Learn About Disabled Person License Plates and Placards

What Are Disabled Person License Plates and Placards?

Disabled person license plates and placards are official parking permits issued by state motor vehicle departments. They allow people with disabilities to park in designated accessible parking spaces. These spaces are closer to building entrances, wider to allow room for wheelchairs or walkers, and designed to reduce the distance someone with a disability must travel.

License plates are permanent metal plates that replace standard vehicle registration plates. They display a wheelchair symbol and are mounted on the front and rear of a vehicle. Placards are temporary hanging permits, usually made of cardboard or plastic, that attach to a vehicle's rearview mirror. Both serve the same purpose: they notify parking enforcement and lot attendants that the vehicle's operator or passenger has a documented disability.

The wheelchair symbol on these permits is internationally recognized. It originated in 1968 when a Swedish graphic designer created it to mark accessible facilities worldwide. Today, the symbol appears on millions of permits across North America, Europe, and other regions. When you see this symbol, it indicates a parking space reserved for people with disabilities under laws like the Americans with Disabilities Act (ADA).

The key difference between plates and placards relates to vehicle ownership and duration. License plates stay with a specific vehicle permanently or for a defined period. Placards can move between vehicles if the disabled person borrows or changes cars. States determine which option to issue based on the person's condition and whether their disability is temporary or long-term.

Practical takeaway: Understanding the difference between plates and placards helps you know what to expect when visiting your state's motor vehicle department and what documentation you might need to bring.

Who Can Receive Disabled Person Parking Permits

Disabled person parking permits are reserved for individuals with specific medical conditions or disabilities that significantly limit their ability to walk or move. Each state sets its own guidelines, but most follow similar criteria based on the Americans with Disabilities Act. Common conditions that may qualify include mobility impairments from spinal cord injuries, cerebral palsy, or multiple sclerosis. People using wheelchairs, walkers, canes, or crutches regularly often receive permits. Severe arthritis that limits walking ability, leg amputations, and post-surgical recovery periods may also be considered.

Beyond obvious mobility issues, many states issue permits for conditions that don't immediately appear visible. Severe heart disease requiring minimal exertion may qualify someone for accessible parking. Lung disease that makes walking short distances difficult can result in permit issuance. Diabetes with complications affecting circulation or balance may qualify. Cancer patients undergoing treatment that causes fatigue or weakness often receive temporary permits. Neurological conditions like Parkinson's disease that affect balance and coordination are typically covered.

According to the National Disabled Parking Service, approximately 3.8 million disabled person parking permits were issued in the United States as of 2022. However, parking abuse remains a significant problem—studies suggest between 30 and 40 percent of vehicles parked in accessible spaces lack valid permits, or the permit holder isn't present in the vehicle. This contributes to legitimate permit holders having difficulty finding available accessible spaces.

The process for documentation varies by state. Most require a physician or healthcare provider to complete a form stating the person's condition and functional limitations. Some states allow only licensed MDs or DOs to sign forms, while others accept nurse practitioners, physician assistants, or other licensed healthcare providers. A few states also allow applications based on documented government disability benefits, such as Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI) awards.

Temporary permits typically last 3 to 6 months, while permanent permits may be valid for 4 to 10 years depending on the state. Some permits are renewable; others require new medical documentation to extend. A few states issue lifetime permits to individuals with permanent, non-progressive conditions.

Practical takeaway: Gather your medical records and contact your healthcare provider about completing the necessary documentation before visiting your motor vehicle department. Knowing what conditions your state recognizes helps you understand what information to prepare.

The Application and Documentation Process

Obtaining a disabled person parking permit involves several steps, though the exact process differs by state. Generally, it begins with gathering documentation from a healthcare provider. Your doctor, nurse practitioner, physician assistant, or other licensed medical professional must complete an official form provided by your state's motor vehicle department. This form typically asks the healthcare provider to verify the person's disability, describe functional limitations related to walking or mobility, and confirm whether the disability is temporary or permanent.

You'll need to visit or contact your state's motor vehicle department or equivalent agency—often called the Department of Motor Vehicles (DMV), Secretary of State, or Registry of Motor Vehicles. Most states offer multiple submission methods. You can visit in person, mail documents, submit through an online portal, or sometimes complete the process through third-party services like AAA branches. Some states charge a small fee (typically $5 to $25) for the initial permit or renewal, though many waive fees for permanent disabilities.

When visiting in person, bring your state-issued identification, proof of residency, completed medical documentation, and any other forms specified by your state. Vehicle registration documents are sometimes required, particularly if obtaining a license plate rather than a placard. Bring originals or certified copies—photocopies are usually not accepted for medical certifications.

Processing times vary considerably. Some states issue permits same-day if you visit in person. Others require 5 to 10 business days for mail-in or online submissions. A few states with high application volumes may take 2 to 3 weeks. Contact your state motor vehicle department for specific timelines. If you need temporary parking accommodations while your application is processing, some states issue temporary paper permits valid for 30 days.

Documentation renewal requirements depend on whether your permit is temporary or permanent. Temporary permits require new medical certification when they expire—often every 6 months. Permanent permits may be renewed at longer intervals (3, 4, or 10 years depending on your state) and sometimes only require paying a renewal fee without new medical documentation. Some states require regular recertification even for permanent conditions to ensure the permit holder still meets criteria.

Medical forms must be accurate and complete. Healthcare providers should not leave blank sections. If the form is incomplete or illegible, the motor vehicle department will reject it, and you'll need to resubmit. Plan ahead and request the form from your healthcare provider several days before you intend to submit it.

Practical takeaway: Create a checklist of required documents before visiting or submitting your application. Contact your state motor vehicle department's website or call their customer service line to confirm exactly what's needed, as requirements vary significantly by state.

How to Use Accessible Parking Spaces and Legal Responsibilities

Once you have a valid disabled person parking permit, specific rules govern its use. The fundamental rule is straightforward: accessible parking spaces are reserved exclusively for vehicles displaying valid permits or plates while actively transporting someone with a disability. Simply having a permit doesn't grant permission to use accessible spaces at all times. The permit holder or someone traveling with them must be in the vehicle. Parking in an accessible space while the permit holder is elsewhere—even for a few minutes—violates parking regulations in all states.

A disabled person parking permit is not transferable. If you own a vehicle with a disabled license plate, only you (or someone traveling with you) should occupy that vehicle when it's parked in an accessible space. Similarly, if you possess a placard, you cannot loan it to friends or family members. Many people misuse permits by allowing others to use them, which is illegal. Violations can result in fines ($50 to $500 depending on the state), permit revocation, and sometimes criminal charges for permit fraud. Some states prosecute permit misuse as a misdemeanor.

Accessible parking spaces follow standard dimensions and layout requirements. Standard spaces are 11 feet wide with an 8-foot access aisle beside them, totaling 19 feet. Some spaces designed for vans are 11 feet wide with an 11-foot access aisle, totaling 22 feet. These wider spaces accommodate lifts and allow wheelchair users or people using walkers to transfer safely. The access aisle cannot be used for parking; it exists to allow door opening and movement by people with disabilities. Never park in an access aisle, even briefly.

When parking in an accessible space with a placard, display it clearly on your rearview mirror. Ensure it hangs properly and isn't obscured by other items
