area. Finding available housing in tight markets can be challenging for voucher holders. In high-cost areas like Arlington or Alexandria, the HUD-set payment standard may be lower than actual market rents, making it difficult for tenants to find participating landlords.

Section 8 is generally portable, meaning if you move to a different area in Virginia or even to another state, you may be able to move your voucher with you. However, rules vary by housing authority, so confirming portability requirements with your specific authority is important.

Practical Takeaway: Contact your local Public Housing Authority to learn about Section 8 waiting list status and timelines. If you currently receive a voucher, your case manager can explain payment standards and help you understand your obligations as a tenant.

Specialized HUD Programs: Elderly, Disabled, and Project-Based Housing

Beyond traditional Public Housing and Section 8 vouchers, HUD operates specialized programs targeting specific populations. Section 202 is a program serving elderly persons (age 62 and older) and persons with disabilities. In this program, HUD provides capital grants to nonprofit organizations to build or rehabilitate housing specifically designed for these populations. Section 202 housing often includes supportive services such as meal programs, transportation, social activities, and case management.

Virginia has multiple Section 202 properties. For example, various nonprofit organizations operate independent senior housing throughout the state with Section 202 funding. Residents pay rent based on income, typically 30% of gross income. Section 202 housing is not temporary—residents may remain indefinitely. These properties often have waitlists reflecting strong demand among older Virginians seeking affordable, supportive housing.

Section 811 is another specialized program serving non-elderly persons with disabilities. Like Section 202, it provides capital funding for nonprofits to develop housing with supportive services appropriate for residents with physical or developmental disabilities. Section 811 housing may include accessibility modifications, on-site case management, and connections to employment or vocational programs.

Project-Based Rental Assistance is another form of HUD subsidy. Unlike Section 8 vouchers (which are portable and follow the tenant), project-based assistance is attached to a specific building. HUD subsidizes certain units within a property, making them more affordable. If a tenant moves out, the subsidy remains in that unit for the next tenant. Project-based properties throughout Virginia include apartment complexes managed by nonprofits and private owners.

Some properties combine multiple funding sources. For example, a development might include some units funded through Section 202 (for elderly residents), some project-based Section 8 assistance, and some market-rate units. This mixed-income approach is increasingly common in Virginia. It benefits lower-income residents while creating economically diverse communities.
