A parking ticket is a citation issued by the City and County of Denver for violating parking regulations. Common violations include parking in a no-parking zone, expired meter payments, parking in a handicapped space without a permit, parking in a fire lane, or violating time-limit signs. When you receive a ticket, it will show the violation code, the fine amount, and the date you must respond.

The main options available to you when you receive a parking ticket in Denver include paying the fine, contesting the ticket through an administrative hearing, or requesting a mitigation hearing. Each option has different steps and outcomes. Some people choose to pay immediately, while others prefer to challenge the ticket if they believe it was issued in error or if they have circumstances they want to explain to an adjudicator.

The ticket itself will provide instructions on how to respond. These instructions typically include a phone number, website, or address where you can send your response. Denver's parking ticket system is managed through the Department of Public Safety. When you receive a ticket, note the date by which you must respond, as missing this deadline can result in additional penalties.

Practical Takeaway: Keep your parking ticket in a safe place and note the response deadline immediately. Understanding your basic options—pay, contest, or request mitigation—will help you decide on your next steps.

Paying Your Denver Parking Ticket

Paying your parking ticket is the most straightforward option. When you choose to pay, you are accepting responsibility for the violation and ending the citation process. Denver offers several methods for paying parking tickets, and you can typically do so quickly without additional steps.

You can pay your parking ticket through multiple channels. The City of Denver's parking ticket website allows you to pay online using a credit or debit card. You can also call the parking violations phone line to pay by phone. Some people prefer to pay in person at city offices, though this requires more time. Mail is another option—you can send a check or money order to the address listed on your ticket. Payment online or by phone is typically processed immediately, and you will receive confirmation of your payment.

The fine amount for a parking violation in Denver varies depending on the type of violation. Common fines range from approximately $25 for minor violations to $100 or more for serious violations like parking in a handicapped space. The specific fine amount will be printed on your ticket. If you pay within a certain timeframe, usually within 30 days, you may be able to pay the full fine as listed. However, if you wait longer, additional late fees may be added to your balance.

When you pay your ticket, make sure to keep your confirmation. This confirmation shows that you have paid and resolved the citation. If you pay online, you typically receive an email confirmation. If you pay by phone or mail, request a confirmation number or keep proof of mailing. This documentation protects you in case there are any questions later about whether your payment was received.

Paying the fine does not require you to admit fault in a legal sense, though payment does indicate acceptance of the violation. Once you pay, the ticket is resolved and closed. You will not have a hearing or further communication about this particular citation unless there was an error in processing your payment.

Practical Takeaway: If you decide to pay your ticket, do so through the method most convenient for you, keep your confirmation, and ensure you pay before any additional late fees are added to your balance.

Contesting Your Parking Ticket Through Administrative Hearing

If you believe your parking ticket was issued in error, you have the option to request an administrative hearing to contest it. During this hearing, you can present evidence and arguments about why you believe the citation should not have been issued. This option is different from a mitigation hearing, as it focuses on whether the violation actually occurred, not on your circumstances.

To request a hearing, you must submit a written request within the timeframe specified on your ticket, usually within 30 days. Your request should clearly indicate that you want to contest the ticket and explain why you believe it was issued incorrectly. Common reasons for contesting include: the sign was obscured or unclear, you were parked legally and the officer made an error, the meter was functioning properly, or the time-limit sign did not apply to your vehicle.

When you request a hearing, your case will be assigned to a hearing officer or traffic adjudicator. This person will review your written submission and the officer's report. In some cases, hearings are conducted in writing, meaning both you and the city submit documents but do not appear in person. In other cases, you may be able to request an in-person hearing where you can present your case directly and answer questions.

At your hearing, you will have the opportunity to present evidence supporting your position. This might include photographs of the parking area showing that signs were missing or damaged, witness statements, or documentation showing that you had paid for parking. The hearing officer will also consider the parking enforcement officer's notes and any citation details. After hearing both sides, the adjudicator will make a determination about whether the violation occurred.

The possible outcomes of a contested hearing are that the ticket is upheld (you must pay), the ticket is dismissed (no payment required), or in some cases a reduced fine is imposed. The decision is final unless you pursue further legal action. Throughout this process, you do not need a lawyer, though some people choose to have legal representation.

Practical Takeaway: Choose a contested hearing if you have specific evidence that the violation did not occur or that you were parked legally. Submit detailed written explanations and any supporting documentation by the deadline to maximize your chances of a favorable outcome.

Requesting a Mitigation Hearing

A mitigation hearing is different from a contested hearing. In a mitigation hearing, you are not arguing that you did not park illegally. Instead, you are explaining circumstances or providing information that you believe should result in a reduced fine or other consideration. This option is available if you accept that you received a parking ticket but want to present factors that might affect how the violation is handled.

Mitigation hearings are appropriate when you have legitimate reasons for the parking violation that you want to communicate. Examples include: you were parked in a spot for a medical emergency, you were unaware of a changed parking regulation, this was your first violation in many years, or you have financial hardship that makes paying the full fine difficult. Mitigation does not erase the violation, but it may result in a reduced fine or other accommodations.

To request a mitigation hearing, you must submit a written request within the specified timeframe on your ticket. Your request should explain the circumstances that led to the parking violation and why you believe these circumstances should be considered. Be honest and specific in your explanation. For example, if you were parked illegally because you were responding to a medical emergency, describe the situation clearly. If you have supporting documentation like a hospital receipt or prescription, include it with your request.

Like contested hearings, mitigation hearings may be conducted in writing or in person. If conducted in writing, you submit your explanation in writing and receive a decision in writing. If you request an in-person hearing, you can speak directly to the hearing officer and answer questions about your situation. In-person hearings may give you a better opportunity to explain your circumstances fully and allow the adjudicator to assess your credibility directly.

The outcome of a mitigation hearing might be a reduced fine, a payment plan to spread the cost over time, a dismissal of the ticket, or confirmation of the original fine. The hearing officer has discretion in considering mitigation factors. The decision is typically final, though some jurisdictions allow for limited appeals in specific circumstances.

Practical Takeaway: Request a mitigation hearing when you accept that you parked illegally but have circumstances you believe deserve consideration. Provide clear, honest explanations and any supporting documents that back up your situation.
