Learn About Getting a State-Issued ID

What Is a State-Issued ID and Why You Might Need One

A state-issued ID is an official identification document produced by your state's Department of Motor Vehicles (DMV) or equivalent agency. Unlike a driver's license, a state ID does not grant you permission to drive. Instead, it serves as proof of your identity and age. The card includes your photograph, full name, date of birth, address, and a unique identification number. State IDs are accepted at banks, airports, stores, and government offices as valid proof of who you are.

Many people obtain a state ID because they do not drive or prefer not to maintain a driver's license. Others need one for specific purposes. According to the National Conference of State Legislatures, approximately 21 million Americans lack a federally compliant ID, which can create barriers to everyday activities. A state-issued ID addresses this gap by providing a government-recognized form of identification that works for most situations requiring age or identity verification.

State IDs are required or useful in several common situations. Banks ask for ID when you open an account or conduct certain transactions. Airports require ID to board domestic flights. Retailers request ID when you purchase alcohol or tobacco products. Government offices need ID to verify your identity when accessing records or services. Some employers require valid ID as part of their hiring process. Schools and universities may ask for ID during enrollment or to access campus facilities.

The cost of obtaining a state ID varies by state. Most states charge between $15 and $50 for a first-time ID. Renewal fees typically range from $10 to $40. Some states offer reduced fees or no-cost IDs for seniors, people with disabilities, or low-income individuals, though income thresholds and documentation requirements vary. It is worth checking with your specific state's DMV website to learn about any fee reductions that may apply to your situation.

Practical takeaway: A state-issued ID serves as proof of identity for banking, travel, age verification, and government services. The document is issued by your state's DMV and costs between $15 and $50 in most states, with potential fee reductions available depending on your circumstances.

Documents You Will Need to Gather Before Visiting the DMV

Before going to the DMV to obtain a state ID, you must gather specific documents that prove your identity, residency, and citizenship or legal presence in the United States. The exact documents required vary by state, but most states follow similar patterns. Having the correct documents ready prevents delays and rejection of your request. Missing even one document may mean you cannot complete the process and must return another day.

Identity documents form the foundation of your application. A birth certificate is the most common primary identity document accepted by all 50 states. The certificate must be an official certified copy, not a photocopy or hospital record. If you do not have your birth certificate, some states accept a passport, previous driver's license, or state ID as proof of identity instead. Passports are particularly useful because they prove both identity and citizenship in one document. A valid passport costs $130 for adults, though you may already have one if you have traveled internationally.

Proof of Social Security Number is required in all 50 states. You can show this using your Social Security card, a W-2 form, a 1099 form, or a letter from the Social Security Administration. If you have lost your Social Security card, you can request a replacement from the Social Security Administration by visiting your local office or submitting an application online. The replacement card typically arrives within 10 to 14 business days.

Proof of residency documents show that you currently live at the address you provide on your ID application. Most states accept utility bills, lease agreements, mortgage statements, bank statements, or government mail sent to your name and address. The document must show your name, current address, and typically be dated within the last 60 days. If you recently moved or live in temporary housing, some states accept an affidavit of residency signed by a property owner or manager. A few states allow you to have mail from government agencies, insurance companies, or schools as proof of address instead.

If you were born outside the United States, you must also provide proof of citizenship or legal residency status. A naturalization certificate, passport, employment authorization document (EAD), or permanent resident card (green card) all work for this purpose. If you have a green card, bring the original card because most DMVs scan it. The DMV will return it to you during the same visit.

Practical takeaway: Gather an official birth certificate or passport, proof of Social Security Number, proof of current address dated within 60 days, and proof of citizenship or legal residency status before visiting the DMV. Having all documents ready prevents delays and the need for additional visits.

Understanding Your State's Specific ID Requirements and Standards

Each state sets its own rules about ID requirements and design standards, though federal guidelines influence some aspects. The REAL ID Act, passed in 2005, set baseline security standards that states may follow voluntarily or at their own pace. A REAL ID-compliant state ID has enhanced security features and works for federal purposes like boarding commercial airplanes. However, not all state IDs are REAL ID-compliant, and non-compliant IDs still work for most everyday purposes. Understanding your state's specific standards helps you know what to expect.

Most states offer both REAL ID-compliant and standard state IDs at different price points. A standard state ID costs less—typically $20 to $30—and works for identification purposes at stores, banks, and many government offices. A REAL ID-compliant ID costs $10 to $20 more and is required for boarding domestic commercial flights as of May 7, 2025. If you travel by air frequently, the REAL ID option may be worth the additional cost. If you rarely fly, a standard ID meets most of your needs.

The physical features of state IDs have changed significantly over the past decade. Modern state IDs include microprinting, holograms, color-shifting images, and ultraviolet-reactive elements that make them difficult to counterfeit. Your photograph on the ID must meet specific requirements: you must face directly toward the camera, maintain a neutral expression, and ensure your face takes up 50 to 70 percent of the image. You cannot wear hats, sunglasses, or head coverings in the photo unless for religious reasons. Some states now use digital photographs taken at the DMV, while others allow you to submit a photo taken elsewhere.

Name changes, address updates, and corrections require specific procedures that vary by state. If you have legally changed your name through marriage, divorce, or court order, you must provide documentation of the change when obtaining a new ID. Similarly, if your address has changed since your last ID was issued, you need to update it. Some states allow online address updates, while others require an in-person visit or mailed request. Corrections to errors on your ID—such as a misspelled name or wrong date of birth—typically require a return visit to the DMV with supporting documents.

Expiration dates for state IDs vary by state and age group. Most states issue IDs that last four to eight years before renewal is necessary. Some states set shorter expiration periods for minors and longer ones for adults. A few states now offer expanded expiration periods for people over 65. Knowing your state's expiration schedule helps you plan for renewal before your ID becomes invalid. An expired ID is still useful for identification in many situations, but some businesses and government agencies may decline it.

Practical takeaway: Research your state's specific ID standards, including whether REAL ID compliance is important for your needs. Understand your state's rules about name changes, address updates, and ID expiration so you can prepare appropriate documents and plan for renewals in advance.

The Step-by-Step Process for Obtaining a State ID

The process for obtaining a state ID has become simpler in recent years, with many states now offering online scheduling, mail-in renewals, and digital services. However, first-time ID applications typically require an in-person visit to your local DMV office. Understanding the typical workflow helps you prepare and reduces time spent at the office. Most states follow a similar general process, though specific steps and wait times vary.
