Learn About California DMV Text Message Scams

What California DMV Text Message Scams Look Like

California DMV text message scams are fraudulent messages that appear to come from the California Department of Motor Vehicles. These scams typically arrive on your phone as SMS text messages or through messaging apps. The messages are designed to look official and urgent, claiming that something is wrong with your driver's license, vehicle registration, or license plate.

Common examples of these scam messages include texts claiming your registration has expired, your license is suspended, or that you owe a fine. Some messages state that your vehicle has been flagged for a violation or that you need to update your information immediately. The scammers use official-sounding language and sometimes include the DMV logo or California state symbols to appear legitimate.

Real California DMV communications rarely come through text messages. The official DMV primarily contacts residents through email, postal mail, or phone calls from verified numbers. When the DMV does send text messages, they are limited and the agency warns residents to be cautious about unsolicited texts claiming to be from DMV.

These scams have increased significantly in recent years. According to the California Attorney General's office, text message scams targeting vehicle owners have become one of the most common types of fraud reported by state residents. Scammers use these messages because text communication feels more personal and urgent than email, making people more likely to respond quickly without thinking.

Practical takeaway: If you receive a text message claiming to be from the California DMV asking you to click a link, verify your information, or pay a fee, treat it as potentially fraudulent. Do not click any links or provide personal information in response to unsolicited text messages.

How Scammers Get Your Phone Number and Information

Scammers obtain phone numbers and personal information through several methods. Data breaches are one major source—when companies storing personal information experience security breaches, scammers may buy or access stolen databases containing names, phone numbers, addresses, and driver's license numbers. California has experienced multiple large-scale data breaches affecting residents' personal information over the past decade.

Public records also provide information that scammers use. Vehicle registration information, including names, phone numbers, and addresses, is sometimes accessible through public databases or may be sold by data brokers. Scammers can purchase lists of phone numbers from third-party data sellers who compile information from various sources. Additionally, scammers use data scraping—automated tools that collect information from websites, social media profiles, and online directories.

Your phone number may also be obtained through phishing schemes. If you've entered your phone number on a fake website or responded to a previous scam, your number is added to scammer lists and shared among multiple fraud rings. Scammers sometimes call or text random number sequences, using software to contact many people at once to see who responds. This is called "shotgunning" and is an inexpensive way for scammers to find active phone numbers.

Workplace data leaks represent another source. If your employer stores employee information insecurely, scammers may obtain contact details. Public Wi-Fi networks and unsecured mobile apps can also expose information to scammers who monitor network traffic. Some scammers impersonate DMV employees and call people directly, asking for information they then use to send targeted text messages later.

Practical takeaway: Limit sharing your phone number online. Be cautious about entering your number on websites, especially those that seem unfamiliar or not secure. Check that websites use "https://" in the address bar before entering personal information.

What Scammers Want You to Do and Why

The primary goal of California DMV text scams is to get you to click a link in the message. When you click the link, several things may happen. The link may direct you to a fake website that looks identical to the real California DMV website. On this fake site, scammers ask you to enter your personal information such as your driver's license number, Social Security number, date of birth, address, and sometimes banking information.

Some scam links install malware on your phone—malicious software that can steal your personal information, track your location, access your photos and messages, or hijack your phone for spam purposes. Other links may prompt you to download an app that appears to be a DMV application but is actually designed to harvest your data. These apps request permission to access your contacts, messages, and location information, which scammers then use or sell.

Scammers also want you to respond to the text message by clicking "reply" or "confirm." When you respond, they know your phone number is active and belongs to a real person. This confirms your number for future scams and may result in more fraudulent messages. Some scams ask you to call a phone number provided in the message. When you call, scammers impersonate DMV employees and convince you to pay a fake fine or provide sensitive information over the phone.

The information scammers collect is used for identity theft. With your driver's license number, Social Security number, and other personal details, criminals can open credit accounts in your name, apply for loans, file false tax returns, or sell your information to other criminals. The financial damage can range from hundreds to tens of thousands of dollars, depending on the extent of the identity theft. Some victims don't discover the fraud until they apply for credit or check their credit reports months or years later.

Practical takeaway: Never click links in unsolicited text messages, never call phone numbers provided in suspicious texts, and never enter personal information on websites accessed through text message links. When in doubt, go directly to the official DMV website by typing the web address into your browser rather than clicking a link.

Red Flags That a Text Message Is a Scam

Several warning signs indicate a text message is likely a scam. The first red flag is urgency and pressure. Scam messages use language suggesting something is wrong and needs immediate attention: "Your registration expired," "Action required," or "Verify now." Real DMV communications typically give you reasonable time to respond and include clear instructions about next steps. If a message makes you feel rushed or panicked, it is probably a scam.

Requests to click links or download apps are major red flags. The real California DMV does not send text messages asking people to click links to verify information, pay fees, or update registration. If a text message includes a link, especially a shortened link (appearing as "bit.ly" or similar), be highly suspicious. Legitimate government agencies do not conduct business through text message links.

Generic greetings are another warning sign. Scam messages often begin with "Dear Resident," "Vehicle Owner," or no greeting at all. The real DMV would address you by your actual name because they have your information on file. If a message from the DMV doesn't use your name, it is likely fraudulent.

Grammar and spelling errors suggest a scam. Many scam messages are sent from overseas and contain noticeable mistakes: "You're registration," "confirm you're information," or awkward phrasing. The official DMV proofreads all communications carefully. Poor spelling or grammar is a strong indicator of fraud, though some scams are increasingly sophisticated and don't contain obvious errors.

Requests for sensitive information through text are always scams. The real DMV does not ask for your Social Security number, driver's license number, banking information, or PIN through text messages. If any message—even one appearing to come from the DMV—requests this information via text, it is fraudulent. The DMV already has your information and would not ask you to verify it through an unsecured text message.

Unknown sender information is a red flag. Scammers use five-digit short codes, random numbers, or spoofed numbers (fake numbers made to look like they're from an official agency). You might see "DMV-888" or a number that looks local but isn't. The real California DMV communicates from verified, identifiable numbers that you can confirm by calling the main DMV line.

Practical takeaway: Read every text message carefully before responding. Look for urgency language, link requests, generic greetings, poor grammar, requests for sensitive information, and unknown senders. If a message has even one of these red flags, it is likely a scam.
