Learn About Finding Your Local Housing Authority

Understanding What a Local Housing Authority Is

A Local Housing Authority (LHA) is a government organization that works to provide housing options and rental assistance programs within a specific city, county, or region. These agencies operate at the local level, meaning they focus on housing needs in their particular communities rather than nationwide. Housing authorities were created through federal legislation, particularly the Housing Act of 1937, which established a structure for providing affordable housing to people with low and moderate incomes.

Each housing authority operates somewhat differently based on the needs and resources of its community. For example, the New York City Housing Authority (NYCHA) manages over 2,700 public housing buildings across five boroughs and serves approximately 325,000 residents. In contrast, a smaller city's housing authority might focus primarily on rental assistance programs rather than owning and maintaining buildings. Some housing authorities run public housing communities where residents rent apartments directly from the authority, while others administer voucher programs that help people rent from private landlords.

Housing authorities are governed by a local board of commissioners, which typically includes residents, community representatives, and government officials. These boards make decisions about how programs operate, budget allocations, and policy changes. The day-to-day operations are managed by an executive director and staff members who handle applications, maintenance, inspections, and program administration.

Understanding your local housing authority is important because these organizations administer programs that may help address housing needs. The authority can provide information about what programs exist in your area, how different programs work, and what documentation you might need. Knowing where your local housing authority is located and how to contact them is the first step toward learning what housing options may be available in your community.

Practical Takeaway: Your local housing authority is a specific government office that serves your area. Finding their contact information should be your first step in learning what housing programs operate where you live.

How to Find Your Local Housing Authority's Contact Information

Finding your local housing authority's contact details requires knowing which agency serves your area. Housing authorities are organized by geography—typically by city or county—so the first step is determining which jurisdiction you live in. If you live in a major city, your city likely has its own housing authority. If you live in a smaller town or rural area, your county may have a housing authority that serves multiple communities within that county.

One reliable way to locate your housing authority is through the U.S. Department of Housing and Urban Development (HUD) website. HUD maintains a database of all housing authorities across the country. You can visit HUD.gov and search for public housing agencies by state and locality. The search tool allows you to enter your city or county name and will return contact information for the housing authority or authorities that serve that area.

Another approach is to search online using your city or county name combined with "housing authority." For example, searching "Denver Housing Authority" or "Cook County Housing Authority" will typically bring up official websites with addresses, phone numbers, and email contacts. Most housing authorities now maintain websites that include information about their programs, application processes, and frequently asked questions.

You can also contact your local city or county government offices directly. Call your city hall or county administration office and ask for the housing authority's contact information. Government receptionists are accustomed to directing people to the right departments and can provide phone numbers, addresses, and website links. Local elected officials' offices—such as your city council member or county commissioner—can also provide referrals to the housing authority.

When you contact your housing authority, have your address or zip code available. This helps staff confirm they serve your area and can direct you to the appropriate programs and staff members. Many housing authorities have separate departments for public housing, voucher programs, and other services, so knowing which program information you need helps the conversation move more efficiently.

Practical Takeaway: Start with HUD.gov's agency search tool or a basic internet search using your location and "housing authority." Write down the main phone number, website, and office address for future reference.

What Information Housing Authorities Can Provide

Housing authorities maintain detailed information about the programs they operate and can explain how each program works. This information includes specifics about different types of rental assistance, public housing communities, and other housing resources available in your area. Staff members can describe what each program offers, what general requirements apply, and what documents might be needed for further consideration.

Housing authorities can provide written materials—available both online and in print—about their programs. These materials typically include program descriptions, lists of required documents, information about fees (if any), and explanations of how the selection process works. Many authorities post this information on their websites as downloadable documents or PDFs, making it accessible at any time. Calling or visiting in person allows you to request specific documents and get answers to particular questions about how programs operate.

Staff can explain the differences between various programs. For example, a housing authority might administer a public housing program (where the authority owns the buildings), a Housing Choice Voucher program (where you can rent from private landlords), and other specialized programs. Each program has different features, different landlord or building options, and different processes for initial consideration. Understanding these differences helps you learn which options might work for your situation.

Housing authorities also maintain information about waitlists and timelines. Because demand for affordable housing often exceeds available units, many programs have waiting periods. The authority can explain current wait times, what happens while you are on a waiting list, and how they prioritize people based on need or other factors. This information helps you understand realistic timeframes and plan accordingly.

Additionally, housing authorities can direct you to other community resources. They often maintain lists of local nonprofits, counseling services, emergency assistance programs, and other organizations that address housing-related needs. Staff can recommend services that might complement housing authority programs or help address specific situations.

Practical Takeaway: When you contact your housing authority, ask specifically what programs they administer, request written program descriptions, and inquire about current wait times and general information requirements.

Understanding Different Housing Authority Program Types

Housing authorities typically administer several different programs, each designed to address different housing situations. The most common is public housing, where the housing authority owns and maintains apartment buildings or houses. Residents pay rent to the housing authority, and the rent amount is based on household income. Public housing exists in nearly every state, though the number of units and specific programs vary significantly. For instance, public housing serves approximately 1 million Americans according to HUD data, though this represents only a portion of people seeking affordable housing.

The Housing Choice Voucher program (sometimes called Section 8) is another major program type. With this program, participants receive a voucher they can use to rent an apartment from a private landlord anywhere in the housing authority's jurisdiction. The voucher covers a portion of the rent, and the tenant pays the difference. This program allows more housing choice because participants aren't limited to properties the authority owns. The Housing Choice Voucher program is the largest federal rental assistance program, serving millions of households nationwide.

Many housing authorities also administer other specialized programs targeting specific populations or situations. These might include programs for people experiencing homelessness, families with very low incomes, elderly residents, people with disabilities, or veterans. Some areas have programs specifically designed to help people leaving institutional care or transitioning out of foster care. Understanding what specialized programs exist in your area requires asking your housing authority directly, as program availability varies significantly by location.

Some housing authorities run mixed-income communities or mixed-finance developments, where public housing units are combined with market-rate apartments in the same building or complex. These communities aim to create economically diverse neighborhoods while providing affordable units. Others administer project-based vouchers, where rental assistance is tied to specific properties rather than following the tenant to a new location.

The programs a specific housing authority administers depend on federal funding allocations, community needs, and local decisions. One housing authority might primarily focus on public housing while another emphasizes voucher programs. Learning which programs operate in your area is essential for understanding what options may exist.

Practical Takeaway: Most housing authorities run multiple programs with different rules and processes. Ask your local authority which programs they administer and request information about each one to understand all available options.
