Learn About California DMV Disability Placards

What California DMV Disability Placards Are and How They Work

A California DMV disability placard is a removable hanging device that displays a wheelchair symbol and the word "disabled." It allows people with qualifying disabilities to park in designated accessible spaces. These spaces have extra room for wheelchair lifts, ramps, or other mobility equipment. The placard mounts on your vehicle's rearview mirror and must be visible when parked.

The California Department of Motor Vehicles issues these placards to people who have certain mobility limitations. They are not the same as license plates with a wheelchair symbol, though California offers both options. A placard is temporary or permanent depending on your condition. Some people use placards while others prefer the permanent license plate option.

Parking spaces for people with disabilities are closer to building entrances. This reduces the distance someone must walk if they have trouble moving, pain, or balance issues. The extra space beside the spot allows room to set up a wheelchair ramp or for a caregiver to help someone exit a vehicle safely.

California law requires that placards display specific information: the wheelchair symbol, the word "disabled," an expiration date, and a serial number. Fake or misused placards carry serious penalties. The state has worked to reduce placard fraud because misuse takes away spaces needed by people with genuine disabilities.

Practical takeaway: Before seeking a placard, understand that it serves a specific purpose—to reduce walking distance for people with mobility challenges. A valid placard allows parking in designated spaces that would otherwise be unavailable.

Medical Conditions That May Lead to Placard Issuance

Many different medical conditions can result in a disability placard. The key factor is whether a condition affects a person's ability to walk or move. California does not maintain a specific list of "approved" disabilities. Instead, a licensed physician, surgeon, or other qualified medical professional evaluates whether someone has a permanent or temporary condition that limits mobility.

Some common conditions associated with placard issuance include arthritis, which causes joint pain and stiffness; lung disease, which affects breathing and the ability to walk distances; heart disease, which may limit physical exertion; diabetes with complications affecting legs or feet; and neurological conditions like Parkinson's disease or multiple sclerosis. Spinal cord injuries, amputation, cerebral palsy, and severe visual impairments are also common reasons people receive placards.

Temporary placards may be issued to people recovering from surgery or injury. For example, someone might receive a temporary placard after knee surgery while they heal. Temporary placards typically last four to six months, though the issuing medical professional can set a different timeframe. Once the healing period ends, the person would no longer need the placard.

Permanent placards are for people with lifelong conditions that limit mobility. These do not expire based on the condition itself, though they do expire after a set number of years and must be renewed. The medical professional determines whether a condition is likely to be permanent or temporary.

It is important to note that having a disability does not automatically mean someone will receive a placard. The medical professional must specifically determine that the person has difficulty walking or a condition that makes walking a significant hardship. Someone with a disability that does not affect walking or mobility would not typically receive a placard.

Practical takeaway: A licensed medical professional—not the DMV—decides whether someone should receive a placard. Different conditions qualify based on how they affect a person's ability to walk or move independently.

The Process for Obtaining a Disability Placard Through California DMV

The process to obtain a disability placard begins with a visit to a licensed medical professional. This person must be a physician, surgeon, physician assistant, nurse practitioner, or other qualified healthcare provider in California. The medical professional will discuss your medical history, examine you if needed, and determine whether a disability placard is appropriate for your condition.

If the medical professional agrees that you need a placard, they will complete a form provided by the California DMV called the "Application for Disabled Person Placard or License Plate" (Form DL 625). This form includes information about your condition, how long the placard should be valid, and whether it should be permanent or temporary. The medical professional must sign this form.

Once the form is completed and signed, you bring it to a California DMV office along with proof of identity and residency. You will need to present a valid driver's license or identification card. If you do not have a valid ID, you may bring other documents such as a passport or utility bill showing your current address. The DMV staff will review your paperwork to make sure everything is complete and correct.

The DMV will issue your placard at that visit. You will receive either a permanent placard (good for two years) or a temporary placard (valid for the timeframe the medical professional specified). You must display the placard on your rearview mirror whenever you park in a disabled space. When the placard expires, you must remove it from your vehicle.

Some California DMV offices allow you to complete this process by mail, but you should check with your local office first. The exact steps may vary slightly by location. You can contact the California DMV to learn about the specific process at your nearest office.

Practical takeaway: To obtain a placard, you need a medical professional's completion of the DMV form and your own visit to a DMV office with proper identification. The placard itself is issued the same day.

Rules for Using Your Disability Placard Correctly

Once you have a disability placard, there are specific rules about when and how you can use it. The placard must be displayed on the rearview mirror of any vehicle you are driving or riding in when you park in a disabled space. The placard should hang so the wheelchair symbol and "disabled" text are clearly visible from outside the vehicle.

You may use your placard in any vehicle, not just your own. If you ride as a passenger in someone else's car, that vehicle can display your placard to park in a disabled space—as long as you are the one who will be using the vehicle. You cannot lend your placard to other people. If someone else is driving and you are not in the vehicle, the placard cannot be displayed.

You can only park in a disabled space when the placard is actively displayed. You must remove the placard from the mirror when you are not using a disabled space or when someone without a disability is driving the vehicle. Leaving the placard visible when you are not using it, or when someone else is using the vehicle, is considered misuse.

California law prohibits parking in a disabled space or displaying a placard without authorization. Violating these rules can result in fines ranging from $100 to $1,000 or more. A vehicle parked illegally in a disabled space can also be towed. Using someone else's placard, using a fake placard, or displaying your own placard when you should not are all illegal.

Some parking situations have specific rules. For example, in some areas, a disabled space may have time limits. You cannot simply park all day in a disabled space just because your placard is displayed. You should follow all posted parking rules, just as you would in any other spot. Some disabled spaces require payment, and the placard does not eliminate that requirement.

Practical takeaway: Display your placard only when you need to park in a disabled space and you will be the one exiting the vehicle. Follow all other parking rules and time limits that apply to that space.

Renewing or Replacing an Expired or Lost Placard

Disability placards expire on a schedule determined by the type issued. Permanent placards are valid for two years from the date of issuance. Temporary placards expire on the date specified by the medical professional, which could be a few months or up to two years. As your placard approaches its expiration date, you will need to renew it if you still have a condition that requires mobility assistance.

To renew a permanent placard, you must visit a California DMV office again with an updated form from your medical professional. The medical professional will reassess your condition and complete a new Form DL 625 if they believe renewal is appropriate. This ensures that the placard is still needed and that the information is current. You then bring this form to the DMV along with your expired placard and proper identification.
