Overview of CityFHEPS Housing Programs in New York

CityFHEPS stands for City Family Homelessness and Eviction Prevention Supplement. CityFHEPS was created to address the growing housing crisis in New York City. The program uses a combination of city and state funding to support households facing housing instability. Since its launch, it has helped thousands of New York City residents maintain stable housing.

The program works by providing cash payments directly to landlords on behalf of participating households. This means the money goes toward paying rent rather than being given to tenants. The program can cover back rent that is owed, current rent payments, and sometimes future rent to help households get back on track.

CityFHEPS is one of several housing programs available in New York City. Other programs include the Emergency Rental Assistance Program (ERAP), HOME-STAT, and various prevention programs run by nonprofit organizations. Understanding how CityFHEPS works and what it offers is an important step in learning about housing options in the city.

Practical Takeaway: CityFHEPS is a city-run rental assistance program that pays landlords directly to help households avoid eviction or homelessness. It works alongside other housing programs in New York City.

Who CityFHEPS May Help

CityFHEPS serves households that meet certain income and situation requirements. The program is designed for families and individuals facing specific housing crises. Understanding who the program can serve is important for knowing whether to look further into this resource.

Generally, CityFHEPS serves households where someone is facing eviction or is currently homeless or at risk of becoming homeless. The program is meant for people living in New York City who cannot pay their rent on their own. Income limits exist—the program serves households with incomes below certain thresholds, though exact limits change based on household size and program updates.

The program serves both families with children and single adults. It also serves households regardless of immigration status in many cases, though specific rules may apply. CityFHEPS has served households experiencing various types of housing crises, including those behind on rent due to job loss, medical emergencies, or other hardships.

Different pathways into CityFHEPS exist. Some households are referred through the Department of Social Services homeless services. Others may be referred by legal aid organizations, housing nonprofits, or community-based organizations working on housing issues. Still others may be referred directly through courts or eviction proceedings.

It is important to note that CityFHEPS has limited funding each year. When funding runs out, the program stops accepting new households until additional resources become available. This is why learning about the program and understanding the pathway to receive assistance is valuable information.

Practical Takeaway: CityFHEPS can serve households at risk of homelessness or eviction with incomes below set limits, but funding limits mean not all households can be served at any given time.

How to Learn About CityFHEPS Intake and Referral Processes

Getting connected to CityFHEPS happens through specific referral pathways. The program does not function as a traditional rental assistance program where individuals contact it directly and submit paperwork. Instead, referrals come through various city and nonprofit channels that work with people experiencing housing crises.

One major pathway is through the New York City Department of Social Services. Households in the DSS homeless services system may be assessed for CityFHEPS and referred if they meet program requirements. DSS workers determine if CityFHEPS is an appropriate option for preventing homelessness or helping someone exit homelessness.

Legal aid organizations and tenant advocacy groups also refer households to CityFHEPS. Organizations like Legal Aid Society, Met Council on Housing, and other legal service providers sometimes refer clients they are helping with eviction cases. Courts handling eviction cases may also identify households that could receive CityFHEPS assistance.

Community-based organizations across New York City partner with CityFHEPS to identify and refer households. These organizations work in neighborhoods, in homeless services, and in various community settings. They help identify people who may benefit from the program and submit referrals on their behalf.

The intake process itself involves providing documentation about household income, rent amounts, and reasons for not being able to pay rent. Required documents typically include proof of income, lease agreements, eviction notices, or proof of homelessness. Exact documentation needs may vary depending on the referral source and individual situation.

Practical Takeaway: Access to CityFHEPS comes through referrals from DSS, legal aid groups, courts, and community organizations—not through direct individual application. Understanding which organizations refer to the program helps determine if someone might be reached through CityFHEPS.

What CityFHEPS Can and Cannot Pay For

CityFHEPS provides cash payments for specific housing-related expenses. Learning what the program can cover helps people understand whether it might address their particular housing crisis.

CityFHEPS can pay back rent owed to landlords. This includes rent that is several months behind. The program can pay current month's rent to help households get caught up. In some cases, CityFHEPS may also cover a limited amount of future rent to help stabilize a household's housing situation. The exact amount available varies by case and program funding.

CityFHEPS pays money directly to landlords, not to tenants. This means the household does not receive cash themselves. The program works only when there is a lease in place or a landlord willing to accept the household. The household must have a place to live or a specific place they are working to secure.

CityFHEPS cannot pay for other housing-related expenses such as utilities, security deposits, moving costs, or furniture. Some other city and nonprofit programs may cover these costs, but CityFHEPS focuses specifically on rent payments. The program also cannot pay for housing in shelters or temporary housing arrangements in most cases.

CityFHEPS requires that the landlord accept the program's payment. Some landlords in New York City are unwilling to work with CityFHEPS or other rental assistance programs. Households in such situations may face barriers to receiving assistance even if they otherwise meet program requirements. Finding landlords willing to accept CityFHEPS payments can be a challenge in some neighborhoods where rental assistance programs are less commonly used.

The amount CityFHEPS pays is based on actual rent owed, not on a maximum set amount. If monthly rent is $1,500 and the household is three months behind, CityFHEPS would pay $4,500 (three months) plus current month rent. However, the total assistance available is limited by annual program funding.

Practical Takeaway: CityFHEPS pays rent directly to landlords for back rent and current rent, but not for deposits, utilities, or other housing costs, and only when landlords agree to accept the payment.

How CityFHEPS Compares to Other New York City Rental Assistance Programs

New York City offers several rental assistance and housing programs that serve different populations and situations. Knowing how CityFHEPS fits among these options provides context for understanding the city's overall approach to housing instability.

The Emergency Rental Assistance Program (ERAP) is another major city program. ERAP serves households affected by the COVID-19 pandemic who fell behind on rent. While ERAP focuses on pandemic-related hardship, CityFHEPS serves a broader range of housing crises. ERAP and CityFHEPS have different income limits and eligibility rules. Both programs pay landlords directly, but they operate through different referral systems.

HOME-STAT is another program that provides rental assistance in New York City. HOME-STAT focuses on households experiencing homelessness or at imminent risk of homelessness. Like CityFHEPS, HOME-STAT pays rent directly to landlords. The programs have overlapping missions but serve different city systems and may have different eligibility requirements
