Learn About Emergency Passport Options for Travel

Understanding Emergency Passport Types and When You Need Them

An emergency passport is a temporary travel document issued by the U.S. State Department when a standard passport cannot be obtained in time for planned international travel. Unlike a regular passport, which takes 4-6 weeks through routine processing or 2-3 weeks through expedited processing, an emergency passport can be issued on the same day or within a few business days. The State Department issues three main types of emergency passports: the emergency passport booklet (valid for one year), the emergency passport card (valid for five years but only for travel to Canada, Mexico, Bermuda, and the Caribbean), and the passport card for land and sea travel.

The emergency passport booklet is the most common form and allows travel to any country worldwide. It is physically smaller than a standard passport and contains fewer pages (typically 16 pages compared to the standard 32 pages). While it functions exactly like a regular passport for travel purposes, you will eventually need to replace it with a standard passport since it expires after just one year. According to State Department data, approximately 1.5 million Americans travel abroad each year, and emergency passports account for roughly 2-3% of all passport issuances annually.

You might need an emergency passport in several situations: a lost or stolen passport discovered days before departure, a damaged passport that becomes unusable, a name change after your passport was issued, damage from water or wear, or simply running out of blank pages in your current passport. The State Department also notes that some travelers discover passport issues only when checking documents a few days before their trip, making emergency services necessary.

Practical takeaway: Understand that emergency passports are temporary solutions designed for specific situations where time is limited. Knowing the differences between emergency passport types helps you determine which document suits your travel needs and destination.

The Emergency Passport Application Process and What to Expect

The process for obtaining an emergency passport differs from standard passport procedures. Instead of mailing documents to a processing center, you must appear in person at a passport acceptance facility or passport agency. In the United States, there are 23 regional passport agencies located in major cities like New York, Los Angeles, Chicago, Houston, Miami, San Francisco, Boston, Seattle, Denver, and others. Each agency can process emergency passport requests, though processing times and availability vary by location.

To begin, you will need to gather specific documents. These include proof of citizenship (original birth certificate, naturalization certificate, or previous passport), government-issued photo identification (driver's license, state ID card, or military ID), proof of residency (utility bill, lease agreement, or bank statement showing your current address), and a completed passport form. For U.S. citizens, Form DS-11 or Form DS-64 (if your passport was lost or stolen) are the standard forms. You will also need one passport photo, typically a 2x2 inch color photograph meeting State Department specifications: taken within the last six months, showing a plain white or off-white background, and displaying your full face looking directly at the camera.

The timeline for emergency passports works as follows: same-day service is available at some passport agencies for travelers departing within 24 hours, though this requires personal appearance and proof of travel plans. Expedited service typically delivers your passport within 3-5 business days. Some agencies offer Saturday appointments to accommodate working travelers. When you arrive at the passport agency, expect to spend 1-3 hours completing your visit, depending on how busy the facility is and the completeness of your documentation.

Fees for emergency passports differ from standard passports. As of 2024, a passport book costs $130 for adults (plus $35 execution fee at the agency), while a passport card costs $30 (plus $35 execution fee). Expedited service adds an additional $60 fee. Same-day service requires an appointment and is only available at select agencies. Payment methods typically include check, money order, or credit/debit card, though policies vary by location.

Practical takeaway: Plan to visit a passport agency in person with all required documents and a valid government ID. Knowing the exact fees, required forms, and processing timeline helps you prepare for your appointment and ensures you have realistic expectations about when your passport will be ready.

Emergency Passport Services Available at State Department Facilities

The U.S. State Department operates a nationwide network of passport agencies that specifically handle emergency and urgent requests. These agencies are distinct from passport acceptance facilities (found at post offices, courthouses, and libraries) which can only process routine applications. Passport agencies have specialized staff trained to handle same-day and expedited services, and they maintain higher inventory of blank passports to meet emergency demand.

The 23 regional passport agencies are located in: Boston, Chicago, Colorado Springs, Dallas, Denver, Detroit, Honolulu, Houston, Los Angeles, Miami, Minneapolis, Nashville, New Orleans, New York, Philadelphia, Phoenix, San Francisco, Seattle, Southern New Jersey, St. Louis, Washington DC, Stanford (Connecticut), and a special facility in Puerto Rico. Each agency serves a geographic region, though you technically can visit any agency regardless of your home state—however, visiting your regional agency is typically faster since they have records from your home state's vital statistics office.

Same-day passport service is available at 15 of the 23 agencies, but with specific restrictions. You must appear in person, provide proof of travel within 24 hours (plane ticket, booking confirmation, or cruise ship documentation), and your request must be submitted before 2 PM local time. The passport will be ready for pickup the same day, typically between 4-5 PM. This service costs an additional fee beyond the standard passport fee. However, same-day service is not guaranteed—if demand is extremely high or your documentation has issues requiring verification, your request may be delayed.

Walk-in appointments are generally not accepted at passport agencies; most require advance scheduling through the State Department's online appointment system. Appointments can typically be scheduled 2-4 weeks in advance. The appointment system allows you to select your preferred date and time, reducing wait times significantly compared to walk-in applicants. During the COVID-19 pandemic, the State Department experienced an unprecedented backlog, leading to longer processing times even for expedited requests, though the backlog has since cleared.

Practical takeaway: Locate your nearest regional passport agency and schedule an appointment as soon as you discover your passport situation. Understanding the specific services each agency offers—particularly same-day options at select locations—helps you plan travel accordingly and ensures you receive your document when you need it.

Documentation and Proof Requirements for Emergency Passports

Emergency passport applications require specific, original documents that prove your citizenship and identity. Understanding these requirements prevents delays and rejections at your appointment. The most critical document is proof of U.S. citizenship. This can be an original birth certificate issued by a state, county, or territorial office; a Certificate of Naturalization issued by USCIS; a Certificate of Citizenship issued by USCIS; a previous U.S. passport in any condition (including expired passports); or a Report of Birth Abroad issued by the Department of State. Photocopies, certified copies, or digital images are not accepted for citizenship proof—the State Department requires the original document in your hands at the appointment.

Photo identification is mandatory. Acceptable forms include a valid U.S. driver's license, state ID card, military ID, federal employee ID, or passport card. The ID must display your photograph, contain your signature, and have not expired (though the State Department may accept expired military ID in some cases). If you are a minor under 16, you may present a school ID with a photo, though a parent or guardian must also appear and present their own valid ID.

Proof of residency shows your current address and can be demonstrated through recent utility bills, lease agreements, mortgage statements, bank statements, government agency letters, or vehicle registration documents. The document must be dated within the last 60 days and show your name and current address. This requirement exists to prevent fraud and to update State Department records.

A completed passport application form must be submitted. For most first-time emergency passports or replacement passports due to loss or damage, Form DS-11 is required. If your passport was stolen, Form DS-64 (Statement Regarding Lost or Stolen U.S. Passport) must also be completed. These forms are available on the State Department website and can be downloaded and completed in advance, though some passport agencies allow you to complete them on-site if needed.

One passport photo meeting specific requirements is necessary. The photo must be 2x2 inches, in color, taken within the last six months
