Learn About ABLE Accounts and How They Work

What Are ABLE Accounts and Who They're Designed For

ABLE accounts are savings and investment accounts created by federal law to help individuals with disabilities and their families manage money for disability-related expenses. The name "ABLE" stands for "Achieving a Better Life Experience." These accounts were established under the Achieving a Better Life Experience Act, which Congress passed in 2014. The program represents a significant shift in how people with disabilities can save money without losing access to important government benefits like Supplemental Security Income (SSI) and Medicaid.

The primary purpose of an ABLE account is to allow someone with a disability to set aside money for expenses related to their disability while maintaining their benefit eligibility. Before ABLE accounts existed, many individuals with disabilities faced a difficult choice: accept government benefits but keep their savings extremely low (typically under $2,000), or save more money but lose their benefits. ABLE accounts were designed to solve this problem by allowing higher savings thresholds while still maintaining SSI and Medicaid coverage.

ABLE accounts work differently from regular savings accounts. They're specifically designed financial tools with tax advantages and benefit protections built in. Money in these accounts grows tax-free, meaning earnings are not subject to federal income tax. Additionally, funds in ABLE accounts generally don't count against the asset limits that typically disqualify people from SSI and Medicaid, at least up to certain amounts.

The accounts are available to individuals who have a disability that began before age 26. This age cutoff is important—the disability must have started before the person turned 26 years old, though the account itself can be opened at any point in life afterward. The disability must be severe enough to substantially limit major life activities or meet specific Social Security Administration (SSA) criteria. Individuals can have family members or trusted representatives help manage their accounts if needed.

Practical Takeaway: ABLE accounts are tools created specifically for people with disabilities who want to save money. They allow savings of higher amounts compared to traditional benefit rules, making them useful for covering disability-related costs while keeping government benefits intact. Understanding that these accounts exist and serve a specific population is the first step in learning whether they might be relevant to your situation.

How ABLE Account Contributions and Growth Work

ABLE accounts function through contributions—money that gets deposited into the account—and through investment growth. The account holder or their authorized representative can contribute money regularly or in lump sums. For 2024, the annual contribution limit is $18,000 per calendar year for most people. This limit matches the annual gift tax exclusion amount set by federal law. The important distinction is that this is not money being "given" in the taxable sense; rather, it's the maximum amount that can be added to an ABLE account within a single year without affecting other tax or benefit calculations.

The money in an ABLE account can be invested in different ways, similar to retirement accounts like 401(k)s or IRAs. Account holders can typically choose from various investment options—often including money market funds, bonds, stocks, or target-date funds—depending on their risk tolerance and goals. The money grows over time through investment returns. Unlike regular savings accounts where earnings might be subject to income tax, ABLE account earnings are tax-free. This means if someone puts $5,000 in an ABLE account and that investment grows to $6,000, the $1,000 in earnings is not taxed at the federal level.

There's an important distinction between contribution limits and account balance limits. While individuals can contribute up to $18,000 per year, the total account balance can grow much larger. Once an ABLE account reaches $100,000 in total funds (contributions plus growth), a few specific rules apply. The account holder loses SSI cash benefits for any month in which the account balance stays at or above $100,000. However, they retain their Medicaid coverage and can continue to contribute funds. Once the balance drops below $100,000 again, SSI payments resume. This $100,000 threshold applies only to SSI; Medicaid coverage continues regardless of account balance.

Multiple people can contribute to a single person's ABLE account—parents, grandparents, siblings, or other family members can all add money. Each contributor is generally subject to the $18,000 annual limit, meaning if a person receives contributions from five different family members, each of those people can contribute up to $18,000 that year. This flexibility allows families to pool resources to support a family member with a disability. There's also a special provision that allows people with disabilities who have earned income to contribute an additional $13,200 (in 2024) above the standard $18,000 limit, up to a total contribution limit of $31,200 per year, if their earned income is at least that amount.

Practical Takeaway: ABLE accounts work as investment vehicles where money grows tax-free. Understanding the annual contribution limits ($18,000 for most contributors), the $100,000 balance threshold for SSI, and how money can be invested helps families plan how to build savings over time. Knowing that multiple family members can contribute means families can coordinate their financial support effectively.

ABLE Accounts and Government Benefits: How They Affect SSI and Medicaid

One of the primary reasons ABLE accounts exist is to address how they interact with government benefits. Supplemental Security Income (SSI) and Medicaid have long included strict asset limits—rules about how much money or property a person can own while still receiving benefits. For decades, these rules effectively prevented people with disabilities from saving meaningful amounts of money. ABLE accounts were created to change this dynamic, though the interaction between ABLE accounts and benefits is more nuanced than simply "no effect."

For Supplemental Security Income, ABLE accounts receive special treatment. The first $100,000 in an ABLE account doesn't count against the asset limits that would otherwise disqualify someone from SSI. A person receiving SSI can have assets under $2,000 and still receive benefits (or $3,000 for couples where both receive SSI). However, if that person has an ABLE account with $50,000 in it, that $50,000 doesn't count toward the $2,000 limit. This is the core benefit of ABLE accounts—they allow substantial savings without triggering asset limits. Once an ABLE account balance reaches $100,000 or more, the account holder loses their SSI cash payment for that month, though they retain Medicaid coverage. The moment the balance drops below $100,000, SSI payments resume in the following month.

Medicaid coverage is not affected by ABLE account balances. A person can have unlimited funds in an ABLE account and still maintain their Medicaid health coverage. This is significant because Medicaid often covers critical services like doctor visits, prescriptions, therapy, and long-term care services that many people with disabilities rely on. The fact that Medicaid continues regardless of ABLE account balance makes these accounts particularly valuable, since someone can build substantial savings without losing their healthcare coverage.

ABLE account withdrawals are treated specially as well. Withdrawals made for "qualified disability expenses" are not counted as income for SSI purposes, and the funds themselves remain protected. Qualified disability expenses include items like education, housing, transportation, assistive technology, health care, employment support, and many other disability-related costs. This means a person receiving SSI can withdraw $10,000 from their ABLE account to pay for a new wheelchair or home modifications without that $10,000 counting as income that would reduce their monthly SSI benefit. However, only withdrawals for qualified disability expenses receive this protection; withdrawals for other purposes might affect benefits or be counted as income.

Practical Takeaway: ABLE accounts provide powerful protection for people receiving SSI by allowing savings up to $100,000 without losing cash benefits, while Medicaid coverage continues regardless of account balance. Understanding these specific thresholds and benefit interactions is essential for families planning long-term financial strategies. It's important to learn the rules about qualified disability expenses, since those determine whether withdrawals will affect benefits.

Opening and Managing an ABLE Account

Opening an ABLE account requires working with an ABLE program provider. These are organizations authorized by state governments and the federal government to offer ABLE accounts. Each state may have different providers, and account holders can choose from among those available in their state of residence. The process generally begins by researching which ABLE providers operate in the relevant state and comparing their features, investment options, fees, and services. Some well-known national ABLE program providers include Fidelity Investments and Vanguard, though availability varies
