Learn About Alaska Permanent Fund Dividend Payments

What Is the Alaska Permanent Fund Dividend?

The Alaska Permanent Fund Dividend, commonly called the PFD, is an annual payment distributed to residents of Alaska. The program began in 1982 and has continued every year since. Money for these payments comes from investment earnings generated by the Alaska Permanent Fund, which was established in 1976. The fund itself receives revenue from Alaska's oil industry, particularly from oil lease rentals, royalties, and taxes.

Each year, a portion of the Permanent Fund's investment income is set aside for dividend payments to Alaskans. The amount each person receives varies from year to year, depending on how well the fund's investments perform. In recent years, payments have ranged from around $900 to over $2,000 per person annually. For example, in 2022, the payment was $1,054 per resident, while in 2023, residents received $1,312.

The PFD represents an unusual approach to sharing natural resource wealth directly with citizens. Unlike many states and countries that use resource revenues primarily for government operations, Alaska has chosen to distribute a portion directly to individuals. This program is often viewed as a model example of a resource dividend or "social wealth fund" that other regions have studied.

Understanding how the PFD works involves learning about several connected pieces: the Permanent Fund itself, how investment returns are calculated, how much gets distributed each year, and who receives payments. This guide explores each of these areas to help you understand this distinctive Alaska program.

Practical Takeaway: The Alaska PFD is a yearly payment funded by oil industry revenues and investment returns, not a one-time payment or loan. Amounts change annually based on investment performance rather than income or other personal circumstances.

How the Alaska Permanent Fund Is Structured

The Alaska Permanent Fund is a sovereign wealth fund, meaning it is controlled by the state government to build long-term wealth. The fund was created through Alaska state law in 1976, several years after the trans-Alaska oil pipeline began operation. When the state received large oil revenues from leasing rights and production, policymakers made a deliberate choice: rather than spend all that money immediately, they would save a portion for future generations.

The fund operates like a large investment account. Money flows in from oil revenues and leasing fees. That money is then invested in stocks, bonds, real estate, and other assets. As those investments earn returns—through dividends, interest, and increases in value—the fund grows. In 2023, the Alaska Permanent Fund had total assets of approximately $80 billion.

Each year, the state legislature votes on how much of the fund's investment earnings to distribute. Historically, the state has taken out a percentage of the earnings. However, this percentage has changed over time and remains a matter of political discussion. In some years when the fund performed very well, larger amounts were available for distribution. In other years when investment returns were lower, smaller amounts were available.

The fund is managed by professional investment managers hired by the state. These managers make decisions about which stocks, bonds, and other investments to buy and sell. Their goal is to grow the fund's value over the long term while providing stability. The fund's performance depends on overall market conditions, investment strategy, and economic factors both in Alaska and globally.

One important feature is that the Permanent Fund itself must continue to exist and grow. The state does not simply take out all earnings every year. Some earnings go back into the fund to help it keep pace with inflation and population growth. This approach ensures the fund can continue generating payments far into the future, even after Alaska's oil reserves are depleted.

Practical Takeaway: The Permanent Fund is a long-term investment account built from oil revenues. Its value grows through investment returns, and only a portion of yearly earnings gets distributed as dividends, while the rest remains in the fund for future use.

How Much Will You Receive and How Is It Calculated?

The amount of each year's PFD payment depends on a specific formula that has been in place since the program began. Understanding this formula shows why payments vary from year to year and why the state cannot promise a set amount.

The calculation works as follows: The state takes the average investment return from the Permanent Fund over the previous five years. It then multiplies that five-year average return by half of the total fund balance. The result is the amount available for that year's dividend. This amount is then divided equally among all people who meet the requirements for receiving a payment.

Here is a concrete example: Suppose the Permanent Fund had an average return of 7 percent over the past five years, and the fund's balance is $80 billion. Seven percent of $80 billion is $5.6 billion. Half of that—$2.8 billion—represents the dividend pool. If Alaska has 740,000 residents who receive the PFD, that $2.8 billion is divided by 740,000, resulting in approximately $3,784 per person. However, real-world numbers differ because investment returns fluctuate, and the state legislature can adjust how the formula is applied.

Because the calculation relies on a five-year average return rather than just the current year's return, payments tend to be somewhat stable year to year. If one year has poor investment performance, that year's poor results are averaged with four years of other results, smoothing out the payment. However, this also means that even if markets perform well in a given year, the dividend payment may not reflect that improvement immediately—it takes time for positive returns to move through the five-year calculation.

Looking at historical payments shows the variation. In 2015, payments were $2,072. By 2018, they had dropped to $1,600, reflecting lower investment returns. In recent years, as markets recovered, payments moved back up to around $1,300 to $1,600. The range typically falls between $900 and $2,200 per person, though this can vary.

Practical Takeaway: PFD amounts are calculated using a five-year investment average and the fund's total balance. Payments vary yearly based on market performance and cannot be predicted with certainty in advance.

Requirements for Receiving the Alaska Permanent Fund Dividend

Not every person living in Alaska automatically receives the Permanent Fund Dividend. The state has established specific requirements that a person must meet. Understanding these requirements helps clarify who receives payments and who does not.

The first requirement is residency. A person must have been an Alaska resident for the entire calendar year for which they are seeking a payment. This means that if someone moves to Alaska partway through a year, they cannot receive a dividend for that year. However, they may receive a dividend for the following year if they remain an Alaska resident for the full duration of that calendar year.

The second requirement is that the person must be physically present in Alaska for at least 190 days during the year. There are some exceptions to this rule. For example, people serving in the military or working on official government business outside Alaska may be counted as present. Similarly, people receiving medical treatment outside the state or engaged in certain employment situations may meet the presence requirement even if physically out of state for some time. However, simply taking vacations or temporary trips outside Alaska does not eliminate the 190-day requirement.

A third requirement is citizenship or refugee status. Applicants must be U.S. citizens or qualified refugees as defined by federal law. This requirement reflects federal immigration law and program policy.

Finally, a person must not have been convicted of certain felonies during the year. Specifically, conviction of an Alaska felony or a felony outside Alaska that would be an Alaska felony disqualifies someone from receiving a dividend for that year.

Importantly, there is no income limit for the Alaska PFD. Wealthy people and low-income people receive the same per-person amount. There is also no age requirement—even infants who meet the residency requirement can receive a dividend, though payments for minor children are typically managed by their parents or guardians. Many families with children receive multiple dividend payments, one for each family member who meets the requirements.

Practical Takeaway: Main PFD requirements include: living in Alaska for the entire calendar year, being present in the state for at least 190 days, being a U.S. citizen or qualified refugee, and having no disqualifying felony convictions. Income does not affect whether someone receives a payment.
